Organizational Context: With its 192 member countries, the Universal Postal Union (UPU), a specialized agency of the United Nations, is the primary forum for cooperation between postal sector players. It helps to ensure a truly universal network of up-to-date products and services. |

Main duties: Prepare and implement activities related to the tracking, development and validation of EMS end-to-end standards; participate in the development, testing and promotion of the EMS online performance monitoring and reporting tool and the EMS Operational Guide, including handling technical issues and solutions; and provide technical and analytical support to EMS regional coordinators, International Bureau (IB) directorates, UPU bodies and EMS operators. 1. Programme activities Tracking: - Monitor and follow up on tracking implementation according to the EMS standards; - Coordinate follow-up on tracking transmission issues; - Facilitate messaging compliance and provide related explanations to the EMS Unit staff. Development and validation of the EMS end-to-end standards: - Manage the procedures and templates of the validation process for end-to-end standards (export, transport and delivery), including enhancements as required; - Assist EMS operators in analyzing available data, by validating and evaluating processes; - Train EMS Unit staff on end-to-end standards; - Carry out validations and revalidations of the end-to-end standards; - Coordinate the implementation of validated standards to ensure audit compliance. EMS reports: - Manage ongoing procedures related to the EMS performance reports, including data analysis; - Contribute to the development of new reports; - Assist EMS operators in analyzing data used to produce EMS reports; - Train EMS Unit staff and, when required, EMS operators on the EMS reports; - Produce and distribute the reports; - Support the project to develop the online reporting tool, test developments, and prepare materials for members of the Cooperative on the system functions and measurement methodologies; - Provide first-level support to users on the reporting tool. Other projects: - Assist in the update of the EMS Operational Guide; - Support the development of the EMS Operational Guide, testing the implementation of technical developments; - Administer statistics on system usage and other project-related measurements. 2. Reporting - Contribute to the preparation of reports on the progress of performance measurement activities. 3. Collaboration with internal and external organizations and bodies - Develop and ensure training and support activities for EMS regional coordinators and EMS operators on tracking, validation, performance measurement, EMS SMART and end-to-end standards. - Collaborate and liaise with IB directorates and UPU bodies on activities related to EMS performance measurement. |

QUALIFICATION AND SKILLS REQUIRED | |||
Education: Bachelor's degree or equivalent diploma in 1) supply chain, logistics or technical science or 2) business administration or international business/economics. |

Experience: Minimum of three years' experience in international express services. |

Technical knowledge:
1. Advanced knowledge of Excel. 2. Knowledge of postal operations. 3. Good oral and written communication skills. 4. Knowledge of the structure of the UPU and its bodies, rules and regulations, including the EMS Cooperative. 5. Knowledge of computer tools such as Word, Access, Outlook and PowerPoint. 6. Knowledge of training techniques. |

Language skills: Proficiency in English is required. Knowledge of French or another official UN language would be an advantage. |

Additional Information: This is a non-core post. This position will be in full compliance with the "Rules governing non-core staff". The selected staff will participate in the UPU Provident Scheme and will be insured together with their recognized dependents against the risks of sickness and accidents. This is a three years' contract which can be renewed if the services continue to be required in the future, the funds are available and/or the staff member's performance is satisfactory. However, this appointment does not automatically carry any expectancy of extension or renewal or of conversion to any other type of appointment. ________________________________________________________________________________________________ French is the official language of the UPU. Annual salary:
(Net of tax) 50,377 USD |
Post adjustment: 86.7 % of the above figure(s). This percentage is to be considered as indicative since variations may occur each month either upwards or downwards due to currency exchange rate fluctuations or inflation. | ||
