Tetra Tech International Development (International Development Jobs - Tetra Tech) is currently accepting expressions of interest from qualified candidates for potential technical specialist positions for an anticipated USAID-funded program in the Philippines. The five-year USAID Philippines Biodiversity and Climate Change Activity will improve enabling environments for strengthening key institutions and leveraging private sector investments and financing for nature-based conservation, adaptation, and mitigation.
Technical specialists will provide technical and management leadership and contributions to activities within their field of expertise to achieve project outcomes. These would be full-time positions based in the Philippines for the life of project (anticipated five years).
Tetra Tech seeks candidates specialized in the following areas:
Sustainable Finance Specialist: Experience developing and executive strategies to channel finance and investment to support conservation, climate mitigation, and adaptation objectives. The Sustainable Finance Specialist should have a strong understanding of market-based approaches that support economic resilience of communities in the Philippines while supporting sustainable management of natural resources.
Natural Resource Management Specialists (Marine/Coastal and Terrestrial): Experienced in natural resource management practices and policies in the Philippines and Southeast Asia. The Specialists will strengthen the capacity of stakeholders (communities, protected area and forest managers, government, and private sector) to strengthen sustainable management and governance over the Philippines’ natural resources in target coastal and terrestrial landscapes.
Climate Change Adaptation Specialist: Experienced in working with local institutions to understand and address the negative impacts of climate variability and change on communities, and the terrestrial and coastal ecosystems they depend on for their well-being. The Specialist will work with stakeholders, and partners to design and implement strategies to mitigate risk, foster resilience and build adaptive capacity.
Policy and Governance Specialist: Southeast Asia experience in natural resource policy, political economy, or governance. Experience working to strengthen enabling environments related to natural resource management, conservation, climate change, and/or business enabling environment, including experience working with national and local stakeholders to foster dialogue and building collective responses to climate and conservation challenges.
Gender Equality and Social Inclusion (GESI) Specialist: Southeast Asia experience promoting equity and inclusion for underrepresented groups including women, youth and indigenous peoples within natural resource management. Experience with mainstreaming GESI into activity design, supporting capacity building and institutional strengthening, and facilitating inclusive dialogue and coordination approaches across broad coalitions of actors.
Knowledge Management Lead: The Knowledge Management Lead will provide strategic guidance and leadership to define and oversee the implementation of the knowledge management and learning (KML) strategy. Roles will include designing strategies to support knowledge management of activity-generated knowledge, supporting staff and grantees to design and implement robust learning approaches, and supporting stakeholder engagement and convening in support of knowledge management and learning.
Qualifications:
* Minimum of a master’s degree (or equivalent) in a relevant discipline is required;
* At least seven (7) years of experience in the respective field of technical expertise in the Philippines, and working on large donor funded projects;
* Proven track record collaborating with a diverse array of stakeholders and fostering collaborative learning and adaptive management, and social inclusion with women, youth, indigenous and other vulnerable populations;
* Professional fluency in English required; and
