This position reports directly to the Director of Security and Risk Management. The incumbent acts as a Deputy and advisor to the Director on Policy, Planning, and Compliance of UNRWA security risk management objectives.
- Leads the Security and Risk Management Department (SRMD) development of high quality, best practice security policies, standards, and operational procedures across the Agency, reflecting changes within the UNSMS policy developments, including maintenance, and provision of relevant UNRWA security policies. Monitors and evaluates the implementation of, and compliance with UNRWA (and UNSMS) policies framework, procedures and guidelines; coordinates strategic and thematic evaluations and promotes knowledge management;
- Advises and provides support to the Director in planning, developing, analysing, communication, enhancing understanding of and overseeing strategic security management concepts, policies, guidelines, and compliance;
- Acts as a Deputy Director of the SRMD and therefore is appointed as Officer in Charge (OIC) during the Directors absence;
- Leads the development and prescriptive content, facilitating the development and maintenance of the SRMD SharePoint and security practice network;
- Liaises, consults, facilitates, and maintains ongoing relationships with UNRWA programmes ensuring security integration into programmatic activities; liaises with UN bodies on policy and governance;
- Develops Annual Security Workplan to be reflected in the annual compendium of new revised policies and procedures. Leads the process of regular review/revision of extant security policy documents and frameworks;
- Measures UNRWA’s implementation of compliance on security risk management policy and procedures and takes the lead in lessons learned activities following any safety and/or security incidents impacting UNRWA;
- Develops reports and monitors key performance indicators to support strategic planning and decision making and acts as focal point for coordinating and providing advice and relevant information on occupational Safety and Health matters;

Advanced university degree (master’s or equivalent) from an accredited educational institution, in social sciences, public or business administration, international politics, management, or a related security field. Formal training in security risk management.
Good working knowledge of UNSMS policies and procedures and knowledge in Information Technology services.
At least 10 years of progressively responsible and relevant experience in research, public administration, organizational development, project management and policy analysis is required.
At least 8 years of experience in organizational security and operational risk management, including at least six years at managerial level in a large governmental, international or commercial organization is required.
Unless already serving as an international staff member in the UN Common System, at least 2 continuous years of relevant international experience outside UNRWA, and outside the country(s) of citizenship is required.
Advanced university degree (master’s or equivalent) from an accredited educational institution, in social sciences, public or business administration, international politics, management, or a related security field. Formal training in security risk management is required.
Good working knowledge of UNSMS policies and procedures and knowledge in Information Technology services is required.
Previous experience with other UN agencies is desirable.
Project management certification is desirable.
Excellent command of written and spoken English.Assessment

Type of Contract and duration: 2 years, with the possibility of further extension.
The incumbent will be required to travel in the Agency’s area of operations.
