Org. Setting and Reporting

ICAO's activities in the environment field aim to limit or reduce the impact of international aviation on noise, local air quality and the global climate. This position is situated in the Climate Change Section (CLC) within the Air Transport Bureau (ATB) in ICAO. CLC is responsible for supporting the development of policies, conducting studies and providing guidance on measures to address aviation’s contribution to climate change, including sustainable aviation fuels, the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA) and other market-based measures (MBMs), and international cooperation on climate change. It also provides support to the Assembly, the Council and its Climate and Environment Committee (CEC), as well as the technical work related to climate change conducted by the Council’s Committee on Aviation Environmental Protection (CAEP).

The incumbent will serve as a policy advisor and technical expert on CORSIA and other MBMs and is under the supervision of the Chief, Climate Change Section (C/CLC). In this capacity, the incumbent will oversee the operation and maintenance of the CORSIA Central Registry (CCR), will support the development and update of ICAO CORSIA Standards and Recommended Practices (SARPs) as contained in Annex 16, Volume IV to the Chicago Convention and of other CORSIA-related guidance material, will contribute to the capacity building and assistance activities under the ICAO Assistance, Capacity budling and Training on CORSIA (ACT-CORSIA) Programme, and will support the work of the CAEP on CORSIA.


Function1 (incl. Expected results)

Manages and coordinates the operation and maintenance of CORSIA Central Registry (CCR) and the preparation of ICAO CORSIA documents, achieving results such as:

• Ensure the uninterrupted functioning of CCR to enable States to report CORSIA-specific information and data in accordance with the provisions of Annex 16, Volume IV.
• Respond to all requests from CCR users and address all raised issues and problems in a timely manner.
• Oversee the implementation of improvements to the CCR resulting from ICAO Assembly Resolutions and decisions by the Council and make recommendations for further improvements, based on user experience.
• Supervise other ICAO staff, consultants and external contractors working on the CCR.
• Ensure the timely publication of ICAO CORSIA documents based on information and data submitted by States through the CCR in accordance with the provisions of Annex 16, Volume IV.

Function 2 (incl. Expected results)

Assists in the planning and execution of overall ICAO activities for the implementation of CORSIA, achieving results such as:

• Support the planning, monitoring and reporting progress of activities for the CORSIA implementation in accordance with the decisions by the Assembly and the Council.
• Support the governance and deliberative bodies of the Organization, including the Assembly, Council, CEC, CAEP, on issues related to the CORSIA implementation.
• Closely follow developments in other UN bodies and international organizations (e.g. UNFCCC, IMO) on market-based mechanisms, and ensure appropriate follow-through.
• Support other issues related to the CORSIA implementation, as required.

Function 3 (incl. Expected results)

Manages and coordinates the development of CORSIA SARPs and other supporting guidance material related to the implementation of the CCR, achieving results such as:

• Support the Secretary of CAEP Working Group 4, in particular on issues related to the CCR and, as requested by States, on the establishment of national registries.
• Manage and coordinate the development, review and update of the CORSIA-related SARPs and any supporting guidance material, in particular the provisions related to the CCR.
• Conduct and follow-up studies and undertake research on issues associated with the CCR and any other CORSIA-related registries.

Function 4 (incl. Expected results)

Coordinates capacity building and assistance activities under the ICAO ACT-CORSIA Programme, achieving results such as:

• Organize Headquarters (HQ) and regional seminars related to CORSIA implementation, and contribute to the seminars particularly on issues related to the CCR.
• Develop outreach material, such as training kits and practical guidelines/manuals, and contribute to the outreach material particularly on issues related to the CCR.
• Provide support to ACT-CORSIA Trainers to ensure that they are able to successfully complete their training activities.
• Represent ICAO at international meetings that are relevant to the CCR.
• Prepare responses to public enquiries on CORSIA, presentations to interested parties, technical studies, publications and articles, as necessary.
• Assist in the administration of websites dedicated to CORSIA and process material to be published on the ICAO website.
• Oversee the development of SharePoint lists and dashboards to manage and visualize CORSIA-related information and data.

Function 5 (incl. Expected results)

Coordinates the development, and preparation, of documentation related to the CORSIA, achieving results such as:

• Prepare working papers, scenarios, reports, minutes, etc. related to CORSIA, to the Assembly, Council, CEC, CAEP and other bodies of the Organization for the approval of C/CLC.
• Prepare summaries of main developments in other UN bodies and international organizations (e.g. UNFCCC, IMO) on MBMs for C/CLC.
• Update CLC-related documentation as necessary and prepare memos and reports on CLC-related activities.
• Monitor other activities of ICAO and provide inputs, as necessary, to ensure that environmental considerations and implications are taken into account during the development of recommendations from other areas; keep C/CLC informed of these developments.

Knowledge on carbon markets and market-based instruments in different regions in the world. General knowledge of the generation and measurement of aircraft engine emissions, their impacts on the environment, and mechanisms for mitigating such impacts. Knowledge in the development and preparation of documentation and guidance material in the field of environmental protection. Knowledge of the main international treaties, conventions, policies, and measures to deal with climate change. • A first level university degree in aeronautical engineering, environmental engineering, science, law, or in a related field, is required.

Work Experience

• A minimum of ten (10) years’ experience in the environmental field, within a government, manufacturing industry, international organization, airline, or relevant financial or research institution, is required.

• Experience in the design and implementation of greenhouse gas registries in different regions of the world to account for and track carbon units against offsetting commitments, is required.

• Experience with ICAO and/or other international bodies active in the environmental field and with the work of the CAEP working groups, in particular on CORSIA, is desirable.

• Experience with ICAO Annexes and other ICAO documents, is desirable.



• Fluent reading, writing and speaking abilities in English.


• A working knowledge of any other language of the Organization (Arabic, Chinese, French, Russian, Spanish).


Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
