Terms of Reference


• This position is advertised to internal and external applicants. Candidates must be legally present in México at the time of application, recruitment, and hire. Only Mexicans or candidates holding a permanent residency or valid work permit in México will be considered eligible.

1. General Background of Project or Assignment:

The United Nations High Commissioner for Refugees (the UN Refugee Agency, also known as UNHCR) is an intergovernmental organization with a mandate to protect refugees and stateless persons worldwide. Since 1950, the agency has helped tens of millions of people restart their lives. Today, in 130 countries UNHCR continues to help and protect millions of refugees, returnees, internally displaced, and stateless people. UNHCR provides lifesaving assistance, protection, shelter, food, clean water, education, and medical care to some of the world’s most vulnerable. Non-governmental organization (NGO) partners work with UNHCR around the globe to assist and protect refugees and internally displaced people.

The Country Office in Mexico City implements activities through UNHCR partners and liaises with the Mexican Government, media, and other actors responsible for the protection and policies regarding refugees and asylum-seekers. The External Engagement team supports the Representative and senior management in the representation of UNHCR to external audiences and the provision of accurate and concise information about UNHCR Mexico’s activities. Each year in May, the Country Office in Mexico City issues an Annual Report that covers the operational context and the response of UNHCR Mexico.

The Annual Report is an important publication to showcase key activities implemented by UNHCR Mexico and to acknowledge the partnerships that supported the achievement of these results, including with the Government of Mexico, civil society organizations, and academia, among others. The Annual Report is published in English and in Spanish. Once the report is finalized, it is presented in a public event with government counterparts and other high-level audiences in Mexico City.

2. Overall Purpose and Scope of Assignment:


The Consultant will be responsible for the production and dissemination of the 2023 UNHCR Mexico Annual Report in coordination with the UNHCR Mexico External Engagement and Public Information Units. This assignment has four parts – (1) Planning and coordination; (2) Writing and editing; (3) Graphic design and publication design layout; and (4) Planning and preparation of the public launch and dissemination activities.

The Consultant will serve as the project manager for the Annual Report. He/She will be responsible for planning the report methodology and managing relevant timelines. The Consultant will communicate and coordinate with UNHCR units and field offices to gather input on the Annual Report content, including text and graphics. The Consultant will draft the narrative sections of the Annual Report, ensuring clarity, continuity, and focus of the text, and incorporating edits from UNHCR Mexico. To produce an attractive Annual Report, the Consultant will recommend photos and graphics and coordinate the design and layout of the Annual Report, ensuring appropriate placement of visuals and other information. The Consultant will proofread the Annual Report to ensure accuracy, consistency, and readability. Furthermore, he/she will coordinate the translation of the Annual Report, which will be released simultaneously in English and in Spanish. The Consultant will be in charge of proposing and planning the launch event and dissemination activities, working in coordination with the External Engagement and Public Information Units.

Scope of Work
• Plan report methodology.
• Communicate with UNHCR units and field offices to solicit, coordinate, and gather inputs.
• Based on content provided by UNHCR units and field offices, draft the narrative sections of the external report about UNHCR’s activities 2023 and suggest photos and graphics in accordance with the Public Information team.
• Coordinate the graphic design and publication design layout, including the placement of the visuals.
• Request, coordinate, and incorporate feedback from UNHCR units and field offices.
• Finalize annual report content, integrating any edits from UNHCR Mexico.
• Conduct or supervise the translation of the External Report
• Develop proposal for the launch event and further dissemination activities as applicable.
• Plan and coordinate launch event and dissemination activities with External Engagement and Public Information Units.
• Coordinate translations to ensure release of report in English and Spanish.

Expected Outputs and Deliverables
• Proposed methodology to be completed by 05.01.2024
• Request inputs and with the inputs draft Annual Report as a Word document, including table of contents, executive summary, charts, photo captions and credit information, etc., to be completed by 31.01.2024.
• Circulate the final draft for approval and feedback of the different thematic areas, the EE team and send the document to senior management for their approval by 8.02.2024
• Final content of Annual Report in English and Spanish, ensuring accuracy, consistency, and readability and integrating any feedback from UNHCR Mexico, to be completed by 10.02.2024.
• After final clearance by senior management, translation or supervision of translation of the document to be completed by by 20.02.2024.
• Final graphic design and publication design layout in English and Spanish by 3.3.2024.
• Final proofread in English and in Spanish, ensuring that text and graphics are error free by 5.3.2024
• Document with proposed launch event, providers and dissemination activities shared for approval by 7.2.2024.
• Draft of invitation, coordination and preparation of the launch event in all aspects by 20.2.2024.
• Original artwork files (charts, figures, graphics, etc.) to be delivered to the External Engagement and Public Information Units by 31.3.2024.

3. Required level, qualifications and work experience:

Qualification and experience required (degree required, years of work experience, field of expertise, language required):

Profile of the candidate:
• Work experience in refugee protection. Experience in working with internally displaced populations is an asset.
• Bring significant experience in drafting for public audiences and producing high-level reports.
• Degree in media, journalism, communications, PR, advocacy, human rights, politics, law, international relations, development studies, or other relevant disciplines.
• A minimum of two years of work experience in international organizations or NGOs, previous work experience with UNHCR is an asset.
• Fluency in English and Spanish with excellent writing skills.
• Be proficient in Office tools (PowerPoint, Microsoft Word, Excel).
• Experience in graphic design and translation is recommended.
• Have knowledge of UNHCR terms, language, and editorial style.
• Have demonstrated ability to meet deadlines.
• Have demonstrated ability to be flexible and respond to changes to text/layout as part of the review and feedback process.
• Have strong interpersonal skills, including ability to communicate and work with others.
• Result-focused way of working, being a strong team-player with intercultural skills.
