Mission and objectives

Context
One of the main goals of the Project is to support the governmental bodies in the development of necessary legislation on environmental damage assessment caused by the Russian military invasion, as well as practical mechanisms to collect the evidence throughout Ukraine. Considering emergency needs for recovery actions and the limited capacities of the governmental bodies, there are significant needs for external support from international partners. The Environmental Consultant will support the development of relevant recommendations in environmental protection and environmental damage assessment to support the development of legislation in cooperation with the legal consultant/expert and provide inputs to the procedures, including relevant provisions or practical cases in the international/EU law. The Environmental Consultant will work under the project "Mitigating the risks of long-term environmental disasters in Ukraine through the establishment of a Coordination Centre on Environmental Damage Assessment". The project “Mitigating the risks of long-term environmental disasters in Ukraine through the establishment of a Coordination Centre on Environmental Damage Assessment” (Environmental Damage Assessment) aims to establish the Coordination Centre on Environmental Damage Assessment. It will enable governmental authorities to execute their mandate, including advisory and operational support for the development of the legal framework and institutional capacities. To maintain the goals of the State Operational Center on Environmental Damage Assessment, the project is expected to provide expert support in environmental damage assessment which is one of Governmental priorities. The UNDP Energy and Environment Portfolio is seeking for a National UN Volunteer Specialist to support the Environmental Damage Assessment project in their activities.
Task description
Under the direct supervision of the Project Manager, the Legal Consultant will be responsible for advising the State Environmental Inspection in the development of legal acts in the field of environmental damage assessment or environmental protection, including international/EU law. S/he will ensure the provision of quality and timely services and processes for the Project: -Perform various legal aid activities for the State Environmental Inspectorate and the Project Manager; -Provide comprehensive legal advice and guidance to climate law development and/or environmental damage assessment as defined by the State Environmental Inspectorate or Project Manager; -Participate in the meetings, conferences, and trainings if required by the State Environmental Inspectorate and/or Project Manager; -Prepare analytical papers if requested; -Ensure that all project needs are met through the timely provision of legal services support under the supervision of the Project Manager; -Perform other duties as may be required by UNDP management.
