PSI INDIA is a non-profit, nongovernmental organization dedicated to improve life for SARITA in India, particularly the improvement of reproductive and sexual health, improved services for the health of mothers and children, sustainable sanitation solutions for cities and slums. PSI was incorporated in 1980 under the India Societies Act of 1860 and began implementing full-scale activities in 1988. Over the past thirty-three years, PSI India has collaborated with the Government of India and a number of donors to implement various programs towards increasing the use of modern contraception for family planning, to provide products and services for the health of mothers and children and to decrease the spread of HIV/AIDS and TB. Purpose of the Position:
Consultant will work at SPMU/Directorate of Family Welfare, Odisha to support the NHM and Directorate (FP and Urban Health) and its approved activities to improve Urban health indicators with focus on family planning and other key HMIS indicators. The person will be working with NHM and Directorate of Family Welfare State Nodal Officer âFamily Planning, State Nodal Officer, NUHM, State Nodal Officer, HMIS and will coordinate with other key Nodal Officers to ensure the implementation of FP and Urban Health activities under NUHM and 15th Finance Commission and better utilization of budget. The person will be responsible to advocacy at State level as will be directly responsible for sustained FP results in three TCI cities (Puri, Berhampur and Rourkela). The position is expected to roll out High Impact Approaches (HIIs) and High Impact Practices (HIPs) in TCI and RSI and other cities across Odisha.
A. Responsibilities:
Planning- FP and Urban Health at State level:
⢠Facilitate technical assistance to State FP Directorate and NUHM team to support district level counterparts in implementation of proven high impact interventions and documentation of learnings for TCI and RSI Cities
⢠Facilitate support in state level convergence among key departments and quality initiatives for urban facilities
⢠Facilitate in planning and rollout of self- evaluating tools on Family planning at the city level in TCI cities
Urban Health System Strengthening:
⢠Facilitate and support Urban Health Cell in planning of NUHM and 15th Finance Commission activities in alignment with State governmentâs priorities for development of Health and Wellness centers (U- HWCs) and ensure FP services in new HWCs in three TCI and other cities
⢠Facilitate and support City government in defining the catchment area of all primary health facilities (NUHM and 15th FC) for effective implementation of all programs with focus on FP component in three TCI and other cities
⢠Facilitate and participate in common Coordination Committee meetings, District Data Validation Committee, DQAC meetings at District level in three TCI supported cities
⢠Facilitate capacity building efforts of NHM on Family Planning and Urban Health based on gaps identified/ need assessment in coordination with FP and Urban Health State and City Teams with focus on three TCI Cities
⢠Documentation of learnings of high impact interventions and its sharingâs with key State level officials including Mission Director, NHM and Director, Directorate of Family Welfare, for increased visibility of the PSI India- TCI & RSI program
Monitoring and Evaluation
⢠Support State Family Planning and Urban Health Counterparts in City wise/ facility wise monthly data analysis to identify gaps in Urban health program with focus on uptake of FP methods/ other key indicators in HMIS/ other portals with a focus on three TCI / other cities for comparative analysis.
⢠Support state urban health counterparts in designing Supportive supervision plans to better execution of City health plans across state
⢠Facilitate regular review meetings among state and city urban health counterparts for program progress, address identify gaps and support them with need based solutions
⢠Support State and city level officials to develop mechanism to monitor HR status includes hiring and their placements as per the approvals in PIP
⢠Support to receive FP reports form three TCI cities and other cities, compile the data and prepare key decision points to facilitate evidence based decision making.
Community Process
⢠Facilitation support towards strengthening of Jan Aarogya Samiti (JAS) as per State guidelines
⢠Facilitate capacity building initiatives of the State to develop capacities of Public Health Managers towards strengthening of Community processes with focus on Family Planning activities.
B. QUALIFICATION AND EXPERIENCE:
Post-Graduation in Public Health/Social Sciences/Management/Humanities with 8-12 years of experience in Public Health/FP/Urban Health/MCH is essential. The desirable experience includes:
⢠Experience of working with government at state level
⢠Experience of working on city/state PIPs/
⢠Understanding of HMIS / Other portals /its analysis
⢠Fair understanding of urban health stakeholders and government policies on urban health governance
⢠Sound knowledge of family planning and urban population especially vulnerable populations
⢠Understands health infrastructure of Odisha state
⢠Experience of coordination with network of development sector at the State level
⢠Fair understanding of private sector provides and market
C. SKILLS:
⢠Leadership ability, including the capacity to set and manage accountability of self and others.
⢠Ability to communicate clearly and concisely, orally and in writing in English and Hindi and to make effective presentations to the communication team.
