Background:
The OSCE Programme Office in Dushanbe is involved in a wide range of activities, ranging from arms control, counter-terrorism and border management projects to disaster risk reduction, good governance, trafficking in human beings and gender equality.
The purpose of the OSCE Border Management Staff College, hereinafter referred to as the OSCE BMSC, is to enhance the knowledge of present and prospective senior managers of the border security and management agencies of the OSCE participating States and Partners for Co-operation and to promote greater cooperation and exchange of information among them. It is designed to provide a single point of knowledge delivery, a research and development capacity, outreach activities as well as access to the latest thinking, methodologies, techniques and technology regarding border security and management, within the framework of the OSCE Border Security and Management Concept.
Tasks and Responsibilities:
Under the overall supervision of the Finance Officer, the successful candidate will assist on procurement and financial matters and procedures applicable to the implementation of BMSC program activities, and in particular:
Supporting budget & finance related activities by:
- Cooperating with respective sections in the Fund Administration Unit (FAU) in researching and compiling information and data for the preparation of the BMSC project budgets and the drafting of financial reports and submissions for BMSC management and/or donors (including quarterly, periodic and final financial reports, donor pledge acceptance, financial status related to donors’ pledge(s);
- Cooperating with respective sections in the FAU in researching and analyzing data on the BMSC’s running, communication, or, on request, other costs, and preparing the reports for National Project Officer (BMSC), Head, BMSC and for donors;
- Preparing periodic budget reports for the department head, which detail allocations, expenditures, and budget forecasts;
- Performing research and analysis to evaluate programmatic financial imperatives and develops recommendations for more cost-effective organization or funding mechanisms;
Supporting supply related activities by:
- Supporting BMSC staff in raising purchase requests (PRs) and purchase orders (POs);
- Ensuring that purchase requisitions for assets and supplies are submitted to FAU properly and in time, and that supplies for the BMSC are replenished. Monitoring supplies and taking measures for replacement of the stock;
- Organizing, in cooperation with respective sections in the FAU, timely and efficient distributing of all goods to their respective end-users in the BMSC;
- Monitoring and reviewing, in cooperation with respective sections in the FAU, all receiving transactions for BMSC for accuracy; and in case of any discrepancy, informs BMSC management and FAU, and suggests corrective measures;
Supporting transport related activities by:
- Ensuring, in cooperation with respective sections in the FAU, proper implementation of the relevant internal OSCE policies and procedures in relation to transport matters for BMSC vehicles;
Supporting administrative, logistics & travel related activities by:
- Arranging, in co-operation with FAU, accommodation, coffee breaks, lunch and/or receptions for BMSC events, including those held away from Dushanbe in other countries;
- Providing administrative and logistical support to cultural programs conducted as part of Staff Courses and BSMSL courses;
- Providing administrative and logistical support to field trips conducted within and outside Tajikistan as part of BMSC activities;
- Assisting, in co-operation with FAU, travel administration for BMSC visitors (visitors and participants of BMSC events, students of all courses, temporary SSA-based experts;
- Providing administrative and logistics information to BMSC course participants and experts at least one week prior to the course and presenting necessary administrative information at the beginning of the course;
- Organizing a comprehensive mail and filing system for BMSC and ensuring BMSC’s records management is in accordance with OSCE procedures (such as Financial/Administrative Instruction No. 3).
Please note that this is an extra-budgetary post and initial appointment will be for one year. Further extension of the post is subject to availability of Extra-Budgetary funds.

Necessary Qualifications:
- Completed secondary education;
- Specialized training in office administration or accountancy;
- Minimum four years of working experience in the field of finance, budget, administration and/or in other related field, part of which should preferably have been in an international environment;
- Established analytical skills and experience working with spreadsheets;
- Computer literate with practical experience in Microsoft Office applications with demonstrated and significant experience utilizing the Excel program in a budgetary capacity;
- Analytical and quantitate skills, preferably related to budget matters.
- Excellent spoken and written communication skills in English and Tajik. Working knowledge of the Russian language is desirable;
- Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities;
- Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity.
Remuneration Package:
Monthly remuneration, subject to social security deductions, is 892.75 EUR. Social benefits will include participation in the Cigna medical insurance scheme and the OSCE Provident Fund.

The mandatory retirement age at the OSCE is 65 years for contracted positions at the general service, professional and director level. The organisation shall apply an age limit of 63 years at the time of appointment as the incumbent selected is normally expected to carry out the contractual obligation of two years.
