The United Nations World Food Programme is the world's largest humanitarian agency fighting hunger worldwide.  The mission of WFP is to help the world achieve Zero Hunger in our lifetimes.  Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.

ASSIGNMENT BACKGROUND

In April 2023, a conflict erupted in Sudan, resulting in significant loss of life, widespread destruction, and large-scale displacement of civilians. The conflict's impact continues to unfold, presenting a multifaceted challenge and a distinctive operational environment for humanitarian organizations, including WFP. Recent assessments indicate that over 17 million people in Sudan are currently grappling with acute food insecurity, particularly as the harvest season draws to a close.

As Sudan approaches the lean season in May 2024, the number of individuals facing severe food shortages is expected to escalate, with several regions at risk of deteriorating food security conditions. Notably, there is a heightened concern that households currently classified under IPC Phase 4 may transition to Phase 5 without urgent humanitarian intervention.

While WFP has been actively responding to the urgent humanitarian needs by providing emergency food, nutrition, and cash assistance to millions of affected individuals, the situation on the ground continues to demand sustained and comprehensive humanitarian efforts. To address these challenges, WFP Sudan is developing an Emergency Response Safety Net project aimed at delivering life-saving food and cash assistance to the most vulnerable populations across the country.

In this regard, WFP Sudan seeks a qualified candidate to serve as Project Coordinator.

KEY ACCOUNTABILITIES

  • Lead and facilitate comprehensive design, development, and implementation of the Emergency Response Safety Net project, ensuring effective coordination across key functional areas within the Country Office (Programme, Logistics, Procurement, Budget & Programme, TEC, relevant Hubs, etc).
  • Coordinate the preparation and finalization of critical project design and implementation documents, collaborating closely with thematic leads to ensure alignment with project objectives and guidelines, and submitting these documents for review to the Head of Programme.
  • Monitor and oversee the progress of project implementation on the ground, maintaining close coordination and cooperation with Hubs/Field Offices to address operational challenges and ensure timely delivery of assistance.
  • Ensure the timely collection, analysis, and submission of high-quality project reports, adhering to established standards and protocols.
  • Manage project funds and finances effectively, tracking expenditures in accordance with WFP and donor regulations to ensure transparent and accountable use of resources.
  • Coordinate the organization and delivery of essential training sessions for WFP partners, both local and international, ensuring compliance with WFP procedures and guidelines.
  • Foster strong technical collaboration with relevant stakeholders, maintaining regular communication and engagement to facilitate knowledge sharing and alignment of objectives.
  • Conduct regular site visits to project locations to assess progress and monitor implementation activities firsthand.
  • Integrate and mainstream key cross-cutting themes, such as safeguards, conflict sensitivity, and gender considerations, into project activities in collaboration with the Social and Environmental Social Safeguard team.
  • Undertake any other task assigned.

EXPECTED OUTPUTS AND DELIVERABLES

▪ Coordinate the full implementation cycle of the project, encompassing design, execution, and monitoring.

▪ Timely submission of all the requisite project documentation to WFP and relevant stakeholders

REQUIRED QUALIFICATIONS AND EXPERIENCE

  • Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses. 
  • At least seven (7) years of progressive and relevant work experience preferably in WFP or UN or International organizations.
  • Proven analytical and problem-solving skills and proven ability to apply these in carrying out complex research and operational tasks, identifying issues, presenting findings and recommendations, and contributing to resolution of possible social risks to planned and upcoming interventions.
  • Excellent drafting, reporting, communication and inter-personal skills, and strong command of written and spoken English.
  • Familiarity with the Arabic language is an advantage.

FUNCTIONAL CAPABILITIES

  • Demonstrated understanding of Sudan's contexts, organizational capacities, and understanding in WFP programming. Prior involvement in IFI funded projects is advantageous.
  • Extensive practical experience in coordination, qualitative and quantitative research.
  • Advanced proficiency in developing training and capacity-building materials tailored for WFP's operational context.
  • Strong analytical and problem-solving skills, coupled with a results-driven mindset. Ability to think critically and engage in independent and innovative approaches.
  • Exceptional drafting, reporting, communication, and interpersonal skills, with a robust command of written and spoken English.
  • Capable of working independently and collaboratively on complex challenges within specialized fields, consistently demonstrating creativity and sound judgment.
  • Demonstrated high energy levels and proactive initiative, along with a pre-existing network of contacts and adeptness in relationship-building.
  • Ability to negotiate effectively, manage evolving priorities, and thrive in complex and dynamic environments.
  • Previous hands-on experience leading and executing programming initiatives at the intersection of peacebuilding, security, and development in fragile and conflict-affected settings. 
  • Experience with key donors such as World Bank is advantageous.
