Background:

The OSCE Mission in Kosovo Governance Section (GS) 2024 project on “Promoting Quality in Public Processes III”, under the Activity 1.8. on “Enhancing Inter-municipal cooperation” will continue to support Ministry of Local Government Administration (MLGA) in further enhancement of Inter-municipal cooperation by building the professional capacities of selective municipal officials, on the project cycle management (PCM) in general, and in particular in the context of inter-municipal cooperation (IMC) agreements. 

The MLGAs Division for IMC, responsible for promoting and supporting municipalities in developing the inter-municipal cooperation agreements for enhancing the development at the local level, have requested  Mission’s support with organising an expert training for municipal officials that are responsible for IMC. 

This training will provide the municipal officials with a learning opportunity on topics such as identification, development, implementation monitoring and controlling and self-evaluation of the projects/IMC agreements and in understanding the division of responsibilities, especially in context of the IMC agreements.  

Therefore, the Mission will engage a local expert in project cycle management to support the MLGA and selective officials from municipalities Kosovo wide. in building their professional capacities concerning the PCM.

The expert will work closely with the activity manager and the MLGAs division for IMC.

 

Objective of Assignment: 


Support the MLGA’s division for inter-municipal cooperation in enhancing the professional capacities of municipal officials, responsible for IMC in their respective municipalities, in obtaining the necessary knowledge on PCM phases contextualised to the IMC agreements as well.

 

Duration of Assignment:

The consultant will be engaged for five days.

 

Tasks and Responsibilities:

  1. To design a draft agenda and learning materials, Power Point Presentations, for the two-days training workshop, and submit it to the Activity Manger for review.
  2. To deliver a two-day training workshop in June (“learning by doing” method).
  3. To prepare the pre and post-training evaluation questionnaire for the participants.
  4. To prepare the draft final report for the submission to the GS Project Manager.


Deliverables:

  • By 10th of June a tailor-made agenda and learning materials drafted and submitted to the Mission and MLGA. The agenda must include concrete connections between the PCM and IMC agreements management.
  • Performance Indicator:  Timely submission of the agenda and training materials to the Activity Manager.
  • By the end of June a two-day training facilitated and delivered by the local expert. The training should contain a working group session with participants in developing the model project proposal.
  • Performance Indicator:  The workshop is  implemented as planned; positive feedback is provided by participants through the evaluation forms.
  • By the end of June, the evaluation questionnaire, to measure change pre and post activity drafted. Interactive lectures and practical examples of project/agreements.
  • Performance Indicator: The summary comparative findings form the questionnaire submitted to the Activity Manager.
  • By the end of June a summary of final report prepared and submitted to the GS Project Manager.
  • Performance Indicator:  Timely submission of the final report, including gender disaggregated data,  to the Activity Manager.

 

Necessary Qualifications:

  • Academic degree in project management and implementation or similar field;
  • At least five (5) years of experience in drafting and implementing various projects, would be preferable;
  • Knowledge of Inter-municipal cooperation mechanism in service delivery;
  • Experience in training development and training implementation;
  • Strong presentation and communication skills;
  • Flexibility, ability to work under minimal supervision and deliver under tight deadlines;
  • Excellent written and verbal communication skills, and the ability to explain the training topic;
  • Knowledge of the Albanian and English languages, knowledge of Serbian language would be an asset.

 

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, tasks and deliverables for this position and in accordance with the OSCE-established rates.
