Overview

Jhpiego is seeking a Senior Program Manager to work in collaboration with the Project Director to support and administer programming within the assigned multi-country project or portfolio. The Senior Program Manager provides cross-cutting strategic leadership and management support for the implementation of the Unitaid funded Accelerating Measurable Progress and Leveraging PPH Impact (AMPLI-PPHI). AMPLI-PPHI is focused on catalyzing early adoption and setting the stage for scale up of new and recently recommended drugs for postpartum haemorrhage (PPH) in high-burden countries targeting: DRC, Guinea, India, Kenya, Nigeria and Zambia.  

 

The Senior Program Manager will establish and lead appropriate program management systems, processes and tools to ensure that sound project management practices and tools are in place that respond to emerging priorities while ensuring compliance to donor and Jhpiego policies and procedures.  The Senior Program Manager will work closely with project partners towards common project goals, and serve as the focal point for consortium partners, The SPM will establish metrics and cross-departmental buy-in and adherence to the established systems. The Senior Program Manager will play a key role in knowledge management, communication, procurement, reporting, and work planning for the overall project. Finally, the Senior Program Manager will have high level relationships with the donor and other key stakeholders.

Responsibilities

Leads, Proposals & additional donor buy-ins

  • Provides specialized advice and support pertinent to generation of leads for New Program Development (NPD) opportunities.
  • For multi-country projects with donor buy-ins, establishes systems, processes and tools (e.g., templates, SOPs) to support program managers and country. teams to effectively respond to donor requests.
  • Serve as program lead and/or writer of sections for global proposals.
  • Reviews and provides feedback on country level narrative and budget submissions to donor.
  • Ensures a knowledge management system to track all requests and submissions.
  • Network and liaise as needed to promote the project at multiple fora.

Start-Up Activities

  • Establishes/refines start-up guidance specific to multi-country project and ensures that program managers and country teams have necessary tools.
  • Lead start up activities in new countries (i.e., no existing office).
  • Establishes metrics and knowledge management system to track start-up activities across countries.
  • Conduct after-action reviews of start-up in different countries to refine and improve process.
  • Analyzes the feasibility and potential impact of new initiatives, process improvements, solutions; provides recommended course of action.

Implementation & Control Activities

  • Establish appropriate program management systems, processes and tools to ensure that sound project management practices and tools are in place that respond to emerging priorities ensuring compliance with Jhpiego’s internal Project Management curricula requirements (PM@Jhpiego).
  • Lead workplanning and reporting across all project technical/core areas, as well as troubleshooting with country buy-ins as needed/relevant.
  • Lead and manage strategic initiatives undertaken by the project.
  • In coordination with with MERL advisor, lead implementation of budget impact analysis through support of costing consultant and countries to correctly document costing inputs, manage process, monitor contract fulfillment and ensure consistency across countries.
  • Community engagement: Monitor country advancements on community engagement and governance. Support efforts for formal engagement (MOUs, etc.), reporting, material development and process documentation. 
  • Builds internal cross-departmental support and engagement to implement the developed project management and systems.
  • Work with finance and contracts team to ensure compliance to donor and Jhpiego policies and procedures as well as track spending across multiple areas through HQ Ops calls and other methods.
  • Develop and then track metrics to guage performance across the global project.
  • Provides highly specialized guidance, support, reporting, and advisory services to members of management and leadership team(s), organizational leaders
  • Leads the development and delivery of presentations, and written communications pieces for internal and external stakeholders in coordination with Project Director.
  • Acts as the main point of contact for resolution of escalated issues or sensitive, confidential matters with high risk and impact to the program and escalates severe risks to Project Director/Sr. Portfolio Manager.
  • Implements and oversees knowledge management system for the project as well as development of communication collateral (e.g. newsletter, success stories) as well as legacy documentation and proper branding.
  • Mentor and/or supervise program staff who they work closely with in project implementation.
  • Acts as Project Director, in the absence of the Project Director (e.g.; leave, transition).

Relationship Management

  • Establishes partnership principles with consortia members and systems to effectively maintain communication.
  • Builds strong working relationship with donor that nurtures strong partnership values and advancement of the project.
  • Provides high level customer service to country/project teams based on their needs and requests.
  • Provides feedback to team and partners on program quality and deliverables.
  • Partners with internal stakeholders to establish and/or enhance working parameters/guidelines/processes.
  • Maintains strong direct relationships with donor, and acts as project representative if Project Director not available.

Close-Out Activities

  • Establishes project specific according to internal processes and donor guidelines and ensures that close out process conducted successfully.
  • Conducts After Action Reviews for closed out projects.
  • Ensures quality final report is delivered.

Supervision

  • Supervises a Sr. Program Coordinator and may supervise a Program Officer.
  • Responsible for the management of team members providing leadership, guidance, coaching, mentorship and counselling where needed.
  • Grows team expertise to align with organizational demand and direction while assessing team skills / capabilities and continually looking for ways to provide / enhance the value delivered.
  • Leads a high-performing team and provides ongoing feedback and performance reviews.
  • Tracks, monitors and effectively addresses performance of team members.
  • Manages employees in compliance with all HR policies, procedures and guidelines of conduct.
  • Shares knowledge, information, skills and subject matter expertise among the team and ensures the timely communication of issues while encouraging good working relationships with other functions / teams.
  • Recruits for hires to ensure a highly diverse, qualified workforce with the necessary capabilities needed to achieve goals.

Required Qualifications

  • Education: Graduate Degree i.e. MPH (or equivalent working experience).
  • Years of experience: 10 years relevant working experience.
  • Certified in PM@Jhpiego (Jhpiego’s internal project management curricula) or Project Management for Development Professionals (DPro. If these certifications have not been completed, the successful candidate must complete within 60 days of hire.
  • Proven experience in establishing systems to develop high quality workplans, quarterly and annual reports, budgets.
  • Proven experience successfully starting up and closing out projects.
  • Proven experience setting up and tracking knowledge management systems for large complex projects.
  • Excellent understanding of financial management principles and budgeting.
  • Experience working collaboratively with senior finance staff to establish systems/procedures to develop and track development and review of budgets and expenditure reports.
  • Strong understanding of multiple technical areas Jhpiego works in.
  • Strong organizational skills.
  • Excellent writing skills for different audiences.

Preferred Qualifications

  • 12 years preferred working experience .
  • Fluency in French.

The salary range for this role is expected to be: $99,080 - $132,107. Final salary commensurate with experience.
