Objectives of Assignment
The objectives of consultancy are to engage full time Rural Finance Consultant to work at MAVIM head office.
Qualifications& Expérience :
--Post graduate degree in business administration/economics/finance/ accounting or agri-business.
--At least 08 years of work experience in financial institutions and 7 years in rural banking, Agri banking and small farmer and Agri business credit, MSME financing. Preference will be given for experience in handling SHG finance.
--Experience on implementation of internationally financed projects would be an added advantage.
--Thorough knowledge of SHG finance, RBI guidelines on SHG banking & MSME finance, knowledge of NRLM bank finance & related Govt. schemes is necessary.
Skills required:
--Creative and pragmatic approach to problem solving; well-organized and well oriented to details.
--Strong communication skills, especially written communications in English & Marathi.
--Fluent Computer skills is necessary.
Age: Age of the candidate should not be more than 50 years as on March 2023. In case of Retired Govt. officer age limit will be as per Govt. Norm

Reporting Line: Program Manager, General Manager (Program) and MD, MAVIM
Job Responsibilities: The responsibilities of the Procurement Specialist will be as follows:
i. Work with banks and financial institutions to build partnerships in SHG bank-linkage, Micro Enterprise (ME) loans & JLG finance programs & supervise them from State office.
ii. Liaising with MUDRA, CMEGP & related schemes authority.
iii. To take overall responsibility and leadership on the planning, implementation and monitoring of the Rural Financial Services subcomponent. This involves the preparation and monitoring of Annual Work Plans and Budgets (AWPB), progress reports and analytical reports.
iv. Manage the subcomponent in accordance with the approved annual work plans, coordinate and ensure complementarities with Value Chain Development activities and support to stand alone businesses;
v. Spearhead the pilot on Micro Enterprise loans including developing protocols, suggest modifications for products of financial institutions, monitor loan application sanction, disbursement and repayments and suggest modifications for scaling up
vi. To review Tejashree scheme fund flow & manage repayment systems.
vii. Ensure an assessment of annual credit requirement plans for the SHGs, and standalone businesses, Micro entrepreneurs, and facilitate integration of plans in bankersâ credit plans and monitor flow of credit.
viii. Maintain close coordination with implementation partners (banking and financial institutions, insurance companies, private service providers, and other stakeholders) and ensure satisfactory results.
ix. Plan, supervise and monitor the trainings on business and advanced financial literacy trainings for effective results.
x. Study financial innovations such fintech solutions and forge appropriate partnerships where feasible.
xi. Ensure policy studies and policy workshops are conducted well and develop action plans for policy changes.
xii. Assume a lead responsibility for the organization of subcomponent-related study tours, conferences, and workshops.
xiii. Provide support and guidance for the gathering of data and information needed to undertake an effective monitoring and evaluation of all the activities included in the subcomponent.
xiv. Lead design and implementation of livestock health and insurance program.
xv. Manage portfolio risk instruments for all the loan programs under MAVIM.
xvi. To perform any other relevant work related to the micro finance assigned by the Project.
xvii. To accelerate process to ensure target achievements & smoothen linkages to SHGs as well as FPC/CMRC/JLGs/ Micro Entrepreneurs etc.
Consultancy fees: Up to Rs. 80,000/- per month subject to applicable tax.
