The USAID-funded Non-Revenue Water Management project, implemented by Tetra Tech International Development (International Development Jobs - Tetra Tech), is currently accepting expressions of interest from qualified candidates for a Director of Operations. This is a full-time position that will be based in Hebron, West Bank.
The purpose of this activity is to improve Palestinians’ access to safe, reliable, sustainable, and climate resilient water services through: 1) the development and strengthening of the institutional capacity of the Hebron, Halhul, and Dura water utilities for sustainable, reliable, and climate-resilient water delivery service; 2) the implementation of strategic infrastructure works to support the objective of the activity; 3) the design and implementation of innovative solutions to expand the use of smart water management technologies for efficient, timely, and transparent water management; and 4) the design and implementation of innovative measures and public awareness campaigns to promote effective water governance at the utility and foster social behavioral change toward more efficient and responsible water use practices and trends. The Director of Operations will report to the Chief of Party (COP) and will have the primary responsibility of ensuring the timely provision and delivery of all required project financial, administrative, compliance, and procurement support to Tetra Tech in the execution of the activity. This is a full-time position based in Hebron.
Responsibilities:
* Ensures compliance of project operations with USAID, Tetra Tech Home Office, and other required administrative policies and guidelines; and
* Oversees administration, finance, contracts, security, and logistical support.
Administration
* Assist the COP in the general management of the project office;
* Prepare Personnel Policies and Procedures handbook and administer and manage personnel relevant to its provisions;
* Assist the COP in local staff and consultant recruitment, hiring, and contracting;
* Coordinate logistical support for conferences, meetings and training workshops;
* Maintain filing system for general correspondence, information and program files;
* Maintain and forward to Tetra Tech Home Office updated listing of in-country staff and key contacts list;
* Manage project property in compliance with USAID and Tetra Tech Home Office guidelines and regulations, including submission of monthly and other periodic reports;
* Maintain Tetra Tech inventory control system and carry out annual property physical inventory verification on the contract anniversary date;
* Maintain regular contact with Tetra Tech Home Office support staff including Project Manager, Deputy Project Manager, and other assigned staff;
* Ensure compliance of Project operations with USAID, local laws, and Tetra Tech Home Office administrative policies and guidelines;
* Respond to pertinent information requests from project partners and other relevant organizations/institutions;
* Administer and manage the efficient utilization and maintenance of project resources, including vehicles, IT and office equipment and furnishings, and any other physical assets purchased by or assigned to the project; and
* Advise the COP on all policy matters concerning project administration and financial management.
Finance
* Direct all aspects of the project financial accounting system, including managing cash flow, tracking expenditures relevant to operating budget, and preparing and reconciling monthly financial reports;
* Assist the COP in preparing local budget projections, using the operational budget;
* Reconcile bank records and prepare monthly bank accounts reports;
* Keep track of Value Added Tax paid through local purchases and prepare required reports for USAID due in April and November of each year;
* Prepare financial reports of local expenses by category (labor, transportation, equipment, supplies, etc.) as requested;
* Project, monitor, and assure replenishment of cash in bank accounts;
* Monitor project financial situation and report regularly to the COP on financial status;
* Oversee and reconcile all financial reporting to ensure compliance with Tetra Tech, USAID, and Palestinian formats, requirements, and scheduling;
* Supervise the management of local and foreign currency accounts;
* Ensure that monthly financial statements and management information are prepared and submitted on time;
* Ensure compliance with USAID and Tetra Tech procurement regulations and processes, consulting with the home office to maintain compliance with Tetra Tech’s Procurement Handbook procedures;
* Approve financial requests and/or sign liquidations in the absence of and when authorized by the COP; and
* Develop appropriate and relevant documentation for and supervise the proper implementation of all financial and administrative policies and procedures.
Contracts/Procurement
Oversee subcontracts with the COP to achieve the following:
* Prepare procedures for procuring goods and services consistent with all relevant USG and Tetra Tech policies and procedures;
* Coordinate with the technical team in developing scopes of work and bid documents for procuring goods and services;
* Draft request for proposal (RFP) or request for quotation (RFQ) documents;
* Publish RFPs and RFQs;
* Correspond and document discussions with vendors during bid phase ensuring transparency;
* Coordinate with technical team in drafting responses to bidder questions;
* Conduct preliminary evaluation of proposals to ensure compliance with RFP/RFQ terms and conditions;
* Check bid bond certification documents;
* Participate on all technical and financial evaluation committees;
* Prepare technical and financial evaluation reports with input from technical staff;
* Draft subcontract or purchase order and coordinate approvals with Tetra Tech home office;
* Finalize negotiations with vendors for cost and contract terms;
* Validate performance bonds following award;
* Coordinate with USAID and the Palestinian authorities for the tax exemption and duty-free status for procured goods and services;
* Coordinate with technical team on the acceptance of deliverables; and
* Oversee vendor and contractor payments.
Other
* Assist in the preparation of work plans, budgets, and procurement plans;
* Manage project information and communication technology to ensure information is broadly available and shared within the project, partners, collaborators, USAID and Tetra Tech Home Office;
* On-board and supervise staff; and
* Ensure full compliance in maintaining the legal status of in-country registration during the life of the activity.
Qualifications:
* Bachelor’s degree or higher in business administration, finance, accounting, or another related field; master’s degree preferred;
* At least ten (10) years of relevant professional experience and demonstrated experience working on large (more than $45 million) USAID or donor-funded contracts with increasing responsibility;
* At least five (5) years of working experience in a senior supervisory role related to accounting, payroll, procurement, and logistical support services in West Bank or a similar context;
* Advanced Excel skills and proficiency in accounting software such as QuickBooks;
* Excellent organizational skills and ability to work effectively in a fast-paced, stressful environment;
* Detail-oriented and ability to prioritize tasks and support activity implementation while ensuring adherence to required policies and protocols;
* Professional proficiency in Arabic and English is required; and
