Organizational Setting and Work Relationships
The position for Resettlement and Complementary Pathways Officer may be based in Country Operations, Regional Bureaux or Headquarters.

The incumbent's primary role is to support resettlement and complementary pathways activities in his/her Area of Responsibility (AOR) through identification of needs, submission of cases, monitoring and enforcing procedural compliance, integrity and quality of case submissions, and ensure progress against targets. He/she contributes to comprehensive protection and solutions strategies and needs to make resettlement both strategic as well as responsive to the needs of people of concern to UNHCR

The role may also involve managerial responsibilities in supervising staff and affiliate workforce.

The incumbent works in close coordination with the Resettlement and Complementary Pathways Service in the Division of International Protection in Headquarters, and protection teams in Bureaux and country operations.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. Duties
- Identify, interview, assess resettlement and complementary pathways needs, and process cases identified for resettlement and complementary pathways following established procedures; provide counselling to individuals.
- Monitor activities for resettlement and complementary pathways, as applicable, to ensure progress against targets, transparency and efficiency in case submissions and appropriate follow-up with resettlement countries and other key stakeholders.
- Review and provide timely feedback and guidance on resettlement submissions prepared in the country office/ by country offices to harmonize quality and consistency of resettlement delivery.
- Manage a process to ensure that persons of concern and partners receive up-to-date and accurate information on UNHCR's resettlement and complementary pathways policies and procedures.
- Promote and monitor the implementation of UNHCR's global resettlement and complementary pathways policies, procedures and guidelines in the AOR.
- Provide guidance and advice on policies, protection standards and procedures for resettlement and complementary pathways.
- Ensure Standard Operating Procedures for identification of cases for resettlement and resettlement case management are in place and in line with UNHCR Global Standards.
- Promote and contribute to measures that enhance the prevention, detection and response to fraud committed by persons of concern generally and in resettlement and complementary pathways in particular.
- Maintain regular contact and close cooperation with resettlement countries and partners to ensure effective delivery of resettlement and complementary pathways; and adherence to adequate protection standards.
- Guide and support government officials and partners undertaking missions related to resettlement and complementary pathways.
- Assist selection missions by resettlement countries to the region/country operations.
- Stay abreast and analyse the implication of political, legal, social and economic developments in the AOR and recommend policy / strategic approaches to further UNHCR objectives with respect to resettlement and complementary pathways.
- Contribute to the development and enhancement of policy and guidelines for resettlement and complementary pathways practices.
- Systematically apply an Age, Gender and Diversity perspective in all aspects of the resettlement and complementary pathways process; comply with UNHCR policy and guidelines on HIV/AIDS.
- Promote and put in place mechanisms for preventing fraud in resettlement and complementary pathways activities to maintain the integrity of the resettlement and complementary pathways process in the AOR.
- Assist in the production of up-to-date and accurate statistics, analytical reports on resettlement and complementary pathways, updates and briefing notes, including with regard to the trends, the country/ region's performance in meeting resettlement targets, challenges and responses.
- Ensure that resettlement and complementary pathways activities are reflected in the country operations plans, the protection and solutions strategies in line with the regional strategy.
- Contribute to comprehensive protection and solutions strategies in the country operation or region.

For jobs in the Regional Bureaux only:
- Review and provide feedback and advice to country operations on their resettlement and complementary pathways strategies and priorities, to ensure that they are coherent and consistent with the regional strategy and are fully integrated into country operations plans; Assist offices in the annual planning exercise for resettlement and complementary pathways.
- Review and provide timely feedback and guidance on resettlement submissions prepared by country offices to harmonize quality and consistency of resettlement delivery; monitor procedural compliance.
- Conduct periodic field missions to provide advice on the quality and consistency of resettlement submissions, decisions and activities.
- Assist in negotiating with resettlement countries the design and development of regional resettlement programmes and complementary pathways involving governments and non-governmental organisations in close consultation with the Resettlement and Complementary Pathways Service in the Division of International Protection at Headquarters.
- Coordinate with DIP, other entities within the Bureau and country operations to ensure a comprehensive and consistent approach in the prevention, detection and response to fraud committed by persons of concern across the region.
- Collect resettlement and complementary pathways related information to be used by the Resettlement and Complementary Pathways Service in the Division of International Protection for external publications.
- Assist in assessing training needs, draw regional training plan and strategy and deliver resettlement, complementary pathways and related training to UNHCR staff, partners and other stakeholders as required.
- Contribute to a communications strategy that generates support from external parties for the expansion of resettlement and complementary pathways.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

The Resettlement and Complementary Pathways Officer in N’Djamena will work under the direct supervision of the Senior Protection Officer. The position is one of two Resettlement and Complementary Pathways Officer positions based in N’Djamena, but covering the activities for the whole of Chad. Each position has distinct and complementary roles; however, they will serve as backups to each other in the other’s absence. Since the regionalization of resettlement activities in July 2023, submissions to resettlement countries are made directly from Chad.

The preferred candidate will have experience coordinating resettlement activities or other protection interventions in complex operations. The candidate will have experience working with resettlement countries, reviewing resettlement cases, submitting cases and coordinating resettlement country missions. It is also expected that the candidate has experience managing caseworkers or other staff, as this role will have direct supervision of three staff and provide guidance to others under the resettlement technical supervision chain. The position supervises family reunification and complementary pathways (education being prioritized in Chad) activities. The position will manage the durable solutions panels across Chad, to ensure a strong pipeline of resettlement cases, ensure resettlement cases are of high quality, assist with resettlement country selection missions and ensure the technical supervision of some of the field offices in Chad. The position also covers management of deferrals.

Significant experience and understanding of anti-fraud procedures is necessary, as is understanding resettlement processing, particularly more complex cases, such as those presenting exclusion triggers, sensitive SGBV issues or complexities raised by nationality issues, and a solid understanding of proGres.

The candidate should also have experience presenting trainings on protection issues and proGres, both in person and at distance, and should be prepared to provide on the job coaching to members of the resettlement team. As the overall capacity in Chad requires development, this experience is key. The candidate will need strong interpersonal skills, good communication skills and excellent drafting skills in English. English and French skills are indispensable. It is essential that the candidate can work in a challenging environment with few resources, therefore requiring flexibility, resourcefulness, and ability to look for innovative solutions.

Occupational Safety and Health Considerations:

N’Djamena is a non-family duty station, with a current R&R cycle of eight weeks. N’Djamena is the capital and largest city in Chad. For a major capital city, its infrastructure remains basic, though widely superiors to the standards of other regions. N’Djamena is a security level 2 duty station. While security in N’Djamena is, at present, stable, due to criminality staff are discouraged from walking in the streets, taking taxis, staying out late at night and visiting public places alone. UNHCR staff are always reminded the need to strictly respect all norms of security. Demonstrations may also take place, with conflict between the demonstrators and security agents/ police. Basic medical facilities are available, although medication may not always be available and it is recommended to bring a personal supply.

Nature of Position:

The operation is managed through 3 Sub-Offices, covering the field offices in Eastern, Southern and the Lake regions of Chad.

Most refugees are living in a protracted refugee situation of up to nearly 20 years; however, the recent crisis in Sudan, has meant that the population has dramatically increased in size in the East. Resettlement is the most viable durable solution for refugees in Chad currently considering the unstable security situation in Sudan, Central African Republic, and Nigeria, although current quotas mean that only around 1 refugee in every 10,000 is submitted for consideration.

The Resettlement & Complementary Pathways Officer is key in operationalizing the strategic vision to promote resettlement and complementary pathways as a viable durable solution for refugees in Chad. S/he will be required to have leadership abilities, strong communication skills and supervisory abilities of a diverse team of staff. Should have demonstrated abilities to offer coaching/mentoring or providing substantive feedback on cases handled. Demonstrated experience working and engaging with external stakeholders in a professional capacity, familiarity with UNHCR best practices and guidance is an added advantage. Good negotiation skills are expected. S/he acts as an adviser to the managers in the field and Sub Offices, providing sound, well-reasoned advice followed by support in implementation of agreed measures or steps towards resettlement.

Living and Working Conditions:

N'Djamena is the capital and largest city in Chad. For a large capital city, its infrastructure remains basic, although far superior to standards in other regions. The climate is hot and semi-arid, with a rainy season from June to September. UNHCR staff are free to choose where to live, subject to residential security measures. Electricity can be unreliable and international staff are provided with generators by the Office. Water supplies work in most areas, but personal supplies of food and drinking water are required. Most essential supplies can be found in local markets, although the choice can be limited compared to other centers and prices are high as most goods are imported. Banking facilities are available through local banks such as Ecobank and BCC. Health care standards can be described as basic, with staff encouraged to subscribe to International SOS Clinic Services. Serious or complicated health conditions require evacuation to other countries and dental/other specialist care may not be available. Malaria is the most common, but not the only, infectious disease prevalent in N'Djamena and most other regions of Chad. UNHAS flights are the main means of transport to and from field sites. A limited number of companies operate international flights to N'Djamena. Telecommunications services are basic and expensive, with two mobile telephone/internet operators offering 4G services and a growing number of providers installing fiber optic connections. Access to some communication and social media applications, notably WhatsApp, is currently available but has been censored for long periods and requires the use of a VPN. The UNHCR office is covered by UNHCR's own VSAT services.

Several UN agencies, INGOs and NGOs operate in N'Djamena and use the city as a hub. A French military base is located next to N'Djamena's international airport.

The RR cycle in N'Djamena is 8 weeks, as in the other duty stations, except for Baga sola and Bol, where it is 6 weeks.

The overall threat security level in Chad is designated as Moderate by the UN Security Management System in most of the country, except the Lake region, where it is at substantial level, due to higher terrorist- and armed-conflict-related threats. The level of crime is assessed to be substantial both in the Lake and Eastern regions and Moderate in N’Djamena. It is exacerbated by the closed borders with neighbouring countries which impact the already challenging economic situation. Against the backdrop of a sensitive political transition and other socioeconomic factors, demonstrations, strikes, sit-ins and road blockages often for economic, political or social reasons will continue to be reported, despite their harsh repressions by government security forces.
