Associate Durable Solutions Officer

Organizational Setting and Work Relationships
The Associate Durable Solutions Officer can serve as a focal point for solutions related issues in a region, and reports to the Durable Solutions Officer, Protection Officer or, where appropriate, to the Senior Protection Officer or Head of Office. The incumbent may have supervisory responsibility for durable solutions staff.

The incumbent is relied upon to contribute to ensuring a conducive environment leading towards finding durable solutions. The Associate Durable Solutions Officer should participate in consultative processes within UNHCR and a broad range of partners to promote durable solutions and advance the efficiency of UNHCR's interventions. Activities to strengthen the involvement of refugee communities and their hosts in the design and implementation of solutions strategies are a critical element of the work.

Duties
- Implement activities in accordance with the comprehensive solutions strategy, with a view to finding durable solutions to the maximum number of PoCs.
- Participate in the planning of, and advise on opportunities for alternative solutions, including available regional and national legal frameworks.
- Participate in consultative processes within UNHCR and with a broad range of regional and national external partners to promote voluntary repatriation, local integration and resettlement.
- Meet PoC, assess their durable solutions needs and identify the most appropriate solutions for them.
- Monitor the implementation of the durable solutions strategy and provide advice for improvements.
- Analyse statistics, trends, and other documents, and draft reports.
- Interview and prepare Resettlement Referral Forms (RRF), in line with Resettlement SOPs.
- Interview candidates for local integration and prepare the appropriate documentation for onward submission to local authorities or partners, in line with Local Integration SOPs.
- Implement and contribute to the designing of national and regional comprehensive durable solutions strategies
- Engage national and local interlocutors on durable solutions issues.
- Authorize payments relating to durable solutions.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).
- Perform other related duties as required.

Nature of Position:

UNHCR Djibouti covers one (1) Country Representation in Djibouti, one (1) Field Office in Ali Sabieh and one (1) Field Unit in Obock.

The Associate Durable Solutions Officer will report to the Head of Field Office in Ali Sabieh and expected to manage all the three durable solutions aspects: Resettlement, Local Integration and Voluntary Repatriation.

The incumbent will function as the Operation's focal point for Resettlement, Local Integration and Voluntary Repatriation monitoring and coordination. S/he will review daily and weekly reports from diverse fields, analyze and report on key related trends to solutions. S/he will also represent UNHCR Djibouti in the Regional Durable Solutions Working Group, follow up on and respond to individual case queries and maintain regular contact with the EHAGL Regional Bureau focal point to improve cooperation on resettlement. The incumbent will also support the field offices and the senior management in discussions and developments related to Resettlement, Local Integration and Voluntary Repatriation, including contingency planning, strategy development. S/he will also coordinate with other protection teams to ensure durable solution related messaging and information is up to date and disseminated regularly.

In addition to the functional skills listed in the job description, The incumbent requires good drafting and communication skills in English in addition to French, which is a prerequisite, excellent coordination skills as well as good knowledge of anti-fraud procedures; demonstrated experience in employing a range of communications tools in humanitarian, human rights, and development contexts; demonstrated analytical, interpersonal, organizational, planning and negotiation skills.

Living and Working Conditions:

Djibouti, on the Horn of Africa, is a mostly French- and Arabic-speaking country of dry shrublands, volcanic formations and Gulf of Aden beaches. Djibouti is a multi-ethnic nation with a population of over 1,012,361 inhabitants (the smallest in mainland Africa) ). French and Arabic are the country's two official languages. About 94% of residents adhere to Islam which is the official religion and has been predominant in the region for more than a thousand years. Djibouti is strategically located near some of the world's busiest shipping lanes, controlling access to the Red Sea and Indian Ocean. It serves as a key refuelling and transshipment center, and is the principal maritime port for imports from and exports to neighboring Ethiopia. A burgeoning commercial hub, the nation is the site of various foreign military bases, including Camp Lemonnier. The Intergovernmental Authority on Development (IGAD) regional body also has its headquarters in Djibouti City.
There is moderate risk from crime in Djibouti. Most reported incidents are crimes of opportunity (e.g. pickpocketing, petty theft) for immediate gain. Panhandlers and street children target foreigners for petty theft by creating distractions. Unreported crimes also commonly occur within the local community. Exercised caution in congested areas such as the central market, city center, and downtown neighborhoods (known locally as quartiers), especially after dark. Avoid isolated areas, particularly along the urban coastline.

Djibouti is in Seismic Zone 4, indicating a very high likelihood of damage resulting from earthquakes. Although hot conditions prevail year-round, brief periods of moderate to heavy rains can cause severe flooding of roads and homes due to poor infrastructure. High tides exacerbate flooding. In recent years, flooding has led to several fatalities across Djibouti, especially when unpredicted rain leads to flash flooding in the country.
