The International Committee of the Red Cross (ICRC) works worldwide to provide protection and humanitarian assistance to people affected by conflict and armed violence. We take action in response to emergencies and, at the same time, promote respect for international humanitarian law. We are an independent and neutral organization, and our mandate stems essentially from the Geneva Conventions of 1949. We work closely with National Red Cross and Red Crescent Societies and with their International Federation in order to ensure a concerted, rational and rapid humanitarian response to the needs of the victims of armed conflict or any other situation of internal violence. We direct and coordinate the international activities conducted in these situations.

Purpose

The Functional Application Manager 2 ensures a global overview and solid knowledge of, the business processes, practices, information, and data needs of the métier concerned (for one or several). S/He is accountable for translating them into adequate Information/Data systems and ensuring their relevance over time to support those evolving requirements. He/she is in charge of the evolution of the systems (maintenance) in production. He/She also leads métier professionals in the adequate use of the tools (L3). 

This role will initially be focused on the fundraising platform and processes, then evolve to an MMP scope.

The FAM will ultimately lead the MMP support team composed of End User Functional Support and Data Quality Management for the entire MMP department.

Accountabilities & Functional responsibilities

Development and evolution

  • Is responsible for initiating, leading and accompanying discussions with the métier to propose changes based on business processes, best practices and quality requirements. Also participates to the definition of the ergonomic and design of the new project and defines the evolution to put in place for current solutions.
  • Is responsible to plan, with ICT, the future evolutions of the tools and to evaluate the scope, the resources and the budget. Ensures business requirements are addressed by ICT services & solutions.
  • Analyzes and documents the maintenance requests. Adapts the documentation of the current Information / Data Systems in accordance to the new evolutions.
  • Prepares and implements Change Management processes adapted to the evolution of the Information / Data systems.
  • Ensures the system is compliant with rules for referential data and is adequately interfaced. Also ensures compliance with established internal and external needs and regulations.
  • Supports and contributes to the definition of best practices – supporting Business Analysts peers, definition of standards, templates.
  • Contributes to the definition of the overall testing strategy for the maintenance including documentation of acceptance criteria and functional test cases.

Maintenance and support

  • Is the product expert for and responsible for addressing issues escalated from L2, such as bugs, technical configurations.
  • Is responsible for application maintenance and adapt documentation accordingly; manage tools and their indicators through updates and evolutions, in close coordination with ICT.
  • Provides the roadmap for enhancements, in line with the vision of the department and product owner.
  • Coordinates and supervises L2 staff and ensures that service-level agreements are met.
  • Manages onboarding of new team members on a day-to-day basis, plan and organize the team’s work.
  • Analyses and resolve requests and incidents at L3.
  • Briefs new colleagues on the applications (HQ & Field).

Professional Experience required

  • 10 to 12 years of professional experience in application, information, data and processes (including lean- six sigma) management.
  • Strong experience in a CRM, Datawarehouse and BI, ideally Microsoft Dynamics, Power BI and Tableau.
  • Proven experience in the use, deployment or training on information systems.
  • Experience in leading medium to large projects.
  • Experience in Business Analysis.
  • Good command in written and spoken English.
  • High levels of attention to detail and accuracy.
  • Excellent communication, listening and collaboration skills.
  • Self-motivated, flexible, determined, and able to work under pressure.
  • Excellent interpersonal and organizational skills.

Certifications / Education required

  • Bachelor’s or master’s degree in Information Management Systems, Engineering, Technical science, or related field.
  • Computer proficiency.
  • Project Management Certification (Agile or V methodology) is an asset.
  • Business Analyst certification is an asset.
  • Change Management an asset.
  • Fluent in French is an asset.
