THE SCIENCE, TECHONOLOGY AND INNOVATION DIRECTORATE

The Science, Technology and Innovation (STI) Directorate, in line with the strategic objectives of the Secretary-General, helps OECD member countries and other key economies build an environment conducive to translating science, technology and knowledge into innovation in order to create economic and social value added.

The Digital Economy Policy (DEP) Division of the STI is responsible for developing evidence-based policies through multi-stakeholder processes that i) stimulate the growth of an accessible, innovative, open, inclusive and trusted digital economy for sustained prosperity and well-being, and ii) leverage the potential of Information and Communication Technologies (ICTs), in particular, the Internet, and digitisation to achieve key socio-economic goals such as improving productivity, providing opportunities for new jobs, contributing to mitigate environmental pressures and improving health outcomes and the quality of life in general. A strong measurement agenda builds the evidence base upon which policy recommendations are derived. DEP collaborates with other parts of the Organisation on horizontal issues such as ICT in health, taxes, trade, productivity, ICT skills and ICT effects on labour markets. DEP is responsible for, among other things, maintaining the Global Recalls Portal, the Going Digital Toolkit, the Broadband Portal and the OECD.AI Policy Observatory.

THE POSITION

STI/DEP is looking for an Economist/Policy Analyst to support the work on Spatial Computing and Immersive Technologies: factoring policy implications spanning privacy, safety, and security as well as economic and innovation drivers. The selected person will work with the Global Forum on Technology (GF Tech) team in scoping the issues, conducting research, and developing background materials on immersive technology developments. This includes supporting and preparing dialogues on the topic and engaging with a network of delegations and experts in this area.

The selected person will work under the supervision of the DEP Division lead for the GF Tech.

Job Description

Main Responsibilities

Analysis and drafting

  • Carry out policy and economic research and analysis in the area of spatial computing and immersive technologies, with a focus on technical capabilities, impacts on privacy and security, as well as legal and policy implications, bringing perspective and expertise to examine the efficacy of existing policies and providing insights that lay the groundwork for forum workshops and dialogues on emerging technologies.
  • Develop and analyse data sources and databases of quantitative and qualitative information and indicators related to immersive technologies and spatial computing.
  • Develop reports, briefings and other materials for policymakers reflecting research and analysis in order to develop policy approaches for governing special computing and immersive technologies.
  • Contribute to other workstreams of the GF Tech and DEP Division as required.

Liaison, meetings and communication

  • Collaborate with the GF Tech team and other teams across STI.
  • Lead, organise and participate in missions, workshops, and meetings including making presentations to country and industry experts.
  • Contribute to organising and participating in meetings with national government delegates and experts from the private sector, civil society, the Internet technical community and academia.
  • Support diplomatic engagement on the topic of policy incentives in support of values-based development of these technologies in line with the objectives of the GF Tech.
  • Establish and maintain professional contacts within the OECD, with Delegations and external experts and organisations in the field of technology policy.

Qualifications

Ideal Candidate Profile

Academic and Professional Background:

  • An advanced university degree in engineering, economics, public policy, law, computer science or a related subject, with a demonstrated ability to conduct research activities on spatial computing and immersive technologies.
  • Minimum three, preferably five years’ experience in international comparative policy and economic analysis

Tools:

  • Proficiency with standard Microsoft software and in the use of statistical and econometric software.
  • A good knowledge of the main ICT databases in the OECD and/or in other international and national agencies and the private sector.

Communication and languages:

  • Fluency in one of the two OECD official languages (English and French) and a knowledge of, or a willingness to learn, the other.

  • For this role, the following competencies would be particularly important: Achievement focus, Analytical thinking, Drafting skills, Teamwork and Team leadership, Diplomatic sensitivity, and Strategic networking.

Additional Information

Contract Duration

  • Thirteen-month fixed term appointment, with the possibility of renewal.

Please note that our Rules and Regulations stipulate that the mandatory retirement age is 65.

What the OECD offers

  • Depending on level of experience, monthly salary starts at either 6,672 EUR or 8,232 EUR plus allowances, based on eligibility, exempt of French income tax.
  • Please note that the appointment may be made at a lower grade depending on the qualifications and professional experience of the selected applicant.
