Overview

USAID’s Momentum Country and Global Leadership (MCGL) award is a five-year USAID funded global award, that works in tandem with country governments and local nongovernmental organizations to provide targeted technical and capacity development assistance and contribute to the global technical leadership and policy dialogue on improving measurable outcomes for maternal, reproductive, newborn and child health, and voluntary family planning. MCGL seeks a Health Workforce Development Specialist to provide technical depth, vision, guidance and expertise in human resources for health management and leadership, management, for an upcoming USAID-funded project in the East Jerusalem Hospital Network (EJHN). The project will be focused on building the capacity of EJHN hospitals through the provision of technical, financial, and management strengthening support. This support will enable hospitals within the network to diversify income streams and improve the service provision for patients from the West Bank, Gaza and East Jerusalem. This position reports to the Project Director. 

Responsibilities

  • Serve as Key Personnel for all Health Workforce Development activities. 
  • Design and manage health workforce development interventions customized to the needs of each hospital with the aim of improving performance.  
  • Design pre and post-employment interventions including to improve staff retention 
  • Design and help establish a scholarship program for medical doctors and nurses.  
  • Lead development of locally-adapted approaches for and building capacity on health workforce planning and long-term forecasting of HR needs.  
  • Develop and implement innovative deployment, motivation, and retention schemes that address workforce shortages and high turnover rates, including gender-related challenges in the system   
  • Design, review, and implement performance-based evaluation for healthcare workers in collaboration with key stakeholders 

Required Qualifications

  • Degree in a relevant field from an accredited university.  
  • Minimum 7-8 years’ experience in workforce development in hospital settings with experience with private hospitals 
  • Master’s degree in public health, human resource development/ management, training, public administration or closely related field is preferred. 
  • Experience with U.S. Government-funded or other donor-funded projects required. 
  • Experience developing or implementing pre-service education, in-service training, continuing professional development curricula and programs, for healthcare workers is highly desired 
  • At least 4 years of experience supervising staff and managing expectations and performance.  
  • Strong interpersonal, verbal and written communications, teamwork and partnering abilities.  
  • Demonstrated computer skills in MS Office Suite applications, including Word, Excel, and Access.
