1. Introduction
The Swedish Association for Sexuality Education (RFSU) was founded in 1933 and is today the leading organisation in Sweden in the field of sexual and reproductive health and rights (SRHR).
As part of our strategic planning for 2024-2028, we aim to design and develop an Emergent Learning Framework (ELF) firmly grounded in intersectional feminist learning and evaluation principles. The ELF will be prepared for implementation in 2024 to enhance our monitoring, evaluation and learning (MEL) activities.
During our new project cycle, 2024 - 2028, we seek to monitor and evaluate our main ways of working, as outlined in our Results Framework, in order to understand how we are contributing to change and utilise evidence in order to improve and strengthen our work. We are also seeking to assess partner organisations’ contribution to change by compiling and analysing their results.
We are looking for a consultant with expertise in the design, development and implementation of emergent learning frameworks to support us in this endeavour.
2. Objectives
The primary objectives of this consultancy are to support RFSU in the development of an ELF underpinned by intersectional feminist learning and evaluation principles that equips RFSU to:
- monitor and evaluate our main ways of working, as outlined in our Results Framework, in order to understand how we are contributing to change and utilise evidence in order to improve and strengthen our work.
- assess and validate progress of grantees/partners work in their respective contexts.
- build RFSU's internal capacity to effectively implement the ELF
3. Scope of Work
The consultant’s scope of work is organised into two key phases to ensure a comprehensive approach to developing the ELF while integrating it effectively into our Monitoring and Evaluation activities.
Phase 1: Development of the Emergent Learning Framework (ELF)
- Collaborate with RFSU’s Design and Innovation Team and PMEL Team to design a comprehensive and robust ELF, including methodologies, data collection tools, and reporting mechanisms.
- Engage colleagues in the International Unit in the design phase of the ELF to ensure a wide range of perspectives throughout the design phase
Phase 2: Implementation and Capacity Building
- Facilitate capacity building among RFSU International Unit staff, equipping individuals and teams within the unit to implement the ELF effectively
- Facilitate capacity building during the initial implementation phase (year 1), with the purpose of providing ongoing capacity building support and guidance during year 1 of implementation.
4. Outputs
The expected outputs from the consultancy are the following:
- A custom designed Emergent Learning Framework
- An Emergent Learning Framework (ELF) guideline document that provides complete guidelines for RFSU staff on how to implement the framework in practice.
5. Timeline
The assignment is expected to begin in December 2023. The specific timeline and milestones will be further discussed and agreed upon during contract negotiations. The assignment is expected to be completed within the duration of 1 year.
6. Qualifications
The ideal consultant should possess the following qualifications:
- Demonstrated expertise in developing emergent learning frameworks and feminist evaluation methodologies.
- Extensive experience in designing and implementing monitoring and evaluation systems for grant-making organisations.
- Strong knowledge of intersectional feminism and its application in the development sector.
- Excellent communication and facilitation skills.
- Familiarity with international development, SRHR issues, and civil society dynamics.
- Demonstrated experience or knowledge of working with stakeholders in the Global South.

- submit a comprehensive proposal outlining their plan for implementing the full assignment.
- specify the leader of the assignment
- specify the competence and experience of the personnel involved to conduct the assignment (CV attached)
- specify previous experience in conducting similar assignments
- submit a time schedule for the assignment.

8. Budget
Consultants are invited to submit their detailed budget proposal for this consultancy, specifying the total cost of the assignment, including fees, expenses, and any other relevant costs.
10. Budget Scale
The budget ceiling for the assignment is 500,000 SEK.
11. Resources from RFSU
RFSU understands that the consultant will need to collaborate with specific personnel within RFSU in order to successfully complete the assignment. The Consultant’s main point of contact at RFSU will be RFSU’s Advisor for Design and Innovation. The Assisting Advisor for Design and Innovation is in place to provide support. RFSU’s PMEL team will also dedicate time to collaborate with the consultant. RFSU’s International Unit Director and Deputy Director will be available to support throughout on a strategic level and RFSU International Unit staff will have dedicated time to attend workshops and work on capacity development and implementation of the ELF as part of their every day work.
