BACKGROUND:
The International Rescue Committee (IRC), one of the world’s
largest humanitarian agencies, provides relief, rehabilitation, and
post-conflict reconstruction support to people affected by natural disaster,
oppression, and violent conflict in more than 40 countries. The IRC is
committed to bold leadership, innovation, and creative partnerships. Active in
public health, education, livelihoods, women's empowerment, youth development,
and protection and promotion of rights, the IRC assists people from harm to home. The IRC launched an emergency health response
in Libya in September 2016 as the humanitarian situation in the country was
deteriorating following the 2014 civil war. Since then, the IRC has broadened
its portfolio with health, protection, and governance programs aiming to employ
a holistic approach to meeting the needs of crisis affected and vulnerable
communities to survive, recover, and gain control of their futures. The IRC has been working to expand its
multi-sectoral reach in areas of critical need in Libya and in these efforts
houses a Grants & Partnerships Unit (GPU) to support the design of,
fundraising for, and management of quality, responsive programming with
ambitious goals for work in partnership with local actors.
JOB OVERVIEW/SUMMARY: Tropical Storm Daniel struck the eastern coast of Libya on September 10, 2023, with strong winds, heavy rainfall, and flash floods causing significant damage and loss of life. Several locations were heavily impacted as the storm led dams to burst resulting in high number of deaths, mass displacement of people and destruction of property overwhelming local capacities. IRC responded immediately and launched an emergency program aiming at providing life-saving medical care and integrated protection services. The scope of IRC’s integrated protection emergency response includes Women’s Protection and Empowerment (WPE), child protection (CP), and Protection Rule of Law (PRoL, or broader humanitarian protection) for communities and individuals affected by the floods. IRC is working directly to implement emergency activities but also collaborating with international and local agencies as well as government authorities, expanding protection interventions to include community-based protection and MHPSS across all project locations. The Child Protection Facilitator will conduct structured psychosocial support activities for children at the selected locations within the flood affected areas and support community outreach activities for parents and caregivers, plan and organize awareness sessions on child protection, participate in data collection, surveys, prepare reports and perform other child protection related duties as may be guided from time to time.
MAJOR RESPONSIBILITIES
Facilitate structured sessions at the selected locations within the flood affected areas based on IRC’s Psychosocial support (PSS) modules to promote the well-being of children.
Plan, organize and conduct emotional support groups and Focus Group Discussion (FGD); recreational and destressing activities, and curriculum for children at the selected locations within the flood affected areas.
Plan and organize awareness sessions at the selected locations within the flood affected areas in collaboration with community members, community groups, and any other stakeholder presents in the field when needed.
Schedule community sessions with the Local Civil Society Organization (LCSO) and collaborate in providing group psychosocial support to children in the community.
Directly facilitate sessions focused on building awareness of different themes related to their wellbeing, safety planning, and deliver key messages on child protection.
Ensure all logistic aspects for the conduct of the awareness and PSS sessions is in place.
Train community-based groups and committees and support them for conducting outreach activities.
Involve and follow-up community committee members in organizing and conducting awareness sessions on Child Protection related issues in collaboration with CP officer.
Share with the CP officer on a weekly basis all the needed items for the work.
Identify children at risk through regular contacts and visits in the community and areas of intervention and refer to CP case workers for assistance.
Work closely with partners to ensure that boys and girls benefiting from the Baity Center services are not exposed to any form of harm during the activity implementation.
Supporting in ensuring accurate data is collected, entering the database and detailed analysis provided using the right tools and in consultation with the MEAL team and the supervisor.
Participate in conducting surveys, needs assessments, safety audits, and service mapping exercises.
Support in collecting data on relevant activities and draft reports in consultation with the supervisor and MEAL team.
Participate in activity planning meetings and share activity reports with the supervisor on a weekly basis or as may be required.
Support the logistical arrangements of the relevant activities at the selected locations within the flood affected areas and in the community.
Contribute to the procurement of materials used for the implementation of relevant activities.
Perform any other duties as may be guided by the supervisor.
