“EU4Dialogue: Support to Conflict Transformation in the South Caucasus and the Republic of Moldova” (hereinafter “the Project” or “EU4Dialogue”) is implemented by the United Nations Development Programme (UNDP) as a joint initiative of the European Union (EU) and the United Nations (UN). It is based on the strategic partnership between the EU and the UN. In support of effective multilateralism, it aligns fully with the “One UN” approach. It is funded by the European Neighbourhood Instrument under the aegis of the European Commission’s Directorate-General for Neihgbourhood and Enlargement Negotiations (DG NEAR). It supports the EU’s role in conflict transformation and management.
The overall goal of the Project is to contribute to building a durable foundation for conflict transformation by creating better socio-economic conditions and improving human security for conflict-affected communities. In seeking to improve living conditions for conflict-affected populations in the four contexts, the Project will also promote confidence-building through peer-to-peer expert exchanges centered on solving concrete problems, particularly where socio-economic or human security challenges have parallel or similar impact across dividing lines.
The Project has three main goals:
1) Supporting a mixture of “soft” and “hard” grassroots initiatives to improve living conditions, promote socio-economic development, and enhance human security in conflict-affected communities;
2) Building bridges between and within divided communities through the exchange of expertise and knowledge, particularly around topics contributing to socio-economic development and human security; and
3) Supporting with works, supplies and other mechanisms the results of conflict transformation activities initiated through the EU4Dialogue Programme and arising from relevant political dialogue processes, including other EU- and non-EU-funded initiatives promoting conflict transformation.
Regional Communications and Informational Management Officer works in close collaboration with the UNDP project team for effective internal and external communication and visibility of the project. The incumbent is expected to exercise full compliance with UNDP and EU communications and visibility guidelines.
Provide communication-centered analysis of regional developments:
- Conduct regular regional media analysis and develop briefs on key regional updates;
- Analyze longer-term trends in the development of the media landscape;
- Identify opportunities and provide expertise for project activities with regards to media;
- Develop communication briefs for UNDP representatives taking into account conflict sensitivities.
- Any other communication and information management related duties as requested by supervisor.
Lead project external communication:
- Identify and collect information and outputs from project activities;
- Develop or lead the drafting of communications materials in the form of social media posts, stories, blogs, press releases, articles, videos etc.;
- Coordinate clearance of external visibility materials with donor;
- Coordinate preparation of public events in participating countries, including the development of visual materials, agendas, invitation, talking points for participants, media presence etc.
- Develop and maintain an up-to-date project communications plan;
- Ensure that conflict-sensitive language in line with EU and UNDP practice is used in all external communication, including announcements of calls for proposal or procurement;
- Identify and prepare materials for internal communication channels within the UN and EU;
- Serve as a contact person for external queries to the project;
- Any other communication and information management related duties as requested by supervisor.
- Assist in developing project Reports/bulletins and other information materials for key stakeholders.
Ensure project visibility in sub-projects and funded activities:
- Develop and maintain up-to-date visibility guidelines for grantees and sub-projects in line with EU and UNDP regulations;
- Ensure dissemination of visibility guidelines to grantees and responsible parties;
- Ensure compliance with visibility requirements in all project activities. Any other communication and information management related duties as requested by supervisor.
Facilitate internal communication:
- Manage the shared project mailbox;
- Facilitate organization of coordination meetings;
- Support organization of steering committees, advisory group meetings;
- Coordinate communication activities with communications officers in project country offices;
- Coordinate communication activities with Brussels- and Istanbul- based communications specialists;
- Coordinate communication activities with Components 1 and 3 of EU4Dialogue;
- Ensure sharing of communication materials with partners and donor through online platforms;
- Any other communication and information management related duties as requested by supervisor.

- Master’s degree in journalism, media, political studies, international relations or a related field is required. Or
- Bachelor’s degree in combination with 2 years of relevant experience will be given due consideration in lieu of Master’s degree.
- Up to 2 years (with Master´s degree) or minimum 2 years (with Bachelor’s Degree) of working experience in the field of public relations, journalism or similar analytical position.
Required Skills:
- Knowledge of the media, public relations, journalism or similar skills;
- High proficiency in reviewing, analyzing and synthesizing information and data;
- High level of proficiency in using ICT tools such as text and visual editing software.
Desired Skills:
- Previous experience with international organizations (specifically UN/UNDP and EU-funded projects) would be an asset;
- Experience in public relations in the field of development projects would be an asset;
- Experience in working on regional trends with regards to conflict and development will be an asset;
- Experience in organizing of meetings/events.
Languages:
- Excellent knowledge of Georgian and English is required.
Institutional Arrangement
The incumbent will work under direct supervision of EU4Dialogue Regional Project Coordinator, and in tight coordination with EU and UNDP communication offices in participating country offices, CPR Portfolio of UNDP Georgia, the Istanbul Regional Hub and the Brussels liaison office.
Regional Communications and Information Management Officer is expected to service the EU4Dialogue project at a rate of 100%.
