Overview & Responsibilities

IDLO’s programmatic portfolio in Ukraine has expanded into new areas with the invasion of Ukraine in 2022, with a focus on supporting Ukrainian national authorities in pursuing accountability for international crimes being one of the new directions of programming. Under the direct supervision of the Country Manager, Ukraine, based in Kyiv, the International CRSV Expert, provides specialized thematic expertise to the Ukraine Country Office team, the Office of the Prosecutor Generals (OPG) and other criminal justice institutions in Ukraine on issues of CRSV within the scope of the international armed conflict in Ukraine. This position will specifically support IDLO’s programmatic work on these topics under a planned Dutch Ministry of Foreign Affairs (MFA) supported Consortium led by IDLO (hereinafter “Consortium”) to advance accountability for international crimes in Ukraine. 

RESPONSIBILITIES 

IDLO is seeking an International CRSV Expert to support the programmatic implementation of IDLO’s CRSV programming under a planned Consortium led by IDLO and financed by the Dutch MFA to advance accountability for international crimes in Ukraine. Under the direct supervision of the Country Manager, Ukraine, the International CRSV Expert will be asked to perform the following duties

  • Support the implementation of IDLO’s sub-project focusing on CRSV, which aims to provide specialized technical support and expert to frontline Ukrainian government agencies working on advancing accountability for international crimes, including CRSV;
  • Provide thematic specialized expertise and technical advice to IDLO sub-project staff, including the Field Programme Manager, CRSV Programme Coordinator in support of the implementation of programmatic activities under IDLO’s sub-project;
  • Provide, based on articulated needs, technical advice and related support directly to frontline Ukrainian government agencies working on advancing accountability for CRSV in the scope of the ongoing international armed conflict in Ukraine;
  • Assist with assessing Ukrainian beneficiaries training and professional development needs in the field of CRSV
  • Develop and deliver tailored training programmes in the field of CRSV for Ukrainian prosecutors, investigators, defense lawyers and other professionals 
  • Stay abreast of the latest legal and social developments related to issues of CRSV at the international and national level, and conduct relevant background research;
  • Lead and/or contribute to the development, of CRSV related tools and resources;
  • Contribute to the further development of IDLO’s Ukraine programmatic portfolio in the CRSV area, including through the development of concept notes, feeding technical expertise into proposals, providing background research, and similar.
  • Perform other similar duties as assigned.

Job Requirements

Education and Work Experience

  • An advanced degree (Masters or Equivalent) in law, international relations, gender studies, development or similar field from a recognized university;
  • Demonstrated specialized knowledge of international humanitarian and criminal law, with a focus on CRSV issues in international conflict.

Work experience

  • Minimum of 5 years relevant experience in the area of law, gender and/or development
  • Demonstrated experience in international humanitarian and/or international criminal law
  • Proven experience on CRSV issues in the scope of international armed conflict
  • Proven record of developing and delivering tailored training programs in the CRSV area
  • Substantial experience in providing technical advice to a variety of stakeholders on specific areas of gender and law, with a focus on CRSV in international conflict
  • Proven expertise in developing legal resources and tools in the areas of CRSV in international conflict
  • Demonstrated expertise in supporting programmatic implementation in complex environments

Languages

  • Fluent oral and written communication skills in English
  • Ukrainian language skills desirable

  • Self-motivated, organized, hands-on and solution-oriented professional, able to function effectively in a rapidly changing and dynamic work environment

Terms & Conditions

For this internationally recruited position, IDLO shall offer the selected candidate a Special Services Contract (SSC) through 31 December 2024, with the possibility of extension subject to performance and availability of funding

IDLO shall also offer a monthly stipend of USD 7,228.00, medical insurance, and leave entitlements.
