Associate Information Management Officer

Organizational Setting and Work Relationships
The UNHCR Data Transformation Strategy 2020-2025 envisions that by 2025 UNHCR becomes a trusted leader on data and information related to refugees and other persons of concern, thereby enabling actions to protect and to empower persons of concern. The Strategy stipulates investing in four complementary priority areas: data management and governance; information systems; capacities and skill development; and culture for evidence-informed decision-making. The strategy envisages data and information management functions in UNHCR carried out in a complementary and inter-linked manner between Headquarters Divisions and Services, Regional Bureaux, Country Operations and key external partners, including persons of concern.

Under the direct supervision of the (Snr) DIMA Coordinator/Deputy Director/Head of Service/Deputy Representative or other IM staff or designated manager, the Associate Information Management Officer supports data and information management activities in the relevant country and regional offices.

They are part of a team of data and information management staff (depending on office configuration) and support coordination among staff working on information and data management activities and liaison with Headquarters/Region/Country on data related issues.

Information and data management staff are responsible for coordinating, planning and delivering on data and information activities for all UNHCR operational contexts, responses and populations of concern, including providing coordination and leadership in partnerships on data with all stakeholders - including persons of concern. They serve the entirety of UNHCR staff and activities, including protection, programme, operations, external relations and executive management for evidence-informed planning, advocacy, and coordination. They are key in ensuring multi-stakeholder, multi-sector, and multi-country activities are provided with robust and meaningful data and information to support planning, funding and advocacy efforts. This includes both internal and external assessments, regional and country-based planning and monitoring activities such as the COPs, CRRF, RRPs, HNOs, HRPs, and Cluster Plans.

Information and data management covers the assessment, design, implementation and evaluation of data and statistical related activities. This includes assessment of the information landscape; definition of information and data needs; design of data and information activities, including data collection, analysis, storage and dissemination; implementation of data and information management activities; and monitoring and evaluation of data management activities. The focus is largely operational data along with financial and HR data related to assessment, planning, monitoring and evaluation. This is the data, information and analysis needed to deliver robust and comprehensive assessments and evaluations, and to support results-based planning, monitoring and reporting implemented by UNHCR and by its partners.

Depending on if they are located in HQ, regional or country offices, the role of the data and information management staff is to provide the necessary quality assurance and technical support for the full range of the data and information management and analysis activities to countries and regional offices; to ensure these process are in accordance with technical standards for data and information management; and to undertake regional or country data and information management (definition, collection, analysis, storage and dissemination) activities. In addition they are responsible for coordinating HQ and external support to the country and regional offices, to liaise with relevant bodies on relevant data and statistical matters; to monitor the quality of data and information management activities in country/regional or HQ; to design and implement global, regional or country-based data strategies and systems; to ensure data and information activities are implemented in according with data privacy policies, global data sharing agreements and data protection regulations; to communicate the status, value and importance of data; to provide the data, information and analysis needed for global analysis; and to identify risks and opportunities based on insights derived from data.

Duties
Coordinate data and information management activities:
- Participate in the data and information management team and activities.
- Contribute to the design and implement data strategies and systems.
- Assist the data team and others communicate the status, value, and importance of data.
- Support the collection, storage, management and protection of data.
- Support consolidation of data systems, including the interoperability of operational data and systems.

Undertake data and information management activities at the Global/Regional/Country level:

- Support analysis for comparative country, regional and global analysis, including political and socio-economic trends.
- Take part in planning processes (COPs, regional RRP, regional migration response plans, etc.).
- Support cross-country assessment and situational analysis, such as in regional RRP situation or COP.
- Support the analysis of trends concerning changes at the outcome and impact levels.
- Develop information management products such as indicators, templates, maps and dashboards.

- Programme staff on the data and information aspects of assessment, targeting and monitoring (three most data driven aspects of the OMC).
- Cluster coordinators and partners on data and information needs in UNHCR-led cluster operations, including HNO and HRP processes.
- Inter-agency staff on the development, coordination and monitoring of country and/or regional responses plans.
- Protection staff on the design, implementation and analysis of protection and case monitoring systems.
- Operations coordinators and reporting officers on the design and delivery of data and information management products for internal and external consumption.
- Sectors technical experts on the methodologies, formats, storage and dissemination of sectoral data and information, including cross sector analysis.

Desired Candidate Profile

The Associate Information Management Officer will coordinate data and information management support to UNHCR and humanitarian coordination structures in the country, and ensure that the activities are provided with robust and meaningful data and information to support planning, funding and advocacy efforts. This includes assessments, planning, and monitoring activities for RRPs, maintaining and developing country level 5W, providing IM support for sectoral activities and cross-sector analysis, etc. S/he also needs to have strong knowledge of ODM and PRIMES. The incumbent is expected to further enhance the information management strategy in the operation. S/he will provide technical guidance on methodologies, and support for data management activities such as surveys, secondary data reviews, targeting and vulnerability assessments, indicator definition, population estimation, data visualization, maps, and other data and information management activities.

The Associate Information Management Officer will lead the Information Management Unit (3-5 people). The Unit is expected to provide IM technical support to UNHCR operations in Mexico (refugee data management, refugee portal, technical support to CBI programming, protection monitoring, etc) as well as support the Representation and External Engagement team, in particular all interagency efforts (IA data portal, RRP processes and monitoring framework, coordination of IM working group, R4V, etc.). Given the interaction with multiple stakeholders, including government counterparts, he/she must have good interpersonal and communication skills, diplomacy, negotiation skills, and political awareness.

In addition to the outlined job requirements, the ideal candidate must possess a demonstrated knowledge and experience in implementing the full data life cycle including the production and dissemination of information products focusing on protection analysis, Operations Management Cycle (OMC) and Joint Response Plan (JRP).

Nature of Position

Mexico is a country of destination, transit, and origin, thus UNHCR is supporting the Government and other actors to build a stronger asylum system that allows asylum seekers and refugees to fully exercise their human rights, from the moment of entry into Mexico, to when a durable solution is found. However, it is crucial to work on other legal stay arrangements and other forms of complementary protection to preserve the integrity of the asylum system in such a complex and dynamic context of human mobility. Such dynamics particularly affects refugees and asylum seekers with specific protection needs due to the interaction of different factors related to their profiles, their journey and the conditions in their country of origin.

Over recent years, Mexico has evolved from being a country predominantly of origin and transit for many refugees and asylum-seekers, to also being a country of destination for hundreds of thousands of individuals seeking international protection from within the region and beyond. The exponential growth in the number of asylum applications in Mexico, which reached a historical record of over 130,000 in 2021 and 118,478 in 2022, has posed multiple challenges to its asylum system and to durable solutions, which has already been strained over the past years.  UNHCR seeks to protect the asylum space by strengthening it, and also in alleviating pressures on the asylum system by promoting legal pathways to other countries for refugees with specific needs, and alternative legal stay arrangements. There is also great importance for communication and awareness-raising campaigns to ensure that information on asylum procedures and on the various durable solutions effectively reach target audiences.

Under the supervision of the Senior Protection Officer, the Associate Information Management Officer will be required to provide information/data management support, innovative solutions, and coordination to UNHCR Mexico. This position involves close collaboration with various UNHCR units and field offices, while providing technical guidance to all sector-led and interagency coordination groups, focused on protection, including but not limited to the Protection Working Group, the Shelter Group, among others.

He/she will lead or support the implementation of data collection activities and promote interoperability between various information management tools and systems.  The Associate IM Officer is tasked with participating in capacity-building initiatives to enhance UNHCR staff and other stakeholder’s competencies on data literacy in information management and analysis.

Living and Working Conditions

Mexico City (also known as CDMX) is the capital of the United States of Mexico. It is category A, family duty station and has a high-level infrastructure:

- Health: Mexico City has a highly ranked medical infrastructure with many internationally acclaimed hospitals.

- Education: There is plenty of Govt and private schools. Most of the private schools are bilingual (English-Spanish), and there are US, British, German, Japanese and French schools.

- Housing: Apartments can be rented both furnished and unfurnished, and services of real estate agents are widely available. All international staff members must present their residential places for UN security inspection BEFORE signing lease contract. There is a large seismic area in Mexico City which is restricted for selection of residences by UN staff.

- Weather and earthquakes: Mexico City has a pleasant climate, yet there are frequent weather changes. Heavy rains sometimes cause flooding in some colonies. Mexico City is situated in one of the most active seismic regions in the world, interlocked inside the area known as the Circum-Pacific Seismic Belt, the area with the highest seismic activity in the planet. Earthquakes are frequent and sometimes cause major damage to the urban infrastructure. The newcomers should study relevant SOPs upon arrival.

- Currency and exchange: Mexican Peso. Dollars, Euros and traveler's checks can be exchanged at a currency Exchange office.

- Communications: Internet is available everywhere, but in houses and offices, a contract has to be made in order to access to this service.

- Transportation: There are public buses, subway, and if taxis are to be taken, it is recommended to take "taxis de sitio". Uber is also available.

Mexico City belongs to Security Risk Management area 01, Central SRM area, with the current General Threat Level 02, LOW. There are no known direct threats to UNHCR, yet UNHCR personnel may be affected by crime. Mexico City has high rates of crime, among them: street robbery with or without violence, vehicle theft; burglary, house thefts and business robbery, telephone extortions and intimidation, frauds, kidnapping and homicides. Also, gender violence is high. Civil protests often reported in the city center, but rarely violent.
