Head of Strategic Workforce Planning Unit
Organizational Setting and Work Relationships
The position is located within the Division of Human Resources (DHR). The Division’s mission statement indicates that DHR is a strategic, trusted, and innovative business partner in enabling UNHCR to protect and respond to forcibly displaced and stateless people by attracting, motivating, retaining, and developing a talented, diverse, and agile workforce while nurturing a culture of excellence, respect, and wellbeing for all.
The Strategic Workforce Planning Unit is situated with two other Units (Field Support Unit; Organizational Design and Job Evaluation Unit) within the Strategic Workforce and Structural Planning Section in DHR’s Human Resources Partnership Operational Service.
The Head of Strategic Workforce Planning Unit works under the direct supervision of the Chief of the Strategic Workforce and Structural Planning Section. The Chief of the Section reports to the Deputy Director/Head of Human Resources Operational Partnerships Service of DHR.
The Strategic Workforce Planning Unit leads the implementation of the strategic workforce planning approach in the Organization. The incumbent provides leadership in enabling UNHCR to continue its implementation of effective strategic workforce planning to align the broader workforce with business strategy and priorities, ensuring alignment with the evolving nature of UNHCR work and successful succession planning. The unit will focus on the introduction of new reports, tools, and processes as well as the identification of gaps and the development of mitigation actions aimed at addressing them. The incumbent works closely across DHR and with, HR colleagues in Operations, Divisions, and Bureaux as well as in contact with other UN and International Organizations to exchange best practices around Strategic Workforce planning.

Duties
- Strengthen and continuously improve the impact of strategic workforce planning through process simplification, enhancements in technology and further linking with other HR processes and talent initiatives.
- Apply strategic workforce planning principles to analyse past and current trends and changes in patterns related to the organization’s workforce to support the development of strategies to align jobs to needs, the mitigation of gaps and overlaps.
- Lead in the formulation of business requirements and implementation of a Workforce Planning tool.
- Contribute to the development of strategies related to global workforce planning and organizational design.
- Work with HR Data team to strengthen workforce reporting and analytics, particularly around forecasting.
- Apply data analysis techniques to identify trends and patterns in the organization's workforce data. Use insights gained from data analysis to support strategic workforce planning decisions, including job alignment, gap mitigation, and organizational design to enhance the agility and strategic capacity of UNHCR's workforce planning.
- Effectively collaborate with other Units in the Section, and relevant teams and officers within DHR and UNHCR, establishing respectful, consultative, and effective working relationships in areas of mutual interest, including through personal example.
- Identify and establish a workplan for the Unit, with priority and measurable outputs, in consultation with Unit, Section and Service members; implement, monitor, evaluate and amend the workplan on a regular basis.
- Engage with auditors, prepare responses and reports supporting DHR’s oversight processes.
- Identify, establish, and maintain contacts with relevant peers in UN agencies and other humanitarian organizations.
- Lead risk assessments and discussions with team(s) to proactively manage risks and seize opportunities impacting objectives. Ensure that risk management principles are integrated in decision-making both at strategic and operational levels. Allocate resources for planned treatments with resource requirements in Strategic Plans. Ensure that risks are managed to acceptable levels and escalate, as needed. If a Risk Owner, designate the Risk Focal Point and certify that the annual risk review is completed and ensure that the risk register is updated during the year, as needed.

Minimum Qualifications
Years of Experience / Degree Level
For P4 - 9 years relevant experience with Undergraduate degree; or 8 years relevant experience with Graduate degree; or 7 years relevant experience with Doctorate degree

The position is located at the UNHCR's Global Service Centre (GSC) in Budapest. The function may require mission’s travel, ranging from A to E hardship duty stations. Living and Working Conditions:
The position is based at the GSC in Budapest, which hosts a large UNHCR workforce of varied functions. Budapest, as the capital of Hungary, has very good infrastructure, health, education, banking, and recreational facilities. Budapest is H category duty station. There are no specific persistent security concerns. However, staff members need to take responsibility for their own personal and residential security at all times. UNHCR will undertake any feasible interventions to support its personnel and their dependents, including those of varied backgrounds, orientations and abilities, in order to protect and accommodate a diverse and inclusive UNHCR workforce.
