Programme Analysis and Reporting Officer

Organizational Setting and Work Relationships
The Programme Analysis and Reporting Officer normally reports to the Senior Programme Analysis and Reporting Officer or another more senior staff member depending on the office setup and will take a role in the production of reports on and analysis of programme implementation and impact.
The incumbent will liaise with Divisions, Regional Bureaux and other entities, as required, while the audience of the outputs produced may include the Executive Committee and other governance bodies as well as external stakeholders, donors, member states and UN bodies.
The Programme Analysis and Reporting Officer will contribute to different reports on programmatic information leveraging the RBM solution, BI and other technology as required. The incumbent will perform big data analysis to identify trends, patterns and risk in programmatic implementation and also ensures that existing reports are adequate, gauges technology and promotes enhancements.

Duties
- Support the supervisor in reporting on UNHCR's budgetary performance both externally (to member states and donors) and internally (to managers across the Organization). Ensure that reporting assesses programmatic impact, is aligned to UN system best practice, and is accurate and comprehensive.
- Undertake detailed analysis on expenditures, plans, priorities, new and ongoing needs, gaps and areas where more resources are needed.
- Analyse the seamless implementation of programmes and projects both from the financial and programmatic perspectives.
- Provide advice and support on the development of management information systems functional to the reporting and analytical needs of different stakeholders.
- Contribute to global reports on financial results and the to the impact analysis of programmes. Draft programme budget proposals and statutory programme budget implementation reports for the Executive Committee and other governance bodies.
- Upgrade and maintain reporting systems, dashboards, mechanisms, key metrics and impact analytics for senior management and external stakeholders, including UNHCR Governance, donors, member states and UN bodies.
- Monitor Key Performance Indicators and ensure their horizontal aggregation to track programme performance.
- Contribute to the preparation of vertically integrated reports on programme performance to address reporting needs of donors on specific countries or situations.
- Provide updates on Global Strategic Priorities, budget and funding situation for the Standing Committee; input to Unearmarked funding reports; Global Appeal; Global report; Financial Statements; UN regular budget reporting to the United Nations HQ. Entertain ad-hoc requests for reporting.
- Provide inputs to Result Based Management (RBM) both at the project stage, to ensure that UNHCR's solution will meet best practice for results-based reporting and also after roll out, to ensure that RBM is internalised in practices and processes
- Contribute to the relevant learning programmes and various trainings in line with UNHCR's organizational transformation needs
- Contribute to UNHCR's response to UN system wide reporting initiatives and requirements such as the CEB collection of financial statistics, UNDS surveys, OECD collection exercises etc. to ensure optimal programmatic and corporate reporting.
- Maintain regular networking with strategic stakeholders, Operations, with relevant counterparts in Divisions, and with counterparts from other UN system agencies and partners. Special attention will have to be given to the collaboration with the Division of External Relations.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks, issues and concerns to a supervisor or to relevant functional colleague(s).

- Perform other related duties as required.

Occupational Safety and Health Considerations:

The Security Level for Amman and the rest of the country is assessed at Level 1 (MINIMAL), except the northeast Jordanian Syrian border area, where it is assessed at Level 3 (MODERATE). Road traffic accidents remain a pertinent risk to staff. Vehicle travel is difficult at certain times due to adverse weather conditions, low visibility and/or heavy traffic.

Nature of Position:

The Middle East and North Africa (MENA) Regional Bureau, located in Amman, Jordan, covers 15 operations in the region. The MENA operations have their own unique contexts, ranging from complex protracted humanitarian crises, to primarily transit countries with their own challenging political and security environments.

Under the direct supervision of the Senior Programme Coordinator in the Bureau, the incumbent of the position will be responsible for supporting the Bureau’s Program Coordination Unit’s capacities in analyzing programmatic data and information and comparing to the available assessments and PDM findings. S/he will review the regional programme strategies and operational priorities identified through various assessments and needs identification exercises, operations’ prioritization of resources and achievement trends, and identify gaps in planning and systematic monitoring processes to support the operations’ timely decision making. S/he will work closely with the Bureau’s Program Monitoring Officer; a large scope of h/his work will include close coordination with DIMA, Protection Service, including Registration, CBI and other functional units in the Bureau on development of analysis workplans, frameworks and tools, as applicable.

Living and Working Conditions:

Jordan has a total population of 9.4 million people. Amman houses 42% of Jordan’s population, 4.008 million, making it the populous city in the country. Amman is categorized as (A) duty station. Several International airlines operate daily flights from Amman (Queen Alia International Airport). The local currency is the Jordanian Dinar and the exchange rate is fixed and equivalent to ( 1 JOD=0.71 USD), Money traders and good local banking system are available.

Jordan is visa free for UNLP holders; however appointed staff must obtain a residency permit. Residency permits and other local protocol remain a challenge due to governmental procedures, subject to frequent changes. The process of obtaining residency in Jordan may vary depending on nationality of applicant, type of contract offered and its length.  

Staff members assigned to Amman are residing in private accommodation. Rent in Amman can vary depending on the size of the property itself, number of bedrooms and the area of Amman in which it is located. Renting a 3-bedroom apartment can range from 1100 – 2500 USD per month.

Food and other commodities are widely available in the local shops and markets.

Amman tends to have a Mediterranean climate; summers are mildly hot, winter usually starts around the end of November and continues until mid-March, there is occasional snowfall.

The medium for teaching in international schools is English, however there are a few French language schools as well. There is a plethora of institutions for children of all ages from pre-school to high school as well universities.

The majority of international educational institutions are in Amman.

Amman is the home to many top-end hospitals and clinics. Due to Jordanian healthcare’s international appeal, nearly all doctors and many support staff speak English. Healthcare here is also very accessible and affordable.
