Special Notice:

A Short-Term Appointment is used to recruit staff to meet short-term needs. The duration of this assignment is provided above. The maximum duration of a short-term appointment including extensions shall not exceed 12 months.

A Short-Term Appointment does not carry any expectancy, legal or otherwise, of renewal and shall not be converted to any other type of appointment.

Due to the short-term nature of the assignment, the ICC reserves the right to make an appointment at one grade lower than that stated in the vacancy with a modified job description.

A current ICC staff member who is holding a fixed-term appointment may apply for any short-term position. Where a current ICC staff member is selected to a short-term position, he or she will be temporarily assigned to the position in line with section 4.10 of ICC/AI/2016/001. GS-level posts are subject to local recruitment only.

Organisational Context

The Office of the Prosecutor investigates and prosecutes genocide, crimes against humanity and war crimes committed by nationals of a State Party or on the territory of a State Party on or after 1 July 2002, the date of entry into force of the Rome Statute.

The Information Knowledge and Evidence Management Section (IKEMS) is headed by an Information Management Coordinator (IMC), reports directly to the Prosecutor, and combines the OTP’s information, knowledge and evidence management operations into one consolidated section. IKEMS aims to maintain a coordinated, flexible and operationally responsive IKEM support capacity throughout the OTP, in order to support the full spectrum of the OTP’s information and evidence operations. The Associate Analyst reports to the Head of IKEMS eDiscovery and Data Analysis Office and works closely with Unified Teams (UTs) as well as internal and external stakeholders on a multitude of tasks and projects spanning the eDiscovery spectrum.

The Unified Teams (UTs) are multidisciplinary teams comprising investigators, analysts, lawyers, an international cooperation adviser, an information management assistant, a case manager, trial support assistants, and other specialists as required. Under the overall leadership of the Head of Unified Team (HUT), these professionals work cohesively towards the common purpose of conducting high quality, effective and efficient investigations leading to successful prosecutions.

The analytical component of the Unified Teams include different levels of analysts and analysis assistants, of different nationalities and professional backgrounds. They work with all kinds of information and evidence, including internal records of groups involved in alleged crimes (military, political or others), telecommunications data, electronic data, online content and meta-data, intercepted audio records, witness statements (victims, insiders, experts etc.), videos and satellite imagery.

Duties and Responsibilities

The candidate will be assigned to work within IKEMS and supporting several Unified Teams by providing specialized open-source intelligence support for evidence collection and/or analytical activities. Under the supervision of the Lead Analyst, and in compliance with the relevant protocols and methods, the candidate will perform one or more of the following duties:

  • OSINT searches & verification - Conduct complex searches using advanced OSINT techniques to identify and verify relevant information and datasets of value to Unified Teams.
  • Data Collection and Analysis - Develop and apply OSINT techniques, scripts, programs and algorithms for data monitoring, collection and analysis of social media content, websites, online forums, public databases on all web layers (including statistics, network analysis, geolocation, entity extraction and content analysis). Explore new data sources, create effective queries, and combine information from disparate sources to provide OSINT powered analytical insights.
  • Databases – Data entry and data cleaning (including structured and unstructured data) for relevant databases, such as the Fact Analysis Database (FAD) that collates and integrates evidence for every case by incidents, alleged perpetrators, victims, locations, groups and other issues relevant to the investigation.
  • Crime pattern – Support for crime pattern monitoring and analysis for situations and cases under investigation, with the required collection of information from open or other sources, data entry and data cleaning, and storage of the relevant sources, using the required software tools.
  • Other – Any other support task required to assist investigators and analysis, including production of summaries and collations, corroboration checks, and sourcing of reports or other analytical products.

Essential Qualifications

Education:

Advanced university degree preferably in data science, computer science, computer programming, law or other relevant field, is required. A first-level university degree in combination with two additional years of qualifying experience is accepted in lieu of the advanced university degree.

Experience:

A minimum of  two (2) years (four (4) years with a first level university degree) of professional experience in related subjects, including advanced analytical experience and specialized experience in OSINT, is required.

Knowledge, skills, and abilities:

  • Strong reasoning skills, including ability to understand complex scenarios of crime, to simultaneously handle conflicting information and hypotheses, to identify source biases, and to develop sound logical inferences;
  • Experience performing OSINT analysis preferably in support of criminal investigations, including Boolean logic, search engines, and database resources and internet sources, such as social media, social networking tools, data exploitation, and commercial- and industry-based databases;
  • Excellent working knowledge of SQL, programming languages or scripting tools such as R Perl, Python, C# or C++ is highly desirable;
  • Strong knowledge of various interactive visualization tools;
  • Strong understanding of data analysis methods and strategies;
  • Open mind for innovation;
  • Ability to work effectively and constructively in multi-disciplinary teams comprised of other analysts, investigators, lawyers and support staff;
  • Ability to work under stressful conditions and to meet strict deadlines;
  • Ability to work in a non-discriminatory manner, with respect for diversity regarding fellow officers, as well as witnesses and external partners;

Knowledge of languages:

Proficiency in one of the working languages of the Court, English or French is required. Working knowledge of the other is considered a strong asset. Knowledge of another official language of the Court (Arabic, Chinese, Russian and Spanish) is considered an asset.
