THE EXECUTIVE DIRECTORATE (EXD)
The Executive Directorate (EXD) is the steward of OECD resources, on behalf of the Secretary-General. Our focus is on people and their wellbeing; the effective and efficient management of the budget; the safety and security of staff, Delegations, visitors, and of the OECD’s data; maintaining and sustaining physical and digital infrastructure; and enabling the convening power of the OECD through conferences, meetings and events, whether virtual, physical or hybrid. As well as providing corporate services, functions and management support to our staff and Members, we provide integrated, strategic and expert advice on corporate policies and management issues to the Secretary-General, to Council and to Standing Committees, to which we regularly report on corporate matters. We also provide compliance and risk management functions (for management areas under our purview). Ours is a fast-paced environment focused on delivering management excellence across all of our functions.
THE CONFERENCE, SECURITY AND INFRASTRUCTURE SERVICE (EXD/CSI)
Within the OECD's Executive Directorate (EXD), the Conference, Security and Infrastructure Service (EXD/CSI) is responsible in particular for the conference services, language services (interpretation and translation), safety and fire security of OECD staff, delegates and visitors and the management and operation of OECD buildings facilities in Paris and at OECD Centres abroad.
THE BUILDINGS, LOGISTICS AND SERVICES DIVISION (BLS)
Within EXD/CSI, the Buildings, Logistics and Services Division (BLS) is responsible for the development, management and smooth running of hard and soft facilities services as well as for strategic and operational space planning over a combined surface area of 100,000 square meters and around 4,000 workstations in Paris, France. BLS coordinates a large number of external service providers to deliver services within maintenance, catering, cleaning, travel as well as workplace project management.
THE POSITION
EXD/CSI/BLS is looking for an Applications Management Officer who will be responsible for the management of software applications used in the technical fields of maintenance, construction and real estate planning. The selected candidate will report to the Head of Real Estate Planning and closely collaborate with other Units across CSI and with the CSI digital team.
Job Description
Main Responsibilities
Applications management
- Manage software applications used in BLS for building and space planning activities, supervising their installation, upgrade and daily maintenance.
- Provide support to the users of these applications and conduct training when needed.
- Ensure the development and running of the Organisation’s Integrated Workplace Management System (IWMS).
- Plan out and assist in building software applications needed for the smooth operation of the Organisation’s facilities services.
- Develop and ensure interoperability between all software applications used in BLS.
- Contribute to documentation updates and ensure that the latest available versions are easily accessible.
- Ensure technology watch on digital tools for buildings and real estate.
Administrative Support
- Assist BLS Heads of Unit in the preparation and assessment of Calls for Tender on software applications related to the activities of the Division.
- In collaboration with the CSI digital team, prepare and compile data for reporting purposes on the Division's activities.
- Provide back-up to the Division’s helpdesk when needed.
Qualifications
Ideal Candidate Profile
Academic Background
- University degree in computer science and/or construction.
Professional Background
- A minimum of 3 years’ experience in managing software applications used in the technical fields of construction and real estate planning.
- Professional experience in a multicultural environment would be an advantage.
Tools
- Sound knowledge of Integrated Workplace Management Systems (IWMS) such as Archibus would be an advantage.
Core Competencies

Languages
- Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Additional Information
Contract Duration
- Two-year fixed term appointment, with the possibility of renewal.
- Monthly base salary starting from 4 169 EUR, plus allowances based on eligibility, exempt of French income tax.
