1.Purpose of the Consultancy
The purpose of the consultancy is to provide technical support to conduct a baseline study for outcome analysis of Every Breath Counts, a project funded by King Salman Humanitarian and Relief Work Saudia Arabia, implemented by WHO-Somalia
2.Background
WHO Somalia has initiated an evidence-based intervention project in 10 districts of the country to improve child-health throughes though imparting community and facility-level interventions. The overall goal of the project is to contribute to a reduction of childhood morbidity and mortality among children under five years of age by 40% over a period of 18 months in ten targeted districts of Somalia through implementing cost-effective health interventions such as improving access to medical oxygen and other treatment for care of sick children with pneumonia and diarrhoeal disease. In this context, WHO-Somalia plan to conduct a mixed-method implementation research to assess the feasibility, acceptability, effectiveness, and scalability of designed project interventions to inform policy for future child health interventions in fragile and resource-poor settings.
3.Work to be performed
Output: Develop emergency Health Information Pillar Toolkit
Deliverables:
1.Designing the Research Proposal framework: Contribute to design the framework of base line and endline study of Every Breath Count Project funded by King Salman Humanitarian and Relief Center including question INCL
2.Developing questionnaires, checklist and data collection tool
3.Training material development: developing training materials for enumerators including manuals and other resources.
4.Conduct training for the enumerators
5.Supervision of data collection to ensure the credibility of collected data.
6.Data cleaning and Data analysis: Provide analytical report after data cleaning
7.Collaboration and coordination with NIH and WHO CO team to complete the baseline and endline study.
8.Qualitative data collection: provide support to organize in-depth interview and focus group discussion
9.Manuscript writing: Provide support in writing the manuscript for publication.
4.Specific requirements
- Qualifications required:
Essential: Master of public health, epidemiology from a recognized university.
Desirable:
·Advanced (doctoral) degree in Epidemiology or Public health
·Certified training in research methodology
·Certified training statistical analysis
- Experience required:
·Has a strong experience (minimum 7 years) in quantitative research: health systems research including policy analysis and systematic review.
·Experience with health data management work, including data collection, cleaning, analysis, and report generation.
·Relevant publication in international peer-reviewed journals
·Capacity to work independently and in a team in multi-culture environment
·Has a strong command in quantitative research methods
- Skills / Technical skills and knowledge:
Essential
·Excellent knowledge of Microsoft Office programmes
·Excellent knowledge of statistical and data analysis software (STATA, SPSS, EPI-Info)
·Excellent written English skills
Others
·Demonstrated ability to manage complex, multi-stakeholder projects, including work planning and reporting.
·Excellent organizational and analytical skills.
·Excellent interpersonal skills
·Ability to summarize information from diverse sources in a clear and concise manner.
- Language requirements:
Essential: Excellent Knowledge of English.
5.Place of assignment
Place of assignment: Based Mogadishu in Somalia and travel to state as per project requirements.
6.Medical clearance
The selected Consultant will be expected to provide a medical certificate of fitness for work.
7.Travel: NA
All travel arrangements will be mady WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.
Visas requirements: it is the consultant’s responsibility to fulfilvisa requirements and ask for visa support letter(s) if needed.
