Under the overall authority of the Assistant Director-General for Education (ADG/ED), the functional authority and direct supervision of the Director of Office, as well as in collaboration with colleagues in the Offices and UNESCO Education Institutes based in the region, the incumbent is responsible for programme and project work, advice, research and knowledge management, networking, partnerships and resource mobilization for the Education Programme of UNESCO-Havana.


The incumbent works within the frameworks of UNESCO’s Medium-Term Strategy (C/4s), the approved Programme and Budget (C/5s) and global development plans such as the 2030 Sustainable Development Agenda.

Long Description

In particular, the incumbent will carry out the following duties:  

  • Lead the conceptualization, design, planning, development, coordination, monitoring, evaluation and implementation of the Field Office’s Education Strategy and its corresponding regular and extrabudgetary programmes, projects and activities.
  • Identify and develop both internal and external collaborative project proposals based on needs; define and revise project requirements and specifications in line with goals and priorities and project quality criteria; conduct feasibility studies and draft reports. Contribute to the interdisciplinary work in the multi-sectoral team of the Field Office in the region, particularly with regards to the educational dimension of the “2030 Sustainable Development Agenda and UNSCDF development.
  • Coordinate and plan work activities in the Field in assigned areas of focus, for example in the areas of the development of education systems, empowering learners and the Education 2030 agenda.
  • Contribute to UNESCO’s involvement in the UN project management systems, identify areas for improved alignment of projects and activities at country and region levels, including the preparation of Common Country Assessments (CCAs), United Nations Sustainable Development Cooperation Frameworks (UNSDCF) Country Programme Documents (CPDs) and Country Programme Action Plans (CPAPs), in alignment with regional UNESCO goals, national and UN Agencies’ goals.
  • Contribute to the provision of policy advice and technical assistance to Ministries of Education, to prepare and implement country level co-operation programmes (RP and XB) and implement analytical work. Advise on applicable tools, policies and resources in area of own expertise.
  • Contribute to the mobilization and coordination of national, regional and international partners working on education sector/strategy issues in order to support member states in the region.

  • Advanced University degree (equivalent to Masters) in education, economics, social sciences or related areas.


Work Experience

  • Minimum of 4 years of relevant professional experience in the field of education, of which preferably at least 2 years at the international level.
  • Experience in formulating education related policies and in implementing and monitoring education programmes/projects.


Skills & Competencies

  • Knowledge and understanding of education and socio-economic systems in a development and Middle-Income Countries context, especially in Latin America and the Caribbean.
  • Good knowledge of Education for Sustainable Development and Global Citizenship Education.
  • Excellent coordination, interpersonal and negotiation skills, as well as an ability to network with a range of partners, donors and other stakeholders.
  • Excellent presentation skills and ability to communicate effectively and persuasively in a multicultural environment.
  • Ability to draft high quality, clear, concise documents and reports.
  • Strong IT skills including good knowledge of standard office software and ERP (Enterprise Resource Planning systems).



  • Excellent knowledge (written and spoken) of Spanish and good knowledge of English. 

UNESCO’s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc.

The approximate annual starting salary for this post is 102,295 US $.
