Overview of position

Role objectives

·Manage the efficient and compliant delivery of a portfolio of Afghanistan client contracts and agreements, including IOM. 

Supporting the Deputy Country Director to facilitate a safe,   secure, inclusive and enabling work environment for CTG’s permanent staff team in Afghanistan, including deputizing to the Deputy Country Director and covering his role when he is absent.

·Supporting the Regional Director and Deputy Country Director to develop CTG’s diversification of clients and business growth in Afghanistan in relation to CTG’s Staffing Solutions and MEARL service line.

·Client Liaison:

oPay regular in-person visits to clients, or remote meetings where in person is not possible; to provide opportunities for them to discuss any challenges, problems or concerns with how the account is being managed.

oCommunicate on a daily basis, or as needed, with client’s HR staff to ensure the smooth running of contracts and agreements.

oTravel as needed to different parts of Afghanistan to visit client provincial offices.

·Recruitment:

oSource, prescreen and submit CV’s of candidates for clients.

oSupport clients in the selection of candidates, including attending and minuting interviews.

oTravelling to different provinces for recruitment at IOM hubs as needed.

oOn-board selected candidates, including fully vetting, collecting all necessary documents, providing HR induction and ensuring the Risk Management Team provide security inductions,

oEnsure the mechanism for achieving CTG and client objectives of achieving gender parity in staff numbers are adhered to.  

·Account Administration

oMaintain Human Resource records on CTG’s dedicated HR database.

oPrepare Consultant Request Forms (CRFs) and similar documentation.

oSupport payroll preparation.

oReceive process and follow-up on all insurance claims made by consultants.

oReceiving consultant timesheets and preparing payrolls.

oMaintain consultant leave records and reporting to the client.

oEnsure all HR procedures are conducted in compliance with Afghan Labor Law.

·Consultant Management:

oEnsure all non-permanent staff and consultants comply with company and client policies and procedures.

oIntroduce consultants to CTG Learning; CTG Wellbeing and make-sure they have completed all mandatory courses.

oTrain clients and consultants on the use of MyCTG 2.0.; liaising with the CTG Digital Team as needed.

·Security and Risk Management

oEnsure that the Risk Management Team have all necessary information to keep the consultant tracker up to date at all times.

oLiaise closely with CTG’s Risk Management Team in regard to staff and consultant risk mitigation measures.

oBe involved with the management of serious incidents as required and in line with CTG Risk Management standard operating procedures and protocols.

Permanent Staff Supervision

·Supervise Account Managers and Associates to deliver their tasks and responsibilities to a high standard.

·Undertake Annual Appraisals with all supervisees.

·Design and implement a structured capacity development program for supervisees, as needed.

Team Management Contributions

·Be the Female First Focal Point for Afghanistan and represent the Afghan team at CTG global female first discussions and initiatives, as required.

·Suggest improvements to and strategies for overcoming challenges in the overall CTG-Afghanistan business processes.

·Actively participate in CTG Afghanistan fortnightly Team Meetings.

·Participate in the recruitment of new permanent staff.

·Deputize to the Deputy Country Director in his absence, as required.

·Contribute to team adherence to Covid-19 mitigation measures are adhered in the CTG Afghanistan office, including mask wearing, social distancing, etc.

Business Development

·Look for new busines opportunities in Afghanistan.

·Provide support to the Regional Director and CTG’s bid team in the preparation of bids.

·Attend meetings with potential new clients whether remote or in-person.

Marketing and Communications

·Provide any needed marketing and communications information to the Marketing and Communications Team.

·Secure permission for and ensure that information for DILOS is collected in an appropriate fashion.


  • Source, recruit & on boarding new project staff, ensuing that CTG’s objectives of achieving gender parity in its staff numbers are adhered to.
  • Independently manage projects on behalf of our clients.
  • Maintain HR records.
  • Deal with daily consultant & client enquiries.
  • Maintain CTG consultant databases & relevant documentation.
  • Support payroll preparation.
  • Ensure all staff operate in compliance with company policies & procedures.
  • Liaise closely with the CTG Afghanistan’s Security & Risk Management Team to ensure CTG’s high standard of Duty of Care is consistently applied.
  • Support & suggest improvements to the entire recruitment process.
  • Maintain recruitment procedures that comply with Afghanistan labour law.
Project reporting

The Senior Account Manager reports to the Deputy Country Director.

Key competencies

Education: - Bachelor's Degree in a relevant field is essential, Master’s Degree in a relevant field will be an advantage. Work experience: - Minimum of 8 years of demonstrable relevant HR or Project Management experience. - Some experience & knowledge of M&E would be advantageous. - Experience working with UN or on other large donor funded project & programs. - Experience working for a global international organization. - A knowledge of humanitarian & international development protocols & practices. Geographical experience: - This position is only open to Afghan nationals. Languages: - Fluency in Dari or Pashtu, with knowledge of the other language. - Excellent written & spoken English. Required competencies: - Strong organizational abilities. - Excellent interpersonal skills. - Project management experience. - Client relationship experience. - Ability to work on own initiative. - Problem solving skills. - Dedication, commitment & flexibility. - HR communication skills.

Team management

The Senior Account Manager may be required to supervise Account Management Assistants & Associates.
