The Governance for Resilient Development (Gov4Res) Project works with Pacific governments to ensure that countries adapt their decision making and governance systems towards more resilient development. The theory of change for the project  rests on a core assumption that Pacific Island people will be more resilient to the impacts of climate change and disasters if countries manage all development through a risk informed approach. This involves planning, financing, implementing and appraising development initiatives from a risk informed perspective, considering risks from climate change and disaster events, as well as gender and social inclusion needs.

The Gov4Res Project has three outcomes areas1) government planning and financing systems enable gender and socially inclusive risk-informed development; 2) country oversight and accountability systems require gender and socially inclusive risk-informed development; and 3) regional organisations, policies and practices are actively supporting gender and socially inclusive risk-informed development. 

UNDP is partnering with a range of partners to deliver this project across the Pacific including Australian Department of Foreign Affairs and Trade (DFAT), the New Zealand Ministry of Foreign Affairs and Trade (MFAT), Korea International Cooperation Agency (KOICA) and Swedish International Development Cooperation Agency (SIDA).

In partnership with the Gov4Res team based in Suva, the Gov4Res Resilience Coordinator will support the team in coordination and implementation of in-country project activities; liasing with project stakeholders including non-government organisations, local government and national government agencies; provision of capacity development and mentoring support; undertaking monitoring, evaluation and learning; and developing communication materials.

The Gov4Res Resilience Coordinator  will be based in Honiara to support the Gov4Res project implementation in the Solomon Islands. The incumbent is expected to work under the direct supervision of the Project Manager of Gov4Res, based in the UNDP Pacific Office in Fiji and in partnership with the project’s Solomon Islands Resilient Development Advisor in Honiara. He/She will work across technical areas of work and project implementation and coordination. The scope of work includes:

Duties and Responsibilities

The position will report directly to the Project Manager for the UNDP Governance for Resilient Development in the Pacific (Gov4Res) Project under the overall guidance of the Resilience and Sustainable Development Team Leader and will work in collaboration with other members of the Resilience and Sustainable Development team including the broader Gov4Res team and key partners. 

Support implementation and coordination of risk informed development initiatives in the Solomon Islands
  • Support the coordination of project implementation across the portfolio of activities in Solomon Islands and work closely with the Resilient Development Advisor to undertake work plan and identify entry points
  • Provide assistance and advice to national counterparts and their institutions on risk informing development (incorporating gender and social inclusion) in relation to planning, budgeting and financing at the national and subnational level
  • Provide risk screening and risk assessment guidance and training -for a variety of stakeholders, including NGOs and government agencies
  • Coordinate capacity building sessions on integration of gender and social inclusion considerations, as well as the utilisation of evidence in risk informed development 
  • Facilitate in-country coordination of stakeholders including NGOs, government agencies and regional organisations such as the Commonwealth Local Government Forum (CLGF) to integrate consideration of climate change and disaster risks into community development projects, processes, plans and budgets as well as government processes, plans and budgets
  • Support the development of peer to peer learning initiative and the development of communities of practice on risk informed development, gender and social inclusion and other thematic areas
  • Support facilitation of Gov4Res small grant and government grant funding through organisation of information sessions, review and assessment of project applications, communication with potential grantees and support for proposal development and capacity assessment processes, as well as provision of risk screening / assessment support
  • Support the formation and coordination of country-based technical working groups for risk informed community-development
  • Support the implementation of project activities through implementing partners including national ministries and coordinate the work plan and yearly programme of activities

Assist in monitoring and evaluating (M&E) the delivery of Gov4Res initiatives in country and support the development of communications and knowledge products that promote Gov4Res outcomes

  • Support the Gov4Res M&E team to gather data, information and evidence at a country level in contribution to  the M&E framework of the project
  • Work collaboratively with operations and finance staff to communicate data and information for the Solomon Islands to support overall project monitoring, evaluation and learning processes
  • Prepare activity reports, with analysis of project outpts and relevant findings to inform project reporting
  • Support relevant M&E initiatives to strengthen understanding of risk integration in the Solomon Islands
  • Assist in M&E of the small grants initiative and government on-granting initiatives and reporting of project progress and completed projects on the ground
  • Undertake project site monitoring visits as required
  • Support the development of case studies and other knowledge products (in conjunction with the project’s communication team) of good practice in risk informed development, for dissemination of learning and replication as appropriate
  • Support communications and visibility of Small Grants Initiative (SGI) and other related community development project work, to ensure awareness of activities and the importance of risk informing at a community level
  • Liaise with communications support personnel to create communications plans for national events and to highlight Solomon Islands project results
  • Support in preparation of reports on assigned project activities as required

 Required Skills and Experience

 Education:
  • Advanced university degree (Master’s degree or equivalent) in management, social science, economics, development, climate change or related field is required, or
  • A first-level university degree (Bachelor’s degree) in the areas mentioned above in combination with additional 2 years of qualifying experience will be given due consideration in lieu of Master’s degree.
Experience:
  •  A minimum of 2 years (with Master’s Degree) or 4 years (with Bachelor’s Degree) of work experience in project implementation and support including coordination, knowledge management and relationships management.
  • Strong analytical, reporting and writing skills
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems.
  • Working experience in Solomon Islands and/or other Pacific Isand Countries and understanding of cultural and socio-economic context and development challenges in Solomon Islands is an asset.
  • Demonstrated working experience with knowledge of issues concerning gender, persons with disabilities and other marginalised groups and development of communications materials in a gender sensitive and inclusive way
  • Demonstrated experience in supporting project implementation in the development sector and/or small grant programs
  • Experience in delivering training and other needed capacity/ institutional building support to a wide range of stakeholders is an asset 
  • Experience in an international setting with the UN or with international organisations is an asset
  • Working knowledge of risk informed development and/or climate change and disaster risk 
  • Experience in usage of the ERP system (e.g. Quantum, UNAll) is a distinct advantage
  • Knowledge of Pacific Island languages and culture would be an asset.

Required Languages:

  • Fluency in English and Solomon Pidgin is required.
