UNDP is the knowledge frontier organization for sustainable development in the UN Development System and serves as the integrator for collective action to realize the Sustainable Development Goals (SDGs).
UNDP's policy work carried out at HQ, Regional and Country Office levels, forms a contiguous spectrum of deep local knowledge to cutting-edge global perspectives and advocacy. In this context, UNDP invests in the Global Policy Network (GPN), a network of field-based and global technical expertise across a wide range of knowledge domains and in support of the signature solutions and organizational capabilities envisioned in the Strategic Plan.
Within the GPN, the Bureau for Policy and Programme Support (BPPS) has the responsibility for developing all relevant policy and guidance to support the results of UNDP's Strategic Plan. BPPS's staff provides technical advice to Country Offices, advocates for UNDP corporate messages, represents UNDP at multi-stakeholder fora including public-private dialogues, government and civil society dialogues, and engages in UN inter-agency coordination in specific thematic areas. In addition, BPPS works closely with UNDP's Crisis Bureau (CB) to support emergency and crisis response. While ensuring that issues of risk are fully integrated into UNDP's development programmes, BPPS also assists UNDP and partners to achieve higher quality development results through an integrated approach that links results-based management and performance monitoring with more effective and new ways of working. Lastly, BPPS supports UNDP and partners to be more innovative, knowledge and data driven including in its programme support efforts.
UNDP’s Sustainable Finance Hub (SFH) draws on a critical mass of UNDP expertise, initiatives, and partnerships to support the mobilization and leveraging of resources for the SDGs, Paris Agreement and Global Biodiversity Framework. It works through five service offers: integrated national financing frameworks and portfolios, public finance for the SDGs, unlocking private capital for the SDGs, SDG impact management and finance tracking, and the SDG Finance Academy. SFH is an integral part of both the Bureau for Policy and Programme Support (BPPS) and the Bureau of External Relations and Advocacy (BERA), as well as part of the GPN. The Hub serves as a connector, broker and global coordinator among internal and external actors; curates and manages UNDP’s catalogue of service offers on SDG financing to governments, investors and companies, via country offices, to significantly enhance the scale and impact of UNDP’s work.
Integrated national financing frameworks (INFFs) were first introduced by UN Member States in the 2015 Addis Ababa Action Agenda as a country-led approach to strengthen public and private financing for sustainable development. Today, more than 85 countries are using the INFF approach to integrate financing and national planning, bringing together policymakers, private sector, civil society, development partners and others to deliver financing policy reforms, build capacity and coordinate action to strengthen SDG financing. They are shaping risk-informed financing strategies and advancing reforms to public and private financing policies, regulations and instruments designed to mobilise and align capital with national sustainable development priorities. UNDP leads technical support to these processes at the country level, and is part of the INFF Facility, a partnership with UNDESA, UNICEF, OECD, the EU, Italy, Sweden and Spain.
The INFF Communications Lead will be an integral member of the global INFF team within the Finance Sector Hub and INFF Facility. This person will lead the implementation of INFF communications and knowledge management toward the objectives of deepening awareness and understanding of progress and lessons, raising the profile and engaging new partners with INFFs at the global, regional and national levels. The person will maintain and curate the sharing of country experiences through inff.org, social media and other channels, develop multi-media communications outputs, amplify and support communications and knowledge management at the country and regional level, support a community of practice and collaborate on joint communications with partners of the INFF Facility.
Under the direct supervision of the SDG Finance Advisor and INFF Team Lead and working closely with other team members in the SFH, the INFF Communications Lead will be responsible for the performance of the following functions and duties:
INFF Communications and Knowledge Management at global level
- Lead the delivery of the INFFs global communications strategy for UNDP and the INFF Facility, working closely with other INFF Facility partners and in connection with the broader SFH communications strategy and efforts;
- Lead knowledge management on INFFs, maintaining and growing structures to capture and share and report on insights into INFF experiences at the country, regional and global levels, including appropriate quality assurance procedure;
- Work with UNDP country and regional offices as well as INFF Facility partners to develop content on INFFs in multiple formats;
- Lead and coordinate communications before, during and after key events including the annual FFD Forum and other global and regional events;
Collaboration for effective partnership building and development
- Facilitate e-discussions, on/offline events and webinars;
- Monitor and analyze the performance of communications channels, products and media coverage, providing recommendations for further optimization.
- Lead implementation of an external INFF communications strategy, working closely with UN-DESA, UNICEF, the OECD, EU and other partners;
- Build and maintain collaboration on INFF communications with partner organizations, including INFF Facility funders and other organizations supporting INFF implementation.
- Utilize UNDP’s UNITY CRM system for partnership building efforts and ensure appropriate tracking of partnership pipeline efforts.
Management of the INFF knowledge platform inff.org
- Oversee the updating and maintenance of inff.org as a platform for countries and partners to be able to connect, share and learn about INFFs;
- Coordinate the development and promotion of country content via the inff.org platform;
- Ensure inff.org is kept up to date with relevant resources and material related to INFF;
- Promote the use of the inff.org platform by governments, national and international stakeholders and partners;
- Develop and implement a social media strategy for inff.org.
Coordination of INFF community of practice within UNDP
- Manage internal platform for knowledge management, exchange and support for practitioners across UNDP at the country, regional and global levels;
- Manage series of internal INFF exchanges;
- Support UNDP Regional Bureaus and Country Offices with their INFF communications;
- Enhance communications and knowledge management from the regional and country levels through the INFF Platform inff.org, social media and other INFF Facility communication assets.
Collaboration on UNDP’s SDG Finance Communications and Knowledge Management
- Working closely with the SFH Chief of Programme and Communications Team, contribute toward the enhanced communications and knowledge management efforts of UNDP’s SDG finance services and products;
- Take part in SFH monthly communications coordination calls and engage with the SFH communications community on a regular basis;
- Collaborate with SFH teams to mainstream INFF content across products and communications, including via the SDG Finance Knowledge Platform.

Institutional Arrangement
The INFF Communications Lead will work under the technical supervision of the SDG Finance Specialist and direct supervision of the Chief, Programme Coordination in the SFH, as well as in close collaboration with the SFH Strategy and Knowledge Specialist and Head of SFH Communications. An organigramme for the SFH-INFF unit structure is provided in Annex I.
Travel:
- This is a home-based assignment, so no travel to/from the duty station is envisaged.
- Cost of other travel, as deemed necessary by UNDP while performing the outlined functions, shall be at UNDP’s expense and in accordance with the applicable UNDP travel policy.
- For this particular assignment, the incumbent may be requested to undertake travel to support country offices and meet with stakeholders at the country level.

- Demonstrated experience coordinating knowledge management systems for the purpose of learning, exchange and reporting is desirable.
- Familiarity with Integrated National Financing Frameworks is desirable.
- Previous work experience with UNDP / UN in similar functions is an advantage.
- Master’s degree or Bachelor degree in Communications, Journalism, Marketing, Social Science or other relevant areas of study or closely related fields is required.
- Minimum 9 years with Bachelor degree OR Minimum of 7 years with Master degree of professional experience in communications, PR, developing audience-specific content for communications and marketing pieces, engagement, and advocacy calls to action, etc. is required
Required Skills:
- Demonstrated experience in developing and implementing global communications strategies is required.
- Demonstrated experience in identifying, collecting and curating content to support storytelling in digital channels, is required.
- Demonstrated experience building and maintaining effective communications partnerships with external organizations is required.
- Demonstrated excellent writing and editing skills required.
Language:
- Proficiency in the English language both spoken and written.
- Working knowledge of another UN language is an asset
