The Council of Europe Development Bank (CEB), established in 1956, is a multilateral development bank with a unique social mandate. The CEB works to strengthen social cohesion and build thriving communities in Europe by financing projects that promote inclusive growth, support vulnerable groups and bolster environmental sustainability.

The Loans & Social Development Directorate (L&D), at the heart of the project lifecycle, cooperates closely with other CEB Directorates to develop the Bank’s loan and grant operations, within the orientations of the CEB’s Development Plan, and fulfil the CEB’s distinctive social mandate. L&D develops relations with borrowers, identifies opportunities for financing social investments, manages key aspects of project appraisals, negotiates contracts, structures financial offers and monitors use of funds.

The Grant Operations & New Instruments Division (L&D-GO), under the framework of the CEB’s loan and project financing policy, oversees and manages EU grants and other donor-funded projects and programmes. These include flagship initiatives such as the Regional Housing Programme (RHP) in the Western Balkans, the “Strengthening Health Care Infrastructure for All” (SHIFA) and Kilis projects in Türkiye. In addition to project management activities, the Division identifies and designs new grant operations and innovative instruments, and supports the CEB-EU cooperation by actively engaging in EU project calls for proposals, among other activities.

The CEB is looking for a skilled Liaison Manager for Ukraine to enhance CEB’s ability to engage effectively with local stakeholders, support CEB Project teams during the project life cycle, including information gathering, coordination, supervision of technical assistance activities, field visits on the ground. Following an induction period based in Paris for a few months, the successful candidate will be located in Kyiv with regular travels to Paris. He/she will report to the Head of Grant Operations & New Instruments Division as well as to the Principal Country Manager for Ukraine and work in close collaboration with colleagues in other CEB Divisions.


Academic background:
An advanced university degree in economics, social sciences or equivalent.

Professional background:
Minimum of 5 to 7 years of proven professional experience in banking, project financing or financial management acquired in an engineering/construction firm, a consulting firm, an international organisation, Multilateral Development Banks (MDB) or other International Finance Institutions (IFI).
Experience in blending loans and grants will be considered an asset.
Very good understanding of Ukrainian political, social and economic context, financial statements and budget processes.
Good understanding and awareness of various aspects relevant to project assessment, such as technical requirements, sector knowledge, legal background, sensitiveness to risks, procurement rules.
Proven ability to manage and work with independent third-party consultants is an asset.
Strong capacity to identify client needs, propose and implement solutions and efficiently communicate them to clients.
Sound judgement skills and ability to analyse situations and assess risks, opportunities and results.
Good ability to propose proactive actions to achieve strategic objectives.
Capacity to deal with conflicts of interests and to minimise the impact on quality of output and inter-service relations.
Capacity to adapt communication styles, including in writing, to address different audiences.
Ability to build and support effective partnerships with external stakeholders.
Capacity to represent the CEB in external events.
Strong writing skills to draft clear, concise and convincing reports, presentations and documents. Proficient level of financial technical writing and familiarity with development banking.
Good capacity to communicate adequately and persuade others in critical situations.
Proficiency in the use of standard office software (MS Office suite, Zoom, etc.).

Language skills:
Excellent command of one of the two CEB official languages (English and French), both oral and written, and knowledge of the other, with a commitment to reach a good working level.
Excellent command of the Ukrainian language, native proficiency would be an asset.
