As part of its modernisation agenda, the IEA is strengthening its role as a global clean energy hub and aims to be the world’s leading source of analytic work and policy advice on energy efficiency aimed at a global audience. Our team of policy analysts contribute to a growing programme of work covering all aspects of energy efficiency from projecting the potential for energy efficiency across all sectors of economies, to evaluating the multiple benefits and impacts of policy measures, to financing energy efficiency. The analytical portfolio leads to extensive policy advice that is globally applicable as well as capacity building activities aimed primarily at emerging economies in support of their social, economic and climate change objectives.
The IEA is recruiting a Senior Oil Market Analyst to work in the Oil Industry and Markets Division (OIM) in the IEA’s Directorate of Energy Markets and Security (EMS). The selected candidate will be part of a close-knit team that generates forecasts and analysis of the oil market under demanding deadlines. S/he will work on the IEA’s flagship monthly Oil Market Report (OMR) and its annual Medium Term Oil Market Report and will provide general support work for the functioning of the division. S/he will work under the supervision of the Head of Division.
Job Description
Research and Analysis
- Plan, prepare and undertake high quality quantitative and qualitative analysis covering the oil industry and markets over the short and medium term. The focus of the role will depend on the experience of the candidate and the needs of the division but may cover demand, supply, refining, stocks, prices and/or trade.
- Lead the development of appropriate models to enhance the quality of the analysis.
- Draft appropriate sections of the IEA's flagship monthly publication Oil Market Report (OMR) and the annual Medium Term Oil Market Report (MTOMR).
- Draft adhoc reports and online content under frequent and tight deadlines, both individually and in teams and ensuring dissemination.
- Co-operate with colleagues from the agency on cross-disciplinary analytical projects.
Leadership and Management
- Provide intellectual guidance in developing thought leading analysis of oil market trends.
- Manage and mentor junior analysts and support staff.
- Contribute to the definition of strategic directions of the policy work on oil market issues.
- Present analysis and findings at meetings of the IEA’s Standing Committees.
Liaison and outreach
- Collaborate with other Divisions and teams in the Agency and participating in preparations and the running of meetings of various IEA groups and committees.
- Liaise with representatives of IEA member and association governments, industry, international organisations, and other institutions involved in oil industry and market analysis.
- Represent the IEA on subjects related to oil market analysis at international conferences and seminars.
- Participate in missions to member and non-member countries.
Qualifications
Academic Background
- An advanced university degree in petroleum geology or petroleum engineering, economics, journalism or other relevant discipline.
Professional Background
- A minimum of 8 to 10 years' experience in a research, consulting, corporate planning and/or oil and/or product trading capacity.
- Policy experience with exposure to energy questions in government and/or industry.
- Professional experience preferably in a cross-national context working on oil market analysis and research.
- Demonstrated experience in quantitative data analysis and in developing analytical methodologies and tools.

Languages
- An excellent level of oral and written communication skills and excellent drafting ability in English.
- Working knowledge of other languages would be an advantage.

Contract Duration
- Two-year fixed term appointment, with the possibility of renewal.
- Depending on level of experience, monthly salary starts at 9,059 EUR or 10,310 EUR, plus allowances based on eligibility, exempt of French income tax.

Salary Information
- Please note that the appointment may be made at one grade lower in the specified job family, based on the qualifications and professional experience of the selected applicant.
Selection Process
For retained candidates, written tests/video-recorded interviews are foreseen end January 2024 and panel interviews are planned for mid March 2024.
