The International Energy Agency (IEA) is an intergovernmental organisation committed to advancing security of energy supply, economic growth and environmental sustainability through energy policy co-operation. The IEA operates as an autonomous body within the framework of the Organisation for Economic Co-operation and Development. Both the IEA and the OECD seek opportunities to work with an increasing number of non-members of growing importance to the world economy. The Agency aims to foster the contribution of the energy sector to economic development and environmental sustainability.
The Office of Energy Efficiency and Inclusive Transitions (EEIT) is tasked with working with all IEA member and partner countries, and engaging globally, to support the design and implementation of best practice policies relating to energy efficiency and also people-centred, inclusive clean energy transitions. It has a strong focus on engaging key emerging economies and regions, as well as working with all members on topics including best practice efficiency policies, measuring energy and social impacts, behaviour change, and digitalisation.
At a crucial moment in clean energy transitions, and energy efficiency’s key place in this, the senior programme manager will be responsible for leading the Office’s analytic work on energy efficiency, including global market and policy trends, impacts and technology analysis. This work will help governments design and implement high quality policies and programmes in energy efficiency to support emissions reduction, affordability and energy security globally. He/she will work under the management and direction of the EEIT Head of Office.
Job Description
The selected candidate will be responsible for a broad array of activities to analyse and support energy efficiency in IEA member countries and beyond.
Leadership and Management
- Working with the EEIT’s Head of Office, and in cooperation with other senior team members, to support IEA management in setting the strategic direction of the Agency’s energy efficiency work.
- Providing leadership to the Office’s team of analysts, shaping and directing the work programme.
- Leading the delivery of high quality, innovative and insightful analysis in support of governments’ policy agendas in energy efficiency and clean energy.
- Planning, managing, and reporting on programme scope, delivery and budget.
- Developing the skills and competences of the analytic team, leading them in the highest levels of productivity and quality in their work
- Securing funding for research activities.
Energy Analysis
- Leading the delivery of the IEA’s programme of work on the global analysis of energy efficiency, examining energy efficiency progress and trends, policy impacts, digitalisation, and market development.
- Leading the team’s monitoring of developments in the implementation of energy efficiency policies in IEA member and partner countries, and globally, across all sectors; conducting quantitative and qualitative analyses of global and regional energy end-use trends.
- Identifying and sharing best practice in policy design and implementation; tracking technological innovation and its implications for energy efficiency; and undertaking sectoral analysis.
- Ensuring the timely delivery of high-quality energy efficiency analyses, publications and events, with an emphasis on excellent communication, to meet the needs and priorities agreed by member countries.
Liaison and Outreach
- Strategically developing IEA’s global relationships on the topic of energy efficiency, building IEA’s position, and encouraging collaboration and engagement with governments and international organisations.
- Serving as a focal point for leadership and collaboration within the Agency on energy efficiency issues, and representing EEIT at IEA committee meetings as required.
- Actively engaging in the IEA Secretariat’s external cooperation and outreach on energy efficiency, including representing the Agency at high-level international fora.
Qualifications
Academic Background
- An advanced university degree in a relevant discipline such as economics, public policy, energy, science, statistics, environmental policy, or engineering.
Professional Background
- Minimum of 10 years experience working on energy and/or environment policy, analysis or research.
- Policy experience with exposure to energy questions in government and/or industry.
- Experience in undertaking and managing high quality, innovative data analysis, research and publication.
- Experience in leadership and team management.
- Experience in areas such as energy markets, electricity systems or digital technologies would be an advantage
- Professional experience preferably in a cross-national context working on relevant energy policy and environmental-related questions.
- Relevant experience in programme management (including fundraising, planning and reporting).
Languages
- Excellent knowledge of written and spoken English; working knowledge of other languages would be an advantage.
- Knowledge of other languages would be an asset.
Core Competencies

Contract Duration
- Two-year fixed term appointment, with the possibility of renewal.
- Depending on level of experience, monthly salary starts at 10,310 EUR, plus allowances based on eligibility, exempt of French income tax.

Salary Information
- Please note that the appointment may be made at one grade lower in the specified job family, based on the qualifications and professional experience of the selected applicant.
Selection Process
For retained candidates, written tests/video-recorded interviews are foreseen for the end of January 2024 and panel interviews are planned for beginning of March 2024.
