The Merged Areas Governance Programme (MAGP) is a comprehensive governance initiative that focuses on technical assistance and implementation support to the Government of Khyber Pakhtunkhwa (GoKP) in the integration of the Merged Areas (MAs) (ex-FATA) in three main areas: (1) accelerated development with an emphasis on the delivery of basic services; (2) border governance and connectivity; and (3) support to local governance. Under its new project document signed on December 15, 2022, MAGP has mobilized additional resources, stepping up its delivery by 140% under its approved Annual Workplan in 2023 (growing from USD 3,983,898 in 2022 to 9,559,591 in 2023). To accelerate delivery to fulfill its commitments to the GoKP and key development partners, MAGP will have to explore innovative systemic solutions and new operational modalities to support the implementation of the expanded programme structure.
UNDP adopts a portfolio approach to accommodate changing business needs and leverage linkages across interventions to achieve its strategic goals. Therefore, UNDP personnel are expected to work across units, functions, teams, and projects in multidisciplinary teams in order to enhance and enable horizontal collaboration.
Elaborate and manage implementation of innovative and sustainable procurement strategies and policies that are in alignment with principles of fairness, integrity and transparency to achieve best value for money.
- Ensure full compliance of procurement activities with UN/UNDP rules, regulations, policies, and strategic priorities through effective internal controls and properly used client –oriented procurement management system.
- Conceptualizes, elaborates and implements strategic procurement in MAGP and coordinates with the CO, including on sourcing strategy, supplier selection and evaluation, quality contract management, contract administration, contract appraisal, cost reduction strategies, customer relationship management, e-procurement, and performance measurement.
- Supports implementation of proper monitoring systems, mechanisms and controls for procurement processes that cover RFQ, ITB or RFP, receipt of quotations, bids or proposals, and negotiation of certain conditions of contracts in full compliance with UNDP rules and regulations.
- Coordinates with the CO Procurement team for review and certification of submission of documents to internal procurement review committees (CAP, RACP and ACP).
- Coordinates with CO Management to ensure signing and management of procurement contracts and perform delegated responsibilities in e-procurement for Purchase Orders approval. Implement the internal control system that ensures purchase orders are duly prepared, dispatched, and corrected on a timely basis when there are errors or other problems.
- Analyzes financial reports (cash flow statements, income statements, balance sheets) of major corporations considered for contract awards.
- Analyses bids, prepares support documentation and procurement award recommendations.
- Monitors vendor performance and ensures timely delivery and quality of services, expedites delivery as appropriate.
- Secures compliance with procurement and Financial Rules & Regulations, General Terms & Conditions, office SOPs and Auditor's recommendations/observations in all procurement activities. Provide guidance to my colleagues in the procurement and customer units in all related rules and regulations.
- Coordinates with the CO for the preparation/oversees preparation and distribution of invitations to tender and manages/conducts all aspects of bid/proposal evaluations.
Introduce and implement strategic sourcing strategy and e-procurement tools to find best values in marketplace and align purchasing strategy to project and CO goals.
- Elaborate supplier selection and evaluation criteria, and quality and performance measurement mechanisms.
- Manage and e-procurement system utilization within MAGP.
- Conducts market research to keep abreast of market developments; researches and analyzes statistical data and market reports on the world commodity situation, production patterns and availability of goods and services.
- Identifies new technologies and products/services, evaluates and recommends potential supply sources and participates in the incorporation of research results into the procurement program.
Facilitates procurement knowledge building and knowledge sharing in MAGP, CO, Region, UNDP and UN.
- Organize procurement training for vendors on e-procurement modules.
- Synthesize lessons learned and best practices in procurement.
- Make sound contributions to knowledge networks and communities of practice.

- CIPS level 3 or equivalent is mandatory, CIPS level above 3 is an asset.
- Minimum of 2 years (with master’s degree) or 4 years (with bachelor’s degree) of relevant experience at the national or international level in public sector procurement management.
- Experience of procurement services management is desirable.
- Experience of UN Rules and regulations is an asset.
- Experience in the use of computers and office software packages (MS Word, Excel, etc.) and advanced knowledge of web-based management systems such as ERP.
- Experience in administration and/or project management is an asset.
Language Requirements:
- Fluency in oral and written English is a requirement.
- Fluency in Urdu is an asset.
