Org. Setting and Reporting
This position is located in the Narcotics Control and Estimates Section (NCES), Secretariat of the International Narcotics Control Board (SINCB), Division for Treaty Affairs (DTA), United Nations Office on Drugs and Crime (UNODC), in Vienna. The Project Coordinator will report to the Drug Control Officer in NCES who serves as the Project Manager of the INCB learning project GLO/Y04“Improving the implementation of the international drug control conventions through strengthening capacity for the control of licit activities related to narcotic drugs, psychotropic substances and precursor chemicals”, with additional substantive supervision by the Chief of NCES. The Secretariat of the INCB is an administrative entity of UNODC reporting directly to the Board on substantive matters.
Responsibilities
Within delegated authority, the Project Coordinator will be responsible for the following duties: • Organize and implement a variety of programme activities aimed at enhancing the institutional knowledge and understanding of the Governments, civil society and UN agencies of the nature and extent of the international drug control system and at improving national, governmental and inter-governmental drug control policies, strategies, plans and cooperation. • Assist in the organization and delivery of a variety of specialized technical services for governments in targeted South American, Central American, Caribbean countries, and other regions, i.e. expert group meetings, training seminars, awareness raising activities, in order to assist them in the ratification and/or implementation of the international conventions and other international legal instruments related to drugs. • Monitor and review best practices, methodologies and programmes in areas related to drug control and contributes to their promotion among Member States; pilot-tests promising practices through the design and implementation of special programmes and projects; summarizes experience from pilot projects. • Provide substantive inputs and/or prepare the substantive and programmatic reports to the Commission on Narcotic Drugs (CND), Economic and Social Council (ECOSOC), General Assembly (GA) and other legislative and technical bodies as well as their subsidiary bodies. • Participate and assist in the substantive and administrative servicing of the meetings of the International Narcotics Control Board with regard to INCB Learning activities. • Prepare/draft a variety of written outputs, such as background papers, correspondence with governments, working papers, mission reports, analyses, briefings, presentations, policy proposals and documents, regular and ad hoc reports, studies, summary reports, manuals, guides, toolkits. • Participate in programming, need assessment and other technical missions, where necessary, to evaluate and elaborate technical assistance proposals with cooperating governments, international funding institutions (IFIs), UN agencies, non-governmental and/or civil society organizations (NGOs/CSOs). • Prepare, review and appraise memoranda of understanding (MOU) and host country agreements; monitor and assess the implementation of such documents. • Participate and carry out periodic assessments of the programme performance; participate in selected tripartite reviews and evaluations of programme and projects; prepare, review and assess reports on the status of programme implementation. • In collaboration with UNODC/IES, initiate and facilitate desk evaluations and/or external independent evaluations of the project as required. • Coordinate internally with all SINCB sections for the planning and implementation of project activities; liaise and inform INCB Learning focal points on fundraising activities and project progress. • Contribute to fund-raising in relation to the project by preparing the materials and participating in and leading donor meetings and fund-raising missions; building support for cost-sharing contributions from the Governments, and identifying other local funding sources for the INCB Learning project and its activities, etc. • Contribute to the development and management of the project’s databases with the information on various aspects of drug control. • Explain and clarify to governments, civil society organizations, UN agencies, their officials and representatives as well as to the public in general the INCB Learning project’s work, policies and strategies including conducting outreach activities. • As requested, attend policy-making and technical meetings to monitor and analyze events and discussions. • When requested, assist in the recruitment of personnel for the project by coordinating/conducting panel interviews, by evaluating candidates' applications and qualifications, by drafting substantive recommendations and reports for submission to HRMS and/or Central Review bodies, by drafting terms of reference/job descriptions, etc. • Liaise on substantive issues with counterparts in UN and UNODC, both in Vienna and in the field, officials of other organizations and specialized agencies. • Monitor the expenditures and utilization of funds in the assigned areas of responsibility; draft parts of or contributes to the preparation of the necessary programme or project documents and reports, such as progress reports, work plans, programme budget, programme performance reports, etc. • Supervise the Programme Assistant of the project as well as the consultants and individual contractors; mentor and guide interns under the project. • Perform other work-related duties as required.

Education
Advanced university degree (Master’s degree or equivalent) in economics, international relations, political science, or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of five years of progressively responsible experience in project management in the area of drug control, crime and/or terrorism prevention, law enforcement, prosecution, criminal justice, international relations or related area is required. Experience in working in international organizations is required. Experience in working with an ERP system is required. Experience in working with the in-house SAP/Umoja system is desirable. Experience in programme/project coordination and implementation as well as fund raising is desirable. Experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and Spanish, i.e. oral and written proficiency, is required. Knowledge of other official United Nations languages is an advantage.
