2.About the EpiC Project
Meeting Targets and Achieving Epidemic Control (EpiC) is an eight-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). Started in 2019, the project provides strategic technical assistance (TA) and direct service delivery to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, treatment programming and viral load (VL) suppression among key populations (KPs) and priority populations (PPs). In India, EpiC works to strengthen organizational capacity of local civil society organizations (CSOs) working with key populations and people living with HIV (PLHIV) in Maharashtra and Telangana states. EpiC also supports innovations in sustainable financing which includes providing technical and funding to local CSOs to manage social enterprises for generating revenue to support HIV and other social outcomes.
3. Background
As of the end of 2021, India had 2.4 million PLHIV, with 1.56 million on Anti-Retroviral Therapy (ART) by March 2022. Over the last decade, the landscape of HIV infection in India has undergone significant changes due to the remarkable improvements in ART, leading to increased life expectancy among people living with HIV (PLHIV). Mathematical models projected that the mean age of HIV-infected individuals would rise from 38.4 years in 2005 to 45.5 years in 2025, with the proportion of those aged 50 years or older increasing from 19% to 37% during the same period. Global studies predict that by 2030, 73% of PLHIV will be aged 50 years or older. As the life expectancy of PLHIV is improving, they experience a disproportionate number of comorbidities and premature onset of geriatric syndromes, such as frailty. As survival for PLHIV increases and HIV treatment continues to minimize pill burden and toxicity, medical care for PLHIV needs to include more primary prevention activities, particularly for the common comorbidities of aging, which they may experience at earlier ages than the general population. Hence it is important to assess these specific and varied needs of the aging PLHIV and provide them a differentiated but integrated model of care which will not only increase their life span but also their health span.
The National Coalition of People Living with HIV (NCPI+) is a community-based organization (CBO) representing the voices of PLHIV across India. With a strong regional presence in Pune, NCPI+ is supported by the Network of Maharashtra by People Living With HIV/AIDS (NMP+), providing essential services and support to 20,000 PLHIV in Pune. NMP+ is being supported under EpiC to demonstrate community-based integrated healthcare model for addressing care of chronic co-morbidities and non-communicable diseases (NCDs) among 500-7,00 PLHIV aged 40 years and above in Pune district. A package of services is to be provided to the eligible PLHIV that will include screening for – hypertension, diabetes, osteoporosis, cancers (oral, cervical and breast), and cardiovascular disease (CVD) and mental health (anxiety and depression).
4.Activity
One of the primary activities needed to support the intervention with aging PLHIV, is to develop self-care modules for prevention and management of non-communicable diseases (NCD). These modules will be used by community-based outreach workers, peer educators and/or lay counselors who engage with aging PLHIV routinely.

Mode of delivery
Delivery of the self-care sessions will be done in-person (one-on-one and sometimes in small groups) either during home visits or during client visits at the NMP+ Integrated Health Center (IHC) run by NMP+ in Pune. Facilitators of the sessions will be provided flip books / clue cards, and guidance notes for ensuring structured and appropriate and accurate delivery of content.
5.Scope of Work for Consultant
FHI 360 India is looking for a suitable candidate for the position of Consultant – Content development for NCD self-care modules to support the Technical Specialist – HIV Adjacent areas, in developing the technical content (in English).
Specific roles and responsibilities of the Consultant includes:
- In-depth desk review of all available and relevant global and national literature on NCD and HIV, and NCD-HIV integration under the National AIDS Control Program in India
- Develop simple content for the four modules suggested above.
- Develop a field handbook for the self-care modules that will act as a reference guide for the facilitators. This handbook should include:
- Guidelines to ensure that the delivery of the modules in uniform across facilitators.
- Detailed talking points to help the facilitators communicate the content to the participants effectively. This can include short stories that will make the communication more interesting.
- Key messages to summarize each module.
6.Deliverables submission and timelines: A total of 30 working days over three months - February 2024 till April 2024.

8.Desired qualification and experience:
- Master’s degree in public health/social science, preferably MBBS/specialist in internal medicine, with experience of working in HIV/with PLHIV.
- Strong technical working knowledge of NCDs, in the context of HIV will be an added advantage.
- Vast knowledge on HIV and NCD and demonstrated experience on developing community- and/or facility-based technical guidelines, training resources.
- Familiarity with Indian public health sector, specifically HIV and AIDS
- Demonstrated written, presentation, communication, and organizational skills in English
