Under the guidance of the DSA and the direct supervision of the FSA/ Telecom ICT Associate, the Telecom clerk provides support to CSA/ DSA/ FSA office The Telecom clerk is also required to provide services to the operations and SOC staff, Consultants, Experts and UN staff on mission.
Organizational Context
Heavy rains and a combination of riverine, urban, and flash flooding led to an unprecedented climate-induced disaster in Pakistan since June 2022, causing widespread fatalities and damaging and destroying public and private infrastructure across the country. Rain-induced landslides and floods also damaged agricultural land and forests, impacting local ecosystems. Around 33 million people were affected by the heavy rains and floods according to Government estimates, including nearly 8 million people who were displaced.
OCHA has been scaling up its operations since then focusing on its key functions of coordination, information management, resource mobilization and advocacy. At the national level, OCHA plans to enhance its reporting and communication capacity to increase situational awareness of the flood emergency, including on-going ongoing efforts. OCHA has opened a position in Peshawar for Humanitarian Affairs Officer (HAO SB 4/3) to strengthen its coordination function.
Under the overall guidance of the Head of the Coordination and Reporting unit, the Humanitarian Affairs Officer will be responsible for all matters concerning coordination at the sub-office level.
1. Advocate for access to essential services, especially water, sanitation, food, shelter, education, and health for vulnerable communities, including the collection, analysis and dissemination of information to humanitarian partners, and negotiation of access.
2. Support the government efforts and humanitarian organizations in humanitarian response efforts, including assisting internally displaced people and return.
3. Support Government efforts in dealing with the ongoing humanitarian issues, including drought and building the capacity of Government focal points on humanitarian issues.
4. Coordinate the implementation of humanitarian response in Pakistan with UN agencies and programs, national and international NGOs, and local authorities/communities as appropriate, with a focus on strengthening the sector/cluster approach.
5. Enhance a protective environment that respects the human rights of all, including IDPs, returnees and minority clans.
Key Responsibilities:
The functions/ duties/ key results of this job description are generic and not all duties are carried out by all SOC Assistants.
1.Support the development and implementation of the humanitarian coordination structure, strategy and policy.
- Ensures creation of strategic partnerships with humanitarian partners, in particular NGOs and UN agencies to plan and implement assistance programmes;
- Provide effective support to humanitarian partners in operational logistics and establish contacts with local and national authorities.
- Provide humanitarian coordination and the application of humanitarian policies, needs assessment and sector/cluster coordination and ability to write a report.
- Coordinate the delivery of international humanitarian assistance, participate in needs assessments and specify unmet requirements.
- Provide top quality coordination in humanitarian response/preparedness and provide effective technical support to sectors/clusters.
- Ensure the establishment and maintenance of contacts with NGOs, UN agencies and relevant government counterparts; Organize, participate and/or assist in organizing working groups, meetings, conferences, consultations with other agencies and partners on humanitarian and emergency relief-related matters.
- Demonstrated humanitarian experience within the UN system.
2. Managing the Coordination function at OCHA sub-office/antenna level, in liaison with the government, partners and vulnerable populations/beneficiaries of aid.
- Substantial assistance in the implementation of inclusive, field-level humanitarian coordination mechanisms, including liaison with relevant UN operational agencies, NGOs, and local authorities.
- Provide progressive professional responsible in humanitarian affairs, emergency preparedness, crisis/emergency relief management, coordination and reporting, or related area, is required.
- Undertake the necessary administrative and programmatic demands to keep the office functioning at its optimum
- Work closely with the government humanitarian focal point and other entities as necessary at provincial and district level.
3.Preparation, implementation and monitoring of the designated county’s humanitarian work plan (usually expressed through Common Humanitarian Action Plan (CHAP)/ Consolidated Appeal Process (CAP));
- Regular monitoring and analysis of developments in the designated country and support the preparation of analytical reports highlighting social, political, humanitarian and other relevant factors affecting the overall humanitarian situation.
- Effective monitoring of humanitarian risks to ensure that the various contingency plans are consistent and well-coordinated including availability of resources, supporting the inter-agency contingency planning.
- Support advocacy initiatives on issues impacting humanitarian needs and response efforts through the collection of information, liaison with humanitarian partners, government officials, and media, development of appropriate strategies.
4.Provide substantial support to sector / cluster working groups as required and facilitate exchange on cross cutting issues.
- Support the collection of field information to improve coordination activities and information products such as who does what where and inter-agency reports.
- Assist in matters related to natural disasters, including drafting situation reports and flash appeals, preparing costs plans for cash contributions made by/through OCHA and final reporting on their use; participation in/support to UNDAC missions.
- Liaise with humanitarian partners on the collection of information to effectively map areas of humanitarian needs and response activities in support of coordination efforts; and track information required for early warning of potential conflict and conflict-related vulnerability.
5.Provide accurate Information Collection and sharing in support of Humanitarian Analysis and Response, focusing on the achievement of the following results:
- Review incoming field reports, prepare summaries of field activities and important flag issues to senior management.
- Actively participate in the Humanitarian Programme Cycle (HNO, HRP, etc.), and any other strategic planning and field analysis initiatives that involve field input and analysis.
- Gather and verify information on issues affecting the humanitarian situation, emphasizing opportunities for response.
- Supports regional analysis and interface with the Assessments working group to extract key action points that need to follow up from assessments undertaken and the humanitarian Dashboard.
- Pro-actively share information with OCHA and relevant stakeholders on pertinent issues.
- Identify key pieces of information that will assist with organizational decision-making with a particular focus on improving humanitarian response.
6.Perform other duties, as assigned by the Senior HAO and the Head of Office or his/her designate.

Recruitment Qualifications
Education: Master’s degree or bachelor’s degree in economics, Social Sciences, International Relations, Political Sciences, or any other related field.
Experience:
- Master’s degree withwith minimum of two (2) years and with Bachelor’s degree withminimumwith of four (4) years of progressive relevant work experience in the field of Coordination of humanitarian affairs or reconstruction/development programs and project management is required.
- Demonstrated humanitarian experience within the UN System.
- Familiarity with UN policies, rules, and procedures, particularly concerning humanitarian response and coordination, and knowledge of institutional mandates, policies, and guidelines about humanitarian assistance, especially the humanitarian reform agenda, is highly desirable.
- Demonstrate progressively responsible professional experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, coordination and reporting, or related area, is required.
- Demonstrated experience in humanitarian coordination and the application of humanitarian policies, needs assessment and cluster coordination and report writing is desirable.
- Experience of building and maintaining effective partner networks and partnerships in the humanitarian or development sector is desirable.
- Experience in information collection and sharing in support of Humanitarian analysis and Response.
- Experience in conducting needs assessments and drafting assessment/mission report desirable.
- Experience on preparing, implementing, and monitoring humanitarian work plan.
Language Requirements: Fluency in written and spoken English Language is required. Fluency in written and spoken local language at the duty station is required.
Other Skills and Requirements: Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and experience in handling web-based management systems Language requirements (Desired)
