Jhpiego seeks a Technical Advisor to provide technical inputs in the preparation of HPV vaccine introduction in Pakistan. The Technical Advisor ensures the technical and methodological soundness of activities and, in collaboration with the project team and partners, provides leadership and guidance in the design, implementation, and monitoring of service delivery strategies, based on the latest evidence base. Under the supervision of the HAPPI Project Lead, the Technical Advisor performs the following activities:

Responsibilities

  • In coordination with the project team, provide overall technical and clinical leadership to support preparation of HPV introduction in Pakistan, including development of application and other supporting documents for the Vaccine Introduction Grants.
  • In collaboration with the country director and SBCC teams, support the development of the workplans and timelines for the course of the project.
  • Provide technical and clinical guidance related to HPV vaccine and broader immunization in general.
  • Develop and maintain strong relationships with the leadership at the Federal Directorate of Immunization and the Provincial/Area Expanded Programs on Immunization during the preparatory phase before and during the actual vaccine introduction.
  • Support the team in effectively engaging with all relevant stakeholders at national level for introduction including professional health associations, broader health and education departments, religious and community leaders, youth leaders, CSOs and NGOs.
  • Work closely with provincial teams to pivot strategies as needed to yield maximum impact.
  • Review and provide feedback to the SBCC team on technical content for advocacy and social mobilization materials targeting multiple stakeholders, including healthcare workers and communities to ensure accuracy in the information.
  • Provide technical content for any capacity building activities (i.e., training, sensitization) for healthcare workers and for advocacy events to increase stakeholders' awareness around HPV and cervical cancer elimination.
  • Be an integral and trusted member of national and provincial level technical working groups, tasks teams, and leadership teams in preparation and submission of the HPV vaccine application and other important decisions around the vaccine introduction.
  • Effectively and transparently communicate evidence-based updates with the HAPPI project lead, in country teams, and Baltimore based teams on progress, bottlenecks, and solutions.
  • Any other tasks requested by the HAPPI Project Lead, or the Baltimore based team.

Required Qualifications

  • Advanced degree in medicine and/or public health
  • 7-10 years of professional experience in immunization programs, at the operational level (at minimum at the provincial level but district level experience will be considered as an advantage)
  • Extensive knowledge of best practices in immunization, experience in new vaccine introductions, especially in vaccine hesitant communities and geographic pockets,
  • Proven record of effective communication and engagement with high visibility stakeholders at the national level, especially the immunization program and broader health departments.
  • Experience in team building including fostering collaborative partnerships and linkages with stakeholder groups, particularly with FDI (Federal Directorate of Immunization), the provincial and district level EPI team.
  • Excellent oral and written communications skills, Fluent in written and spoken English and Urdu.
  • Ab to travel nationally and internationally about 30- 50% of time.
