The Global Relations and Cooperation Directorate (GRC) supports the implementation of the Secretary General’s strategic orientations by co-ordinating the Organisation’s relations with partner countries and with other international organisations. It advises the Office of the Secretary-General and other OECD Directorates on how to strengthen co-operation with key partner countries, regions, and organisations. GRC also serves the OECD External Relations Committee (ERC), working with members to help them reach consensus on global relations priorities and ensuring that relevant partners are effectively engaged in the Organisation’s work.

Job Description

GRC is looking for a junior policy analyst with knowledge and experience of developing and emerging economies, preferably with specific expertise in the Middle East and Africa in the areas of:

  1. Inclusive and sustainable economic development
  2. Political economy of reforms in support of economic development in developing countries
  3. Global and multilateral governance processes and key corporate initiatives and how they affect partner countries

The selected candidate will work in the Middle East and Africa (MEA) Division supporting the implementation of the Global Relations Agenda and in the implementation of the programme of work of the MENA Competitiveness Programme. She/he will work under the overall management of the Head of Division and direct supervision of the Programme Coordinator and Policy Analyst.

Main Responsibilities

Co-ordination and Project Management

  • Support the coordination team to collect information and data for the timely and quality delivery of responses to the Office of the Secretary General and the Director’s Office.
  • Consistently and systematically collect information on the Middle East and Africa, including (1) economic & political trends in key countries and (2) OECD co-operation with countries in the Middle East and Africa.
  • Contribute to the overall development of and support the implementation of the Division’s Programme of Work.

Country Programmes

  • Support the management of the virtual platforms of the Egypt, Morocco, Saudia Arabia and Mauritius Country Programmes
  • Contribute to the drafting of technical and policy documents of the Country Programmes
  • Support the drafting of correspondence for implementation of the Country Programmes
  • Support the organisation of meetings and events of the Country Programmes
  • Support the development of communication materials for the Country Programmes

Research, analysis and drafting

  • Support the drafting of  technical and policy documents for consideration by relevant steering groups and networks as well as policy briefs and other communications aimed at non-technical audiences.
  • Support the development of innovative and effective strategies and instruments to disseminate the findings and to convey the main messages to varied audiences at international fora.
  • Support the drafting of official letters and other communication materials, for OECD’s senior management.

Liaison, Dissemination and Representation

  • Support the design and delivery of high quality policy activities such as seminars and workshops to a variety of audiences (policy analysts and senior public officials).
  • Participate in the Division’s meetings and conferences involving policy makers.
  • Support the development of communication materials of the Division.

Qualifications

Ideal Candidate Profile

Academic Background

  • An advanced university degree in economics, economic development, public policy or international relations.

Professional Background

  • A minimum of one year relevant experience in the field of region-specific economic and policy analysis and advice.
  • Knowledge of the economic and policy context of one of the countries or regions indicated above.
  • Experience of working in a national and/or international administration would be an advantage.

Languages:

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level .
  • Knowledge of Arabic would be a strong advantage
