Functional Responsibilities

Under the supervision of an assigned CRG Programme Officer the incumbent would be responsible for the following, in line with UNOPS policies and procedures:  

CFCS planning 

  • Contribute to the management of CFCS; weekly oversight meetings, CFCS planning mid-term/ end of grant reporting periods, troubleshooting etc.   

  • Contribute to CFCS call for proposals processes, including the development of tools to support the process. 

  • Lead the development and update of CRG tools, based on country feedback; e.g. TB Stigma assessment, CRG Assessment, Community-led Monitoring tools   

  • Engage and lead discussions in the external evaluation committee process and outputs and lead discussions on CRG progress in assigned countries. 

  • Facilitate outreach and external communication on CFCS calls for proposals.  

Grant making 

  • Work with CFCS grantees to develop and refine workplans and Monitoring, Evaluation and Learning (MEL) frameworks, in alignment with country priorities. 

  • Work with STP teams and contribute to the finalization of grants, in line with UNOPS policies and procedures. 

  • Develop and disseminate communication materials to share with strategic partners on grant awards.  

Grant management 

  • Lead the provision of technical assistance to all assigned grantees to strengthen CRG in countries.e.g. review of CRG assessment reports, review of CRG assessment protocols, review of community-led monitoring indicators and related reports.  

  • Facilitate additional technical assistance to strengthen CRG in countries, working with assigned consultants. 

  • Identify and mitigate risks associated with grant implementation. 

  • Contribute to donor reporting, providing updates on CRG progress in assigned countries. 

  • Update CRG country profiles, based on CRG progress in countries. 

  • Identify strategic opportunities for engagement to enhance visibility of grantee work and CRG in countries and facilitate and lead the engagement. 

  • Provide updates to the CFCS focal point and CRG Programme Officers  on key success, challenges and risks. 

  • Ensure the timely approval of reports in line with the CFCS schedule so that CCS4i can ensure the timely distribution of funds. 

Grant monitoring evaluation and learning 

  • Collaborate with grantees and lead the development of grant specific Monitoring Evaluation and Learning (MEL) frameworks to develop case studies for CRG in TB.  

  • Contribute to the development of a CRG Knowledge Hub.

  • Develop CFCS / CRG case studies and other communication materials.  

  • Within the context of monitoring and evaluation, ensure all projects submit and regularly update specific milestones and targets for the duration of projects' life-cycles, and track progress, or otherwise, against such information.

  • Provide feedback on how to improve the Grant Management System (GMS)

  • Provide quality reviews of programme/project documents and deliverables.

CRG specific responsibilities 

  • Provide updates to TB Advisors on CRG progress and collaborate with them to address CRG challenges in countries.

  • Refine existing CRG tools and the development of new tools. 

  • Lead CFCS country missions, working with National TB Progammes and Civil Society to advance CRG in TB  and document outputs. 

  • Lead Joint Programme Review Missions for TB and document outputs for CRG. 

  • Lead the development of CRG publications and papers.  

  • Engage in conferences to promote CRG in TB. 

Impact of results
  • Improved and better documentation of CRG in countries. 
  • Increased evidence for CRG in TB
  • Institutionalization of CRG in TB in countries. 
  • Improved provision of, monitoring and management of CFCS grants, tools, and technical assistance.

Education/Experience/Language requirements

Education:
  • Advanced university degree (master or equivalent) preferably in community development, project management, business administration, public health, social sciences or other relevant field is required.
  • University degree (bachelor or equivalent) degree with two (2) additional years of relevant professional experience may be accepted in lieu of a Master’s degree.

Experience:

  • Minimum 5 years of experience in programme management support roles, and/or grants management support operations at either public sector organizations and/or private sector companies is required.
  • Minimum 3 years of experience working on community, rights and gender (CRG) programming in TB, HIV or other disease programmes - either at international or national levels - is required.
  • Experience in grant management and reporting is required.
  • Prior professional experience supporting health programmes, particularly in TB and/or working in low and middle-income settings, is desired.
  • Experience in the usage of computers and Google Workspace; experience in handling web-based management systems is an asset.
Language Requirements:
  • Fluency in English is required.
  • Fluency of another UN official language, particularly French, would be desirable.
