Program Manager (South East)

Your Mission: This position is responsible of both managerial and functional processes of health programs in Karen, Kayah, and South Eastern areas which include Planning, Monitoring and Evaluation, reporting, compliance and coordination of health humanitarian response and health system strengthening projects in South- Eastern areas of Myanmar. The position will directly manage local partner organization collaborated health humanitarian response projects in Kayah and Karen, and technical and management oversight to Nutrition project in Kayah with the technical support from relevant Public Health Specialists. The position will be focal for coordinating with key stakeholders and represents as key liaison person to state and township level. As program lead, the position is responsible for coordination with all other project in field sites and program support teams at IRC field offices. The position will also lead in coordination and collaboration with partner organizations ensuring quality project management as well as capacity strengthening of partners coordinating with quality control and capacity building team and partnership team. This position directly reports to Sr. Health Coordinator as a line manager and technically supervised and supported by relevant public health specialists. The position is laterally coordinating with Manager for Project Coordination positions and Sr MEAL Manager at IRC Yangon Office.

Under supervision of Sr. Health Coordinator and technical support from Public Health Specialists, your Job Scope includes but not limited to:

Technical oversight and strategy

  • Oversee and provide technical support to filed project teams and their respective Project Manager in Kayah and Karen State.
  • Technical support and supervision on Partnership technical Support Manager -South East on partner organization management and capacity building.
  • Technical support and supervision on development and monitoring of detailed program log frames, work plans, monitoring and evaluation plan of South Eastern Health Program ensure appropriate, in-time and quality program adaptation and achieving expected.
  • Provide technical support to the South East field program teams to ensure maximum accountability, promoting community engagement, gender mainstreaming and other IRC initiatives and respective donors’ strategies.
  • Lead the strategy formulation and designing / revising program as necessary.
  • Lead and manage organizing of operational research, evaluation survey and assessments of health projects as necessary in collaboration with MEAL unit.

Management

  • Responsible for project human resource management, including staff capacity assessment and annual capacity strengthening plan.
  •  Oversight and evaluate staff performance, assess quality of activities and provide regular feedback and guidance through regular supervisory meeting and field supportive supervision sessions.
  • Lead designing  and follow up management of program budget, procurement plan, spending plan, work plan, program monitoring and evaluation plan.
  • Oversight quarterly review of expenditures to ensure efficient management of budget versus implementing interventions and adapting the program implementation plan.
  • Closely working with public health specialist (HHR+, SRMNCAH, MHPSS) in technical quality control of services by IRC and local partner organizations.
  • Oversight the mechanism of managing the local partner organization project budget management and service quality control.
  •  Technical oversight on monthly and quarterly project review and revision process as per revised and approved implementation plan and budget of each project and township.

Reporting

  • Lead drafting of all donor reports and ensure these reports are in the highest quality and timely.
  • Provide update on progress and challenges to the supervisors and other relevant senior staffs for necessary program adaptation, staff safety and security and collaboration with local partner organizations.

Coordination/representation

  • ·    Coordinate with Sr MAL Manager, Manager for Project Coordination, S&S Manager, and Field Coordinator/ Manager.
  • ·    Coordinate with grant team focal , partnership team focal , finance focal, operation team focal of Yangon IRC office with supportive supervision of direct supervisor.
  • ·    As IRC project consortium lead at field project sites, coordinate with partner organization focals  ensure quality implementation and management of projects.
  • ·    Coordinate and represent IRC South -Eastern Health program to the relevant sub-national level key stakeholders, clusters and working groups in South- Eastern region and Thailand.
  • ·    Coordinate with IRC field project site WASH focal, WPE focal and Protection focal for coordinated and complementary programming and services.
