General Minimum Requirements

The general minimum requirements for working with the OSCE are:

  • Excellent physical condition
  • Possession of a valid automobile driving license and ability to drive using manual transmission
  • Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure 

 Field of Expertise Requirements

The general minimum requirements for working in this field of expertise are: 

-    First-level university education in international studies, public policy, political science or law or related fields
-    Diplomatic experience or experience working in political affairs with international organizations or governments
-    Experience in preparing analytical reports
-    Excellent communication and drafting skills
-    Knowledge of regional political history and developments
-    Diplomatic and negotiating skills
-    Some knowledge of the OSCE principles and commitments

 Level of Professional Competence Requirements

Furthermore, this level of responsibility requires the following:

 Education:
First-level university degree in a relevant field

Experience:
Minimum 6 years of relevant professional experience

Mission Specific Requirements

Additionally, this particular post has specific requirements:

Mandatory:

International mission members in the OSCE are internationally recruited. For the purposes of OSCE Missions (Field Operations) this means that they are hired to work in a duty station outside of their home country or country of permanent residence. As a result, nationals and permanent residents of the duty station are not eligible for international mission member positions. In the case of individuals with multiple nationalities, candidates are still ineligible for consideration even if using another citizenship for application while simultaneously maintaining the citizenship or permanent residence status of the country where the duty station is located;

-   Relevant professional experience in one or more of the following fields: law enforcement, legislative oversight and law-making, security issues;
-    Proven project managements skills/strategic planning covering the entire project cycle and project budgeting;
-    Proven skills to manage the teams in different working modalities (home office, in-office, telecommuting, etc.);
-    Good management and organization skills;
-    Good analytical and reporting skills; 
-    Experience in negotiations and liaison with governmental organizations, diplomatic missions and other international organizations; 
-    Strong communication and interpersonal skills;
-   Demonstrated ability and willingness to lead and work with a team, with people of different cultural and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity;
-    Professional fluency in English, both oral and written with abilities to communicate clearly, concisely and make presentations. Fluency or working knowledge of Russian and/or Uzbek is a strong advantage;
-    Flexibility and ability to work under pressure and within limited timeframes;
-    Knowledge of regional political history and developments;
-    Ability to operate Windows applications, including word processing and e-mail.

Desirable:

 -   Work experience in Central Asia or the Commonwealth of Independent States;
-    Previous experience in OSCE or other international organization’s field operation/office.

Tasks and Responsibilities

 Under the direct supervision of the OSCE Project Co-ordinator (Head of Mission), the Senior Project Officer is responsible for the elaboration and implementation of projects in co-ordination with relevant Uzbek governmental bodies and project partners.

Specifically, the Senior Project Officer will perform the following duties:
1.    Advising the Head of Mission on the issues related to Politico-Military Dimension (PMD) within the Mission mandate;
2.    Identifying the strategy, necessary resources (including budget) and managing the project portfolio of the PCUz Politico-Military Dimension;
3.    Creating and enabling environment for successful project implementation;
4.    Representing the PCUz in general and PMD in particular at meetings and events as required, including in an active role (speaker, moderator, chairperson, etc.);
5.    Assessing and preparing reports on PMD issues relating to the Mission mandate;
6.    Designing, drafting (narrative and financial), developing, coordinating and implementing projects and activities in the field of PMD; 
7.    Liaising with international organizations and agencies on issues in the field of PMDs;
8.    Facilitating contacts and promoting information exchange on these issues with national stakeholders, including, but not limited to representatives of authorities, academia, business community and NGOs;
9.    Assisting in arranging OSCE regional events, regional seminars and visits to the area by OSCE delegations, as well as other events with OSCE participation;
10.    Supervising at least five staff members;
11.    Performing other duties as required, including replacing the Head of Mission during his/her absence.
