Overview

Jhpiego is an international non-profit health organization affiliated with The Johns Hopkins University, USA. For more than 40 years and in over 150 countries, Jhpiego has worked to prevent the needless deaths of women and their families. Jhpiego is dedicated to improving the health of women and families in developing countries.

Jhpiego works globally to support the primary prevention of cervical cancer through HPV Vaccine for adolescent girls. In Pakistan, Jhpiego, in collaboration with the Federal Directorate on Immunization, the Ministry of Health, and provincial stakeholders, has developed a roadmap for the prevention of cervical cancer and the future introduction of the HPV vaccine in Pakistan after thorough deliberations with subject specialists, professional bodies, stakeholders and policymakers. The roadmap work highlighted insufficient engagement of faith, professional, and community leadership on this specific topic. With financial support of the GAVI – Vaccine Alliance, Jhpiego will provide short and medium-term technical assistance (TA) to support in the development of a Vaccine Introduction Grant application, its revisions based on technical feedback and in pre-introduction activities around engagement with key stakeholders on supply- and demand-sides at both national and regional levels. Jhpiego is seeking provincial Government Liaison Coordinators to support provincial EPI to engage with the departments of Education, health and Labor as well as the Polio Eradication Initiative among others.

Responsibilities

The provincial Government Liaison Coordinators will support Jhpiego and EPI at provincial level to engage with the departments of Education and Labor as well as PEI, trade unions and centers. The Liaison Coordinators will support FDI and Jhpiego in setting up a coordination mechanism for engagement with other government departments and cascade system to schools, madrassas, parents, teachers, PEI social mobilizers, and trade unions to implement a multiage cohort (MAC) campaign and subsequent regular RI service provision while reaching girls in schools, and a mix of community and facility vaccination for those who are out of school.

 

This is a coordination role to implement the specific vaccination strategies developed by the technical team at federal and provincial level to reach girls in schools and through other platforms. The four Liaison Coordinators will have the right networks within the relevant ministries/government offices and will work under the guidance of the National Liaison Manager. These Coordinators will be based in provincial EPI as Jhpiego staff and may also provide some secretariat support to provincial decision-making and planning support.

 

  • Ensure that schools and madrassas’ management, parents, trade unions and PEI social mobilizers receive approved standard messages on HPV vaccination through appropriate structures on time.
  • Coordinate with the education department to notify local schools, school associations and madrassas in advance about the vaccination sessions scheduled in the school premises and other service points
  • Ensure that schools disseminate the HPV campaign information to the children’s families through a standardized consent form developed with EPI’s approval.
  • Ensure that Polio refusal schools or refusal communities are not covered in the first two days of the campaign and should be scheduled after vaccination has been carried out in areas and schools that are in favor of it to avoid complications
  • Support the Liaison Manager at federal level in setting-up and documenting the coordination mechanism and contact list for engagement with other government departments to strengthen routine immunization and vaccine campaigns’ related work.
  • Coordinate the production of standard approved messages on HPV vaccination developed by the federal and provincial TWG and ACSM Committee, informed by work by HAPPI and other communications partners, communicated/cascaded through a formal notification/letter to the various departments, public and private schools, parent-teacher associations/groups, madrassas, trade unions and other relevant entities at provincial and district level.
  • Coordinate in production and dissemination of consent forms for HPV vaccination with provincial EPI and partners to parents of young girls through various channels prior to the vaccine introduction with a reminder sent out during the campaign.

Required Qualifications

  • Bachelor’s degree in public health, social sciences etc; advanced degree preferred.
  • 4+ years of experience in program coordination, particularly in health or education sectors.
  • Proven experience in establishing and managing coordination mechanisms.
  • Familiarity with routine immunization and vaccine campaigns
  • Ability to collaborate effectively with government offices, schools, and community stakeholders.
  • Strong communication, organizational, and networking skills.
  • Knowledge of HPV vaccination strategies and protocols is a plus
  • Good command on MS office
  • Willingness to travel within the province.
