Jhpiego is an international non-profit health organization affiliated with The Johns Hopkins University, USA. Jhpiego is dedicated to improving the health of women and families in developing countries.

Jhpiego works globally to support the primary prevention of cervical cancer through HPV Vaccine for adolescent girls. In Pakistan, Jhpiego, in collaboration with the Federal Directorate on Immunization, the Ministry of Health, and provincial stakeholders, has developed a roadmap for the prevention of cervical cancer and the future introduction of the HPV vaccine in Pakistan after thorough deliberations with subject specialists, professional bodies, stakeholders and policymakers. The roadmap work highlighted insufficient engagement of faith, professional, and community leadership on this specific topic. With financial support of the GAVI – Vaccine Alliance, Jhpiego will provide short and medium-term technical assistance (TA) to support in the development of a Vaccine Introduction Grant application, its revisions based on technical feedback and in pre-introduction activities around engagement with key stakeholders on supply- and demand-sides at both national and regional levels. The Liaison Manager will work closely with Jhpiego, FDI and provincial liaison officers. This position involves coordination and partnership building with a diverse group of stakeholders that will be involved in the HPV vaccine rollout across the country. The Manager will be based at the FDI office in Islamabad, with a dual reporting line to FDI and Jhpiego.

Responsibilities

The Liaison Manager will support Jhpiego and FDI to fill the current capacity gap at national level to engage with the Ministries of Education and Labor as well as PEI to reach out of schoolgirls with HPV vaccination across the country. S/he will coordinate this partnership with the provincial liaison officers. He/she will support FDI and Jhpiego in setting up a coordination mechanism for engagement with other government departments to implement a multiage cohort (MAC) campaign and subsequent regular RI service provision while reaching girls in schools, and a mix of community and facility vaccination for those who are out of school. This is a coordination role to implement the specific vaccination strategies developed by the technical team at federal and provincial level to reach girls in schools and through other platforms. This resource will create requisite linkages within other government departments and build a uniform system for future collaborations. Other detailed responsibilities include;

  • Establish, manage, and document a coordination mechanism for engagement with various government departments to enhance routine immunization and vaccine campaign-related activities.
  • Coordinate the production of standardized, approved messages on HPV vaccination. These messages will be developed by the federal and provincial Technical Working Group (TWG) and ACSM Committee, based on input from partners like HAPPI and other communications entities.
  • Ensure formal notifications or letters are issued to relevant ministries/departments and entities to communicate these approved messages effectively.
  • Conduct regular coordination meetings (weekly or monthly) with Ministries of Education and Labor, and PEI.
  • Document discussions and follow up with action points to secure partnerships for the successful introduction of the HPV vaccine

Required Qualifications

  • Bachelor’s or preferably advanced degree in public health, social sciences etc.
  • At least 6 to 7 years of work experience with programs focused on community health
  • Proven experience in establishing and managing coordination mechanisms.
  • Strong communication and interpersonal skills.
  • Good command on MS office
  • Familiarity with routine immunization and vaccine campaigns.
  • Knowledge of HPV vaccination strategies and protocols.
  • Ability to engage with various government departments effectively.
  • Strong organizational and documentation skills.
  • Ability to travel nationally about 30- 50% of time
