Background:

The OSCE Programme Office in Bishkek (POiB) plays a crucial role in supporting the host State in effectively addressing corruption, advancing digital transformation, and fostering good governance at both national and provincial levels. This is achieved through assisting with the facilitation of the Digital Transformation Concept. 
As part of its strategic approach, the Office is planning to engage cyber-security expert in the implementation of activities within the Anti-corruption project of the Economic and Environmental Department (EED). The OSCE POiB will contract a cyber-security expert to assist the State Personal Data Protection Agency in analyzing the Agency's documentation on information security and cybersecurity and providing recommendations for optimizing and reducing the occurrence of security threats. 
The work of the consultants shall be directly supervised by the management of the State Personal Data Protection Agency (SPDPA), as well as the Economic and Environmental Department of the OSCE Programme Office in Bishkek. 

 

Objective of Assignment: 

The consultant will contribute to and assist the SPDPA with analyzing the Agency's documentation on information security and cybersecurity and providing recommendations for optimizing and reducing the occurrence of security threats.

 

Duration of Assignment:

Maximum (six) 9 months.

 

Tasks and Responsibilities:

Under the overall supervision of the SSC, PGO, SI “Tunduk” and the SPDPA, as well as the Programme Manager, EED/POiB, the successful candidate will be tasked with the following duties:

  1. Study and analysis of global cybersecurity trends;
  2. Study and analysis of the Agency's software for vulnerabilities;
  3. Develop documentation (user and technical);
  4. Maintain developed software in terms of cybersecurity;
  5. Study and analyze current local acts of the Agency;
  6. Analyze possible risks and their further elimination;
  7. Provide effective and Agency-wide measures to ensure security and reduce the risk of cyber threats;
  8. Act as a mentor for junior developers; 


Deliverables:

  • Consultant Deliverables Report with a detailed description of work conducted within the given assignment;
  • Drafts of developed documents;
  • Supporting documents (lists of participants, meeting reports, etc.).

Necessary Qualifications:

  • University degree in security studies, cyber security, social sciences, law or related fields;
  • A minimum of two years of relevant work experience in the field of cyber security; work experience in both government agencies is an advantage;
  • Good understanding of the social, economic and political situation in the Kyrgyz Republic;
  • Prior work experience in completing consultancy assignments for the OSCE Programme Office in Bishkek and/or other international donor organizations projects is an advantage;
  • Excellent analytical and writing skills;
  • Professional fluency in Russian with excellent communication (both oral and written) skills; working knowledge of English and Kyrgyz is an asset;
  • Demonstrated gender awareness and sensitivity and an ability to integrate a gender perspective into tasks and activities;
  • Computer literate with practical experience using Microsoft applications.

 

Remuneration Package:

Remuneration will be based on the selected consultant's/expert's qualifications, experience, tasks and deliverables for this position and in accordance with the OSCE established rates.
