About the OECD Centre for Responsible Business Conduct

In line with the Strategic Orientations of the Secretary-General, the core mission of the OECD’s Directorate for Financial and Enterprise Affairs (DAF) is to assist markets to fund inclusive economic growth, and in turn Better Lives, through setting and implementing standards, providing capacity building and technical assistance, acting as a forum for co-operation and collaboration across the OECD Directorates, external stakeholders and International Organisations. DAF’s work is structured under two work areas - Conduct and Markets - and its mission is pursued through several  substantive divisions whose teams provide Member  countries and partners with policy guidance, analysis and support in the areas of competition, anti-corruption, corporate affairs, financial affairs, Consumer finance, insurance and pensions, international investment and responsible business conduct.

The OECD Centre for Responsible Business Conduct (Centre for RBC), which is part of DAF, is in charge of supporting the implementation of the OECD Guidelines for Multinational Enterprises (OECD Guidelines) and related due diligence guidance in the minerals, extractives, agriculture, garment and footwear and financial sectors. The Centre also provides the Secretariat of the Network of National Contact Points for Responsible Business Conduct (NCPs). 

The Centre for RBC is looking for a Policy Analyst in the Due Diligence Unit who will contribute to the Centre’s training and capacity building work on due diligence and coordinate a multi-year project. The work is carried out in a multinational and multicultural environment. The selected candidate will interact with senior and technical-level policy-makers, private sector representatives, experts and stakeholders worldwide. Candidates should expect travel. The candidate will report to the Head of Supply Chain Due Diligence.

Job Description

Main Responsibilities

Project Management

  • Coordinate under the supervision of the Head of Supply Chain Due Diligence a multi-year project on RBC due diligence with a sizeable training and capacity building element by contributing to designing work plans, tracking progress and holding day to day relations with partners
  • Develop and maintain excellent working relations with key partners for the project, including donors, other International Organisations, OECD Adherents to RBC instruments as well as partner country representatives and development agencies
  • Maintain and grow the RBC Centre’s network of relevant organisations in partner countries including business associations, sustainability initiatives, civil society and monitoring organisations as well as policy makers
  • Lead on grant reporting as well as public communications about the work with the support of OECD communications staff

Training and capacity building

  • Jointly with more senior staff of the RBC Centre, develop an ambitious training and capacity building programme that while entailing existing tools and resources such as the e-Learning academy, brings the Centre’s ambitions to scale
  • Develop a methodology for needs assessments on training and tools for due diligence globally, in coordination with other International Organisations and OECD Adherent efforts already underway, and lead the roll out of the needs assessment and outward reporting on findings
  • Develop innovative tools and strategies to promote uptake and capacity building for multiple stakeholders, including enterprises in partner countries (local companies, cooperatives and other enterprises, including in the informal sector and with a particular focus on MSMEs and smallholders), their support and representative organisations, CSOs, trade unions, sustainability initiatives and partner country governments
  • Coordinate with other RBC Centre colleauges and where relevant lead the development of materials and tools such as briefing papers, FAQs, visuals and infographics to complement training activities where needs are identified.
  • Engage horizontally across the OECD on RBC-related work and act as a main point of contact for internal coordination and dissemination of training and capacity building, including on joint procurement and IT solutions for OECD’s training offering
  • Contribute to, comment on, review or edit training materials, documents, reports or briefs produced by others
  • Where relevant, contribute to training and capacity building activities in regional projects (e.g. in Asia, Latin America, and Africa)

Outreach and representation

  • Represent the OECD at events and with key partners and contribute to the organization of trainings, meetings, workshops, multi-stakeholder consultations on OECD due diligence Guidance
  • Provide training to relevant stakeholders on due diligence where relevant, in particular to private sector representatives.
  • Establish and further develop professional contacts with officials from member and partner countries, representatives from the private sector, international organisations and experts, as well as local and international civil society organisations.
  • Participate in multi-disciplinary projects and activities within the OECD and projects with other international organisations.

Qualifications

Ideal Candidate Profile

Academic background

  • An advanced university degree in a relevant subject matter (political science, international development or conflict studies, law, economics, etc.) is preferable.
  • Studies with a focus on policies related to responsible business conduct, economics and development issues would be an advantage.

Professional Background

  • 3 to 5 years experience in the field of responsible business conduct in a government institution, international organisation, business, trade union, civil society organisation, research institute or consultancy.
  • Excellent knowledge of RBC risks and supply chain due diligence and experience in designing and running capacity building and training activities.
  • Experience, particularly at the international level working with diverse stakeholders (governments, local and international NGOs, industry, trade unions);
  • Familiarity with OECD RBC work and instruments would be an advantage.

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Contract Duration

  • Twelve month fixed term appointment, with the possibility of renewal
