Habitat for Humanity International’s (HFHI) work is guided by a people-centered, partnership-driven housing ecosystem approach to tackle the challenge of providing affordable housing worldwide. This includes an approach to systematically remove barriers on the housing journey of target populations, as they relate to affordability, habitability, security of tenure, and access to basic services.

As part of HFHI’s response to the Ukraine crisis we aim to expand and deepen our understanding of housing ecosystems to promote and implement affordable housing solutions for crisis-affected and low-income households in Ukraine. To support this approach, the Housing Expert will be responsible for the
a) Development, implementation and monitoring of an effective strategy to promote and implement affordable housing solutions in Ukraine. In this role, the Housing expert provides subject matter expertise, direction, and technical support to HFH Ukraine in developing adequate strategies and policies on housing ecosystem approaches across the full program cycle, and key internal and external stakeholder engagement.
b) Development and management of strategic partnerships for the Ukraine response. Provides expertise, direction, and oversight of partnerships with complementary organizations, with a focus on HFHI programming in Ukraine.

POSITION REQUIREMENTS:

Housing Ecosystem strategy development
- Serve as the organization’s expert on providing housing ecosystem policy guidance and program management support to HFH Ukraine enabling effective program planning, implementation and delivery within the framework of HFHI policies and procedures
- Ensure mainstreaming of Housing Ecosystem approaches into all levels of program design, implementation and delivery through the monitoring of ongoing and future programs, providing innovative and proactive support, direction and solutions where required
- Collaborate closely with Subject Matter Experts in other technical areas within HFHI’s Program Effectiveness team (e.g. climate change, energy efficiency, finance, construction) with the aim of ensuring coordination and collaboration within the Europe region
- Develop and present materials together with Communications team that communicate the direction, focus and achievements of HFH’s programs to internal and external audiences
- Support fundraising teams in their development of funding strategies to support HFH Ukraine and the HFHI regional strategy
- Represent HFHI at key relevant events related to Housing Ecosystem development

Partnership management
- Provides expertise, direction, and management oversight of partnerships with complementary organizations, with a focus on our programming inside Ukraine
- Act as HFH Focal Point for the relationship management of current partnerships with Catholic Relief Services, Caritas Ukraine, and Caritas SPES Ukraine
- Lead on partnership and project monitoring approaches and evaluations
- Lead on the design of a partnership strategy, encompassing HFHI’s overall strategy to promote housing ecosystem change
- Carrying out partnership assessments
- Development of new strategic partnerships with complementary organizations
- Assist in developing and executing capacity building plans and initiatives

POSITION REQUIREMENTS:
- Master’s degree in urban development, international relations, development studies or other relevant discipline or equivalent combination of education and experience
- A minimum of 7 years of progressively responsible experience in provision of program technical expertise in the international housing development sector, including at least 5 years’ experience focusing specifically upon affordable housing and durable housing solutions
- Demonstrated experience in ecosystems approach and analysis
- Experience working internationally in development contexts
- Experience working with civil society partners, IASC Clusters, and institutional donors
- Experience in Monitoring and Evaluation processes
- Outstanding oral and written communication skills with excellent interpersonal, presentation and negotiation skills.
- Highly collaborative
- Strong attention to detail/organizational skills
- Solution-oriented with commitment to delivering excellent internal and external customer service
- Ability to complete multiple projects concurrently while balancing competing priorities; ability to meet deadlines

- Experience working in Ukraine and CEE Region preferred
- Experience working in post-disaster or complex/fragile settings preferred
