ORGANIZATIONAL CONTEXT

WFP established a Multi-Country Office in Barbados to provide technical assistance and capacity strengthening programming across 22 countries and territories in the English and Dutch-speaking Caribbean. Across the Caribbean, WFP is applying its global expertise to a programme of cross-functional activities designed to improve regional and national preparedness and strengthen systems to deliver rapid and appropriate assistance to people impacted by shocks and disasters. The regional programme of work includes technical assistance on social protection (e.g. data analysis/collection, digitalisation, payments), vulnerability and risk analysis, integrated supply chain management, food security/food systems and disaster risk financing. 

 

The office also responds to emergencies in support of governments and CDEMA as needed, including previous responses in the Bahamas (2019) and Saint Vincent and the Grenadines (2021).

 

In Dominica, WFP has been supporting long-term efforts to strengthen social protection and emergency preparedness systems ahead of shocks both of which rely on robust logistics/supply chain systems. 

 

This role will be stationed at the Office of Disaster Management (ODM),  Jimmit, Dominica.  The overall reporting line for the responsibilities outlined in these terms of reference will be to the Office of Disaster Management. Additionally, there will be a contractual and technical oversight reporting line to the Head of Office at the World Food Programme (WFP) in Dominica and, by extension, the WFP Supply Chain Team located in Barbados. In this capacity, the focus will be on progress reporting and strategic alignment on supply chain management principles and best practices.
 

JOB PURPOSE

To implement well-defined standard logistics/supply chain operation this role will focus on supporting optimization efforts in Dominica with a focus on warehouse operations, optimization and analytics. 

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Conduct a comprehensive assessment of the current warehouse layout, processes and systems with guidance from the regional Supply Chain Team. 
  2. Identify and raise inefficiencies, bottlenecks and areas for improvement in warehouse operations and propose interventions, considering priorities.
  3. Collaborate with cross-functional teams to develop a holistic warehouse optimization strategy. 
  4. Contribute to the development and implementation of strategies to optimize warehouse layout and space utilization.
  5. Contribute to the enhancement of warehouse operations by recommending solutions on storage, rack configurations and aisle layouts to maximize storage capacity.
  6. Contribute to streamlining of warehouse processes to reduce lead times and improve overall efficiency.
  7. Support the implementation of best practices and continuous improvement initiatives.
  8. Support the rollout of the CDEMA Logistics System, including the collection and upload of data.
  9. Support stakeholders through the implementation of the CDEMA Logistics System, supporting data gathering and registering in the system. Extract actionable insights from data to drive optimization strategies.
  10. Provide support to logistics operations and activities, following standard processes and facilitating, directly or indirectly, the effective delivery of assistance to people in need.
  11. Support timely ordering and delivery of commodities and supplies to authorised partners and destinations.
  12. Assist in monitoring inventory management processes to track trends and account for the inventory status from source to beneficiary.
  13. Assist in management of commodity accounting data quality and integrity. 
  14. Support operational pipeline analyses, assessments and operational planning for all delivery modalities.
  15. Other tasks as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in Logistics, Supply Chain or Warehouse Management is desirable.

 

Experience: Five years of experience in a relevant field with at least 2 years’ experience in warehouse inventory management. 


Language: Fluency in both oral and written communication in the English language. 
 

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Experience using corporate systems to monitor ongoing shipments, pipeline information, insurance claims, and food stock.
• Experience analysing data (on commodities, funds, etc.) and drafting reports.
• Experience in measuring service providers’ performance against set KPIs.
• Experience in assisting the preparation of contract documentation.
• Experience in providing technical business support in corporate systems.

TERMS AND CONDITIONS

Who Can Apply?
This position is open to nationals of Dominica and CARICOM member states and associate members. CARICOM Nationals applying for National position outside of their home country bear sole responsibility for required actions or expenses related to relocation, accommodation, repatriation and any other living expenses, etc. A CARICOM Skilled National Certificate is a pre-requisite of employment for successful candidates who are not from the country for which the position is advertised.

Type of position: Short Term, Full Time
Type of Contact: Service Contract Level 5 (SC 5)
Duration on Contract: 12 months. This contract is eligible for extension. Extension of contracts will be based on satisfactory performance and operational requirements.
Duty Station: Dominica
Travel Requirements: The WFP Caribbean Office cover the 22 English and Dutch speaking Caribbean countries. The selected candidate may be required to travel from time to time, both regionally and internationally, to support missions, emergency responses, training etc. As such full medical clearance will be required.

Remuneration: The salary for this position starts at XCD $5183.31 per month.
